I think what it boils down to is this:
A scythe is a tool, not a weapon. Whilst it can be used as an improvised weapon, it's just that: improvised. Thus, there is no "proper" way to fight with a scythe. You can fight with it any way you want. It should always look clumsy, because it is clumsy.
It is thus comparable to brooms, pipes, pool cues, spades, railroad signs an so on. It could be used for any powerset the model will physically fit. -
The Drudges are modelled on 1950's British Police. Thus, they use (and spawn from) 1950's style Police Boxes.
They are red because, as already mentioned, the blue version is trademaked by the BBC. -

1) Ninja Stealth [toggle] (+Stealth, +def (all), immob protection)
2) Ninja Reflexes
3) Danger Sense
4) Kuji-In Rin (move immob protection, add mag 5 KB protection)
5) Burst of Speed
6) Reaction Time
7) Envenomed Blades
8) Blinding Powder
9) Kuji-In Retsu -

If you are mainly targeting the US market, use of accent to signify class differences might not be hugely effective.

I see no particular reason why most of the characters couldn't have American accents.
There is a slight division of working class/upper class accents in the original series (e.g. Vila paired with Avon) which I don't think would work the same, but it's not hugely important.
Oh, and on casting, how about Claudia Black for Jenna? This is one character which could be improved upon I think.
Zen would work well with a deep, gravely American accent. -

The general policy (at least as I understand it) is that no single character can get two identical powers. Caltrops and Thorntrops for Doms don't count because they are in different powersets, so a single character cannot take both.
Now it would be possible to avoid the policy by giving Scrappers a different type of slow patch (maybe Glue Grenades?). Personally though I'd rather give it something different. that way players who want Caltrops can still have them and other players get something new.
Point still stands, with SoAs.
Not to mention, you can take Fly, Teleport, and Mystic Flight.
Although personally, I would love it if scrapper ninjitsu replaced Caltrops with Envenomed Blades. -

I can't think of any show that's been on since B7 that's derived from it. I could see people draw parallels to Firefly but Mal wasn't on a personal crusade to take down the Alliance, simply endure them.
Same could be said about Farscape.
Joss Whedon is very obviously influenced heavily by Blake's 7. The season arcs in Buffy, "Jossing" popular characters (although, given that some of the crew actually survived the Serenity movie, he takes it nothing like as far), charismatic and ambiguous villains, and, as you mention, Firefly, which is basically B7 in the wild west with a less motivated Blake and a more rubbish ship.
Then there is the Galactica remake, with it's dark tone and bleakness very closely resembling B7.
Back in the UK, new-Who's season arcs can also be traced back too B7 (although Old-Who did it 1.5 times, shortly after it first appeared in B7). -

Well, you can't argue that original Blake's 7 was perfect, because of the wobbly BBC sets and FX. So even a shot-for-shot remake with decent FX would be worthwhile.
I would say that the big problem is that so much recent SF has been derived from B7 that anyone coming to it new would consider it derivative itself. -
Given that this isn't a comic book, I think the argument "it works like that in comic books!" extremely childish.

Given that Battlestar Galactica was changed from a fairly lightweight space opera into a dark and gloomy political thriller, maybe the Blake's Seven remake will go the opposite direction?

The problem is we're now a war weary country and I don't think a show about a covert super attack helicopter that intervenes around the world for US interests would be of interest to the general TV audience. Perhaps if the group controlling it had no loyalty to a particular country but intervenes only for the good of the world (yes then it would be like Gundam 00 but with helicopters). Yes I do remember that every week Archangel had to beg String and Dom to use it for the cause of the week.
The re-image of Knight Rider died a quick death and I don't think any network would risk re-imaging any of those other series, even a network as desperate as NBC.
As for other shows in a similar vein, look at the Gerry Anderson back catalogue... -
