I'm thinking in terms of points per second, unslotted Ice Storm does about 5 per sec according to mids, my feeling is WoC will do significantly less than that.

Personally, I wouldn't play Psi/Mental. You are too dependant on one damage type that is highly resisted by some mobs. I would play Psi/* or */mental.

That's a thought. To make Electic Armour slightly less gimp, They could have Hide replace Lightning Field, but also have Lightning Clap replace either Grounded, Conserve Power, or Power Sink.
Then AS replaces Lightning Clap in Electric Melee, all other powers are unchanged.

Normally, Stalker AoEs have a reduced chance of critical (this would make stalker Jacobs ladder suck). However, LR is a strange power, in that the damage originates from a pseudo-pet. On a Brute, this means it is unaffected by fury, so does higher base damage than it should. On a Stalker, it could quite easily be set to give crits against mezzed targets, but it could be very difficult to code it to crit from hidden, since the entity that generates the damage is a different entity to the one that must be hidden.
My guess would be that LR is in, but doesn't crit, and so does higher base damage. The could set it to have its end cost halved when used from Hidden without difficulty. -
Animation time has to change to comply with Defiance (it's to long as is).

Yeah. The only reason I can think of for shunting Psi Scream across would be a shortage of suitable powers for the secondary.
However, there are a couple of dom powers which could be used in the primary, in addition to Aim, e.g. Psionic Dart, Levitate.
You could end up with a Psi Blast primary something like this:
1) Psi Dart
2) Mental Blast (but with the Subdue animation)
3) Aim
4) Psionic Lance
5) TK Blast
6) Will Domination (damage/activation nerfed)
7) Psi Tornado
8) Scramble thoughts
9) Psi Wail

I think you are vastly overestimating how effective the World of Confusion power will be.
It sounds more comparible to Arctic Air than Mass Confusion to me. I.e. 10% chance of very brief confusion, +aggro everything in sight. The damage will probably be sub-snowstorm (just enough to make stuff cross, without seriously hurting anything), and it will no doubt have the code that tells mobs to move out of the AOE like RoF. -
Another reason not to move Subdue to the secondary is it has exactly the right animation time for Defiance 2 blaster tier 2.
But I wouldn't rule it out as a posibility.
One issue with having TK Thrust, is it is very similar to TK Blast (apart from range). Would the devs want a Psi/Mind blaster to have so much overlap? on that issue, Will Domination and Mesmerise are also somewhat similar (apart from amount of damage), which could also influence the powers available for Mind Manipulation. -
Subdue, as is, does far more damage than other blaster secondary immobs.

Are you sure? And before making TOO many plans, take into consideration that Blasters get a new secondary, too. It *may* change plans a bit (unlikely, but y' never know!)

Yeah, either reading is possible. I think it is not unreasonable to conlude that Psi Blast may or may not be given Aim, but if it is it's base damage would be reduced accordingly. -

He didn't actually confirm it would have aim. It was more like:
US Forumite: "Psi blast doesn't have Aim"
Castle: "Are you sure about that?" -
I don't think it would, but it could well cause mobs to aggro on you while you where hidden.
It's one I would miss anyway.
I would go for an attack chain something like this (if powers available)
Build Up > AS > Placate > Havoc Punch > Thunder Strike > Lightning Clap
Which would hopefully leave your target dead and all the other mobs stunned/KBed. -
On the more positive side, If the 30% chance of sleep on Havoc Punch sets up a chance of critical, Electrical Melee may be a bit of a win.
Of couse, a lot depends on which power gets ASed. I would like to think it would be something sucky like Jacobs Ladder or Chain Induction, but on current preformance it will probably be Thunder Strike or Lightning Rod. -
If you port villain powersets over to heroes, and hero powersets over to villains, and the heroes seem to have come off better, do you not think that could be because villains already had the better powersets?
I should also point out that this is only the first round, BAB has promised there is more to come. Likely PP round 2 will include those powersets than needed a little more tweeking. -
Is he being ironic, or does he actually think Electric Armour will be any good?

The defender version of Psi blast ported should come with higher dmg as well based on the Defender version of Sonic blast and the blaster.
The difference that will define things imho will be range tweaking and animation/casting times.If range comes as is i am worried

The defender version of psi blast has artificially inflated damage, because it doesn't have Aim. Add Aim, the base damage comes down.
The defender version of psi blast has artificially inflated damage because 4 years ago the devs where worried it would leave you defenseless against undead and robots. Take that away, and the damage comes down.
The defender version of psi blast has an inflated damage/activation time ratio, because activation times where not included in the base damage when they where first calculated. Castle now has a new system for calculating damage that includes activation times. So expect damage to come down (or activation times to go up).
Range, I expect will remain as is. However, I expect corruptors to get the blaster version of psi blast in the next round of PP. Also, keep an eye on what Fortunatas will be able to do.
Afterthought:
Once the damage numbers actually come out, watch for all the "OMG they nerfed psi blast" whines! -

Hibernate does more than phase shift, it is supposed to stop you using any powers. It used to detoggle all your shields. They changed this when they added the time limit, but you still can't turn them on if they are off. It would be a simple matter to have Hibernate turn off Hide if they where concerned it might be overpowered.
Addendum: It's worth mentioning that GA also detoggles most of your shields, and could be set to detoggle Hide, if they went with Stone. -
If I understand how Hibernate works correctly, you won't be able to hide while hibernating.

/Ice Stalker with Hibernate
Now tell me which is overpowered. -

If you are going to be pedantic, there are no sets in this game called /ice or /fire either.
People use them as shorthand for whatever cold or fire based powers the AT has available. If I say I'm making an Ice/Ice blaster, sensible people know I'm not talking about Ice melee/Ice Armor.
Come to that, there are no sets called NRG either, but people know what is being talked about. -
Fairly meh? Have you looked at the numbers? Invunerability would be worse than any current stalker secondary, and they are mostly pretty poor already!
And Ice Armour would be far from overpowered.
