Werewolves cannot be slowed. For tar patch I used to slot with just three recharges since my builds are usually tight. If you have an extra slot to spare and you want more slow out of TP it's not a horrible idea. Usually people can find better spots for them though.

Spines is also a very popular set for stalkers cause Impale crit + Placate + Trow sharks = realllllly easy kills.

The one shot rule is not overridden by proc's like it used to be wayyy back when. That being said, the way you have it slotted is optimum unless you have some lvl 52 hammio's lying from i8. You could always make lvl 50++ hammio's eeking out that last bit o'damage.

Depending on what you have him doing Rage can build quite a bit...if you race him from mob to mob, or tank AV's/EB's with him. I use KoB as my metric to see how my rage is fairing. Make a note of the default dmg it deals, then compare it to when his rage should be built to a reasonable level.
I think it makes a huge difference. As you can see YMMV. -
I don't think it can replace heal other, simply because you can die from using it too much, Dmg combined with the -Heal component are not good. If you're at a one or the other junction then I'd take heal other. If there's space in your build then take both.
What kind of situations are you playing in...? It may help to have some kind of context to work with. -
Energy is the least played by far. If you wanna enjoy it run solo or find a VG or group of players that isn't all about Min/Maxing. I know people who just play to play, with no herding or pulling. Just kill everything and enjoy playing the game for the game. It's hard to come by these days but they're out there.
