    Let me help clarify this. Currently, due to limitation, target based powers, such as Rain of Fire, Blizzard or Rain or Arrows, cannot be buffed. So if you cast Build Up and then cast Blizzard, it would not do any more damage. This change will now allow such powers to be affected by buffs just like any other powers.

    This change affects targeted based powers, but not targeted summoned entities or built devices or traps (you cannot pass build up and fortitude to your trip mine or fire imps). This change will, however, fix other powers that may seem unrelated, but were coded in similar ways. This includes powers such as Twilight Grasp and many Kinetic powers (typically, powers that affect one type of target one way, and another target in another way).

    If you are confused, thatÂ’s ok. Lets just say "Rain of Fire, Ice Storm, Blizzard, Burn, Ignite and Rain or Arrows just got a whole lot better".

    I doubt it will be the pets, since there's a way to use inspirs on a MM pets already and there have been comments about giving controllers MM like control of their pets would make them too powerful, so I think pets will stay the same. (and most pets receive cast buffs and heals already)

    However, I was wondering about some of the summoning def and controller powers like lightning storm, freezing rain, tornado) (Ok I admit I have a 50 stormie . . .) and some of the field powers (If I could use acc inspirs on choking cloud . . .)

    This would be a huge change for stormie in particular and defs, controllers, and corrupters in particular.

    You know this was put in pre ED when a fully slotted hurricane made it impossible for the melee types to cap on a controller or defender with hurricane on. Since this is no longer the case and since you have to touch the affected indivduals with the hurricane to debuff them, could this "fix" get removed? It isn't necessary anymore

    This fix was made because two Hurricanes meant that melee characters could not attack at all. It happened in issue 2, before PVP was close to being implemented in the arena or CoV.

    That has not changed.

    Also, in PvP, Hurricanes continue to debuff for 10 seconds after you're in it, which makes it even easier to debuff melee ATs to zero range than it is in PVE, where the debuff only lasts while you're in the hurricane.

    So, anyway, I don't see any reason to remove the fix.

    Well how is two hurricanes different from two rads making you the anchor for the to hit debuffs? and the damage debuffs? You add any two of something it really shells people. I still don't see why this is necessary anymore.

    Not that it is going to change. And while you're quoting States he said essentially when this came out that it should impact tankers and scrappers they just weren't sure how to do it and make it balanced and implied that it was a temporary fix (I am paraphrasing).

    Gah. I guess the content for the lower levels isn't good enough to get people to play their alts in Positron's mind. A strange admission.

    Plus by that logic, why wouldn't I want an sg filled with all 50s for the raids? Come on.

    I thought the idea was to encourage the 50s to play more, to give them an end game of sorts. I don't see Batman quibbling about building the Watchtower for the Justice League and having Superman invite all the lesser heros to join.

    Sure there might be a sg or two that does this, but the reality is that the SGs that survive are the ones where everyone has fun grouping together. People have a couple alts at different levels to join in the fun depending on who is on. Even a couple sgs linked.

    Would a couple groups o this, sure. I doubt most would. Playing only my 50 would get dull after a while. Plus what do I care if I get a bonus to my hitpoints (or whatever) for some item of power at level 50? The significant difference is made at the lower levels for that kind of thing.

    Brutes have an inherent taunt on their attack powers but it's only single target and affects the target you're attacking. Brutes can slot their attack powers so they have a greater taunt effect on them.

    The Tanker's Gauntlet inherent ability effects nearby enemies instead of just 1 target but up to a maximum of 5 enemies.

    A limited taunt and fury, tanks really did draw a short straw. But then except for containment and crits, the villians all got better inherent powers.

    Actually it could work quite well, all you need is "hints" of something suspicious at a location, disappearances at the docks - police baffled, a series of bank robberies (all in a pattern leading to the next one).

    Police believe there's nothing to be concerned about the bomb threat they received yesterday . . . Heiress kidnapped. Security tightened at museum because of Prized manuscript arrives, Stalker of Music Diva sought . . .

    Long time ago in a RPG superhero game, I used news articles at the beginning and end of the session to hint of things to come. (with some red herrings of course).

    Of course a police radio would be fun too, or a contact making the call instead of vice versa. "Get there quick." would be cool too.

  17. Considering the stories he writes, I'm surprised he hasn't had more Lois Lane mishaps before now. Maybe when they finally but in a personal villian system (I won't use the word Nemesis for obvious reasons) we'll also get a personal "contact" like turner that we have to rescue over and over.

    Contact: "Hero X! Thank God! Your personal friend at the Paragon Times has gotten into trouble with the Circle of Thorn again."

    Hero X: "Ugh. Not again." Sigh. "Okay, what happened this time?"

    Contact: "He went to interview the Ice Thorn Casters to see if there really was discrimination between the elemental sorcerers and the Madness and Death Mages."

    Hero X: "What? Is he insane?"

    Contact: "He's a reporter, so by definition . . ."

    Hero X: "What was I thinking the day I rescued that guy when he got thrown from the Tram . . ."

    Mission Objective: Rescue Turner from Circle. One hapless reporter to rescue. Recover story notes.
