I'd go dark/cold over ice/cold anyday who needs freeze ray when you got the mace hold with -jump you can no longer stack holds so no need for more than one mezz. I have a cold/dark defender which works so nice in teams, i took torrent to setup easy 'sleets' and kills.
I think you will have alot of fun with dark/cold, you get a self heal which does nice dmg and gloom and dark blast with a dmg proc in each will give you nice dmg with all that -res. So personally i'd stick with your decision and go with it
Unlike defenders corrs get some nice patron powers making them imo much stronger than defenders for dueling so with this corr you can provide good debuffs for your team to get easy kills and duel fairly well too.

Lightning rod is so fun in pvp lol, use it on my stalker and had a few kills from it actually. Will take some getting used to but its pretty decent. Can jump under the drone with it and AS people XD.
Haven't tried shield charge myself but i can imagine it's decent against MM's

Well personally i prefer rad just because the animation times on the blasts (Nutrino, x-ray and Cosmic) are alot faster than the blasts in sonic. For zones you don't really want to root, theres alot of tanks and scrappers about. The more you root with your attacks the more you will get hit (Obviously you can't avoid every attack but you can avoid some XD) so personally i would go rad.
Though really all it comes down to is do you want to do more -res or more -def?

Hmm i got a build for an ice/cold but it's got no PVP IO's in it 'cause theres no i14 Mids yet
, but this is how i would probably build mine if i had one. I put those -rech procs in your two lighter attacks so that you can keep them heavy -rech when heatloss isn't up. See what you think..

Well if you want to make it as pvp effective as possible i would probably drop fly and pick up SS at least, Also Fulcrum won't be very good in pvp, people don't tend to ball up so using siphon power will be enough. Also Inferno damage is really crap now, i would drop that power and get something else. If you're building towards team play maybe take concealment pool and soul and pick up powerboost, poserboosted end drains can really do some damage
. Or the other option would be phase/mace or tactics/leviathan. Personally those are the options i would take if i was building a kin for pvp.
