Just take powers randomly and assign whatever enhancements drop and you'll do fine!
Hmm i got a build for an ice/cold but it's got no PVP IO's in it 'cause theres no i14 Mids yet 
, but this is how i would probably build mine if i had one. I put those -rech procs in your two lighter attacks so that you can keep them heavy -rech when heatloss isn't up. See what you think..

This is truth.
I have both an Ice/Cold and a Dark/Cold and the Dark without IO sets is much better than the Ice that is fully decked out.
Sigh well that kinda sucks lol wasted time leveling one well anyway what would be better for PvP Sonic or Dark? If anyone has a build for either of those I would appreciate it. =]
Sonic offers you res debuff and Shout that hits like a truck however attacks are pretty rooting...
Dark does -tohit and self heal (since you want to make cold any heal is nice)...but lacks aim :x
It is really up to you what to make i would probably roll sonic or rad though...

I am looking for a PvP build for my Ice/Cold corr Ime not looking for something that's very expensive. Also I am kinda noobish to PvP so any tips or guides would be awesome.
