People should think outside the box or just agree with your take on things? You came here and asked a question, yet argue with everyone who says you should take it. If you don't want it, fine go ahead just don't come here asking for advice if all you are interested in is justification for your wants. I have several kins both sides, I have several bubbler types both sides. It's not THAT hard/bad/annoying to buff people and you can still do plenty of pew pew pew in between. Saying your own characters don't "need" SB because they are built for recharge is no reason for other people not being speed boosted. Good for you if you don't want it from someone else, but that's not a good enough excuse in my book. Sorry, that's just trying to justify away. In my opinion you can never have enough recovery or recharge (up until the cap of course).
I agree with LocalMan (and others take) on the issue. You don't have to keep it 24/7 on teammates, but you should make an effort to keep it on them when it's needed or as much as possible. If you are in the middle of a fight, you can wait til between spawns so you can keep up with the pew pew pew. If teammates get impatient let them know you'll get them in between fights. Noone really needs ANY buff in Coh/v, but it makes things much easier if they get them. And it makes for a better rounded character to give them out; i.e. corrupting isn't JUST about shooting enemies, buffs and debuffs are part of a corruptors MO. It increases overall team effeciency if it's used and how can anyone be against that?
But as some have said, don't take it if you don't want it, but realize it may limit your teaming potential and in my opinion it greatly decreases your characters overall power and roll in a team. YMMV -

All they have really said is half the powers are new. And if I remember right the pic they showed had a gremlin like pet (or two).

Not to get into anyone elses tiff, but to be perfectly honest you can farm with just common IOs, I'm not even so sure that soft capping is all that important. Nice, yes. Important? meh.

I'd recommend posting a build for us to go over or at least giving us more information than, "help I made a farmer...give me a build".
We are very friendly and helpful here in the controller forums. We don't, however, take to doing all the work for you. Make a tiny effort and you'll get tons back in return.
Look for guides, search through the forums first.
Find a build and post if you don't have one or can't make one.
Tell us what you want, don't want, etc.
Give us an idea on the budget.
Corrections-
1. Seeds doesn't/shouldn't give you -xp, that is a fallacy. Mass confuses can and should actually increase xp over time, even with slight reduction in xp per kill. i.e. you kill things faster which is important on a farmer.
2. Your aoe power isn't just doing 88 damage per kill. There are factors like containment and that little power called fulcrum shift. -

There is very little information about the Incarnate System. I was just putting a friendly warning out there, I'd hate for you to spend 2 billion inf only to find out "Doh! I need uber inf now for my Incarnate blah blah blah." or "why did I spend 2 billion inf on that build when I could have just done {x} for the Incarnate system and gotten the same thing". The truth is noone really knows, and it may not make any difference if you spend a bunch or not. I'm just saying be careful blowing your wad of cash now.
I think a bigger question is: what level is your fire/kin now? -
I'd also like to note that you (and others) to maybe want to be careful in creating uber expensive builds with GR about to come out. We don't know exactly what the Incarnate system has in store, but I'd hate to spend a lot of Inf on a build only to have something come along for the Incarnate system that negates the need for spending that much.

A farming build?
An expensive build for the sake of being expensive?
Perma-Hasten? Why? Neat trick? To say you have it?
You seem to be all over the place with what you want. Just because something is more expensive doesn't necessarily make it any better for a build. It depends on what your needs are. If it costs you $1.50 but gets you what you need/want, who cares if there is something out there that costs 10 times that.
It sounds to me like you're getting advice here, then getting contradictory advice elsewhere. My guess is you are probably running AE farms leveling up your fire/kin and people are telling you they have a 3 billion dollar build and you have to have that [insert IO set because its expensive] and blah blah blah, but you are coming here to tweak your build based on what you are hearing from them. We are more than happy to give you advice and help you with your build, you just need to focus and give us more/all information so we help you better.

2 billion is still 2 billion.
For most "solid" builds you really only have to spend a couple hundred million.
"Leet/Uber" builds will get into the billions. -

Edit- Ah, I think it's pointless to go back and forth on this. It only makes people seem shrill and neither of us will change the others mind. I can/did give reasons but at this point it's just seeming like we're trying to get in the last word. OP take what makes sense to you, weigh out the arguments and always feel free to ask questions here at the Controller forums. We are pretty civil people here.

Yep, tight build. No argument. For me, aoe immobs are a given, especially before I start overlapping powers. I understand your argument, but I don't buy it. Just as you don't buy mine and the reason I said we'd just have to agree to disagree. If....and I stress if I were to take snow storm it would probably be at 49 anyway. And as someone that has 2 lvl 50 stormies (1 cont, 1 def) and 2 level 50 cold doms (1 cont, 1 def) I am familiar with the pluses and minuses of snowstorm. (sidenote- I'm not tooting my own horn here, just explaining that I understand the power) And like I said, I personally prefer to have an adaptable build. If you have a static team or a particular use for a character I can see placing constraints, but personally I want the toolbox to take on most if not all situations. And in that I have found more situations ingame (PVE) where having an aoe immob with -kb more helpful than the need to take down flyers. Now the argument for -recharge is legit and why I said I'd be more inclined to take it at 50 where AVs are more prevalent. -

If Earthquake is not one of the best powers in earth/cold, it is because those two sets are packed with fantastic powers. That said, I find it an excellent staple control, and don't find the arguments in favor of Stone Cages generally compelling.
