It is most definitely a bug. When they took out front-loaded missions (+1 at start, lower as you go further in) something got borked so about all missions load 50/50 white and +1 cons. Wouldn't be so bad, but it makes every "boss" ending mob a +1. The bug is kinda cool at high levels, but at low levels it's a pain in the butt.

I want it to vary by villian group.
Let's say a group like the Fifth Column or Nemesis, they've got LOTS of weak foot-soldiers. So while you could only solo the "3 minions" at low levels, at high levels you're expected to solo large groups of minions. Of course, you throw in difficult lts and bosses in there to keep it fair. So Alpha strike isn't the be all end all winner.
But then you have groups like Rikti or Devouring Earth where each minion is considerably, considerably tougher. BUT, they're also worth more experience.
So, let's while a hero might be expected to take on more 5th at one time than Rikti, in the end the experience balances out. And a hero still feels heroic because you fight hordes of lesser foes but fewer stronger foes. -

I agree with this to an extent, but I wanna add something in here too.
A big appeal of MMOs is taking a character and, by playing, he progresses and gets better. Now some of that can be numerical. At level 5, your lightning bolt does 20 damage. At Level 30, it does 60. You feel stronger, but if average villian hit points have increased from 50 to 150, your progression is kinda an illusion. Or maybe your damage resistance goes from 25% to 50%, but villian damage has doubled. It's like a treadmill, as you get stronger so does everything else so it feels like you're getting no where.
A way to counteract that is to make your character feel better non-numerically: He doesnt' have to stop as often for a break, he can take larger groups of foes at one time, he attains new dynamic abilities that let him do things he couldn't before, like a travel power, or an area affect attack.
Now, I agree, characters get far too good as it is now. But if you stick strictly to "Hero can take 3 minions" that's going to dissatisify a lot of people. Many will think "Why should I work to make myself 'stronger', when I'm not going to *Feel* stronger, since fundamentally I can only still do the same challenges that I did at level 5?"
The solution is to change the nature of challenges you face (And the game does this to an extent). For example, as heroes get stronger, they can conceivably battle groups of five or six minions instead of three. Okay, but now the minions aren't so stupid. They call in friend, they hunt you down in the warehouse and ambush you, they use tactics. Thus, you feel *stronger* but not like you're running in place. -
Can I say I REALLY like the "Building up to more damage idea"? It seems fair, because we still get the penalty of being slower to do big damag because of our defenses, but we still have the ability to get there.
It looks like the Tanker is going to be the man you want for tough fights, and that's a good thing to be. -
While I didn't see theproblem with it originally, I recognize that this was definitely a bone of contention for a lot of people, and this change will probably make a lot of people happy. Hopefully the change won't take too long, I want my Issue 2 Live damnit!
