Hmong are a people, but there is no "Hmong" country. They live mostly in South East asia, in the area around Laos, Vietnam, Thailand, and South Eastern China.
Essentially the rise of communism in Asia and the Vietnamese war took a very heavy toll on them and many have since settled in the United States in scattered pockets (There's one in California (which is why Cryptic probably knows them, and one in Wisconsin).
They've had some integration problems in the United States that causes some tension. Last year you may remember hearing a story about a Hmong hunter killing six people over an argue over a deer hunting stand. While this Hmong was probably a bad egg, there have been some tension as Hmong immigrant's have different understanding of property rules nad have been known to cross property lines to hunt as their concept of ownership is different from hours. In addition they're somewhat suspsicious of many aspects of our culture, such as Western medicine.
As for the Hmong in game, their look is somewhat generic. To me a Sorceror's appearance as well as several bosses seem much more South-East Asian than the "Ninja-lite" enforcers. The fact that their weapons are traditionally Japanese doesn't help either. -

Okay, someone mentioned the "Devs load 2 billion Hellions in Atlas" experiment. On the Beta boards someone posted a picture of his charater using Repel on a absolutely massive group of Hellions surrounding him. It looked amazing as Hellions went flying EVERYWHERE. Anyone have that picture? -

I'm not entirely sure what Rick Dakan's job is.
As I understand it:
First he was lead game designer. Lewis owned Cryptic, they brought in Jack Emmert to help build the game.
The project struggled so he was asked to step down by Lewis (Jack took over) and he stayed on in to right the fiction. He also wrote the CoH comic book.
Now, I thought he was still lead writer but I think he said in an interview that his only connection now (outside of being friends) was through the comic book. So maybe he's not lead writer anymore either. Confusing. -
He said in another interview. It's something like Go Go Chex and he even gave the server. I bet he had to shelf that char though

Hehe, during the Rularuu invasion some jerk claimed I was stealing all his Rularuu because I attacked a group close to the one he was fighting and sent me a nasty tell about how he was petitioning me for Kill stealing. Still waiting for that GM to show up. -

Oh man, I can't remember. If I had to guess it was over him saying Hasten was "working as intended" in Beta, but then changing it in live. I may be wrong though. -

The other thing to consider was that one of hte big "no nos" of switching to the AT design was that Range + Defense was an overpowering combo. However, if you look at spines with it's semi-range, people don't just spam the range powers and run away, they're up in the grill. And honestly, with how strong defenses are, it doesn't really matter if you're taking ranged shots or not. Hell, if someone made a Pistols/Invuln, they'd WANT to be in melee.
So, yeah, do it gun-kata style, and people will WANT to step into mele range if it maximizes their damage. -

I really, really hope minions make the first release of City of Villians and they have their own "minion customization" system. I remember an old interview when they mentioned how City of Villians and villian play would be an expansion (this was before it was announced) and some said "If we're going to do it, we're going to do it right" so they'd focus on heroes first. Later someone brought up the topic of minions and they said "Oh, definitely. Like I said, if we're going to do it we're going to do it right"Viva La Cryptic!
