Ah! The Primal Villains have found their way into this war. Get out! You are exactly the type of clawing, snarling scum that we pull the common citizen away from, even if it is sometimes kicking and screaming.
If you decide to stay, you will not be killed, however. Aside from the Resistence, that is not our way. You will be given the opportunity to volunteer for Cole's elite forces overseas. Your commitment will be lifelong and enduring, your sacrifice noted.
None shall hear from you again, for you will be off to nobler things.

Praetoria is an oppressive, undemocratic tyranny - how can they not be the villains?
The Rikti and Arachnos are major threats to Paragon City - but I haven't seen Statesman setting up a dictatorship here
I'm a Christian (and proud of it!). As one, I have heard people sell my culture as altruistic and beautiful, as well as abhorrent and destructive. Depending on what aspects of our history, historical figures, and impact you choose to study, both are arguably true. The concept of that duality (and is a lot more fascinating and fun than "That guy's dressed in black! Punch him, *pow*!"
It's the same reason Joker was given very well thought out and clever speeches to deliver in The Dark Knight that illustrated it was possible to defend the "Joker way of life"... that it wasn't just "murder 4 teh lulz". -
While people like Golden_Girl* threaten our Praetoian way of life, I make the call to you, dedicated, unwavering, and enduring many that understand the peace we have brought to our city.
Our city is free of random violence. The citizens live safely. Evil is quashed and science develops responsibly! By tracking our peoples' thoughts, we cull danger before it starts, but never while compromising the individually of each and every unique member of this society.
There are those that Primal that think that we have gone too far. These are the people who let their city get over run by Mayhem, finding themselves only to Safeguard in a scrambling manner and praying, frantic and mumbling, that innocent bystanders didn't get too badly broken and battered. A legal system... a system in which people with silver tongues and fancy suits can keep crazed murderers and heinous mad men on the street, doing what they wish. This is the "free will" they value so highly. By allowing every lunatic with a five-day patience to own a gun. To let people slander each other, lie, and cheat their governments.
In their world, it is common practice to steal from the government that protects you. We practice gratitude. Gratitude for the shield of our City: The Praetoian Police Department. Gratitude for the lifeblood of our City: You. And, of course, gratitude for the eternal protection from danger that is provided by our fearless Emperor Cole.
For want of chaos and high wire justice, they would rip from us our very safety! Imagine a world where you must lock your doors every night and arm yourself as you sleep. A world where you may not have the dignity and honor of an office job, but are forced to work in the sewers, cleaning excrement and blood while people spit on you for not using your "free will" to better your lot. Their people live in the streets, while we live in a shelter for each and every one.
Your lot is good here. You will always have food. You will always have warmth, and you will always have Emporer Cole.
Do not let them take this from us! Tell them to try! Tell them to come at us with their zealous and fervent ways. Bring their guns soaked in blood and hands worn and calloused from cruel work. We will defend what we hold dear with our intelligence, with our honor, and with our compassion for a system that works.
Eschew them! The Primal and the Resistant, and any other that may not understand.
We are the strong! We are the many and one! We are, with pride, valor, and unending strength...

Look, this is a game based on superhero comics. For all that GR is supposed to be about moral ambiguity, moral ambiguity is not a theme that plays particularly well in superhero comics. It loads them up with a lot of philosophical claptrap that frankly belongs in some other genre. As such, I for one hope that GR's writing goes really light on it.
A superhero comic is about punching bad guys in the face, and in such comics, iron-fisted hyper-authoritarians are bad guys regardless of in which precise way they wave their hands around while explaining to you why they do it while waiting for the deathtrap you're caught in to finish warming up. Anything else is just overintellectualizing a genre whose chief charm is its refreshing lack of intellectual crap.
The concept of "Freedom=Good" will be used. While I hope they do have arcs that go deeper than that, that will be, I suspect, their guiding stick as they draw out the world of Praetoia. -

I think they think that we are crazy, evil, and decadent. They think that we are immoral for letting criminals get off so easy. For condoning wicked thoughts. For allowing people to "science" to irresponsible ends.

The Clockwork are maintenance workers in Pra. The developers beat one up for the Lulz at the GR Demo.
"Hero" and "Villain" are tied to the incredibly nebulous and intangible concepts of "Good" and "Evil". Those concepts are faint whispers of vague ideas in the minds of Praetoian people. For that reason, acts that fall or are, what we could in Primal "Evil", are more acceptable.
I.e.: Killing a maintenance worker for the lulz (Who cares? They aren't really human!). Or killing your boss to "Earn" a promotion. That was explicitly stated in the panel as "Acceptable". It was neither good nor evil. It was demonstrating the virtue of natural selection condoned by their government. -

And the Praetorians aren't an alien race - there's no communcation problem - they're just evil
It's really easy to argue that Emporer Cole is, in fact, what's best for that world. In fact, the developers did. Really effectively. -

Devouring Earth a LOT scarier in Praetoia, just like Clockwork are a lot scarier here.
You know how scientists in this world tend to be irresponsible and make things "Just 'cuz"? In Pra, you can multiple that by twenty. Hamidon happened a long time ago their, as opposed to how recently it is here.
Ergo, the Hamidon problem is significantly more severe in their world. Given what a scary concept Hami would be to those people, I doubt they would seek it out. -
I asked at HeroCon and Posi gave the expected "No comment" on this, acknowledging that it was a worthy question.
What will be the event that kicks off Going Rogue and compels us Primals to rent in room in the Praetoian DoubleTree Hotel, where cookies cost $5?
New features are added via story features constantly. Jeepers creepers, even Powerset Proliferation got justified through story (Kudos to the one who knows what it is!). So, what will cause us to throw open the doors and take it upon ourselves to sort out a mess that isn't ours (Heroes) and exploit people that haven't experienced our brand of villainy (Villains)?
My theory:- Statesman is killed:
Why I think this: "We need something epic" meets up with "A large portion of the forum community has requested Statesman be removed somehow" and makes sweet, sweet sweaty Lore-love.
What I think will happen: Tyrant kills Statesman. Not sure how, but it starts that way. The rest of Statesman's crew, reluctantly led by Positron, decide that this cannot stand. Seeking justice, they head to Praeotia intending to arrest Tyrant and make him stand trial. After some recon, however, they learn that Tyrant isn't "the baddie of the week"... he's the main gear in the well oiled machine that is the city of Praetoia. It would actually be gravely irresponsible for them to simply pluck him out of the picture, assuming they even have the fire power. The only viable way to dethrone Tyrant is to help Praetoia do it itself. Contacts are made with the Resistence. Heroes are urged to assist in the effort as well.
Villains discover that Praetoia's idea of "good" actually suits them. They follow through the gate to take advantage of this opportunity.
My non-theories:- Lord Recluse: The developers spoke in a way at the Con that caused me to believe that Lord Recluse was relatively irrelevant to this storyline. Ergo, I don't think he'll play into it.
- Dr. Aeon: Dr. Aeon's not the type of character that you can use for a storyline this epic and serious, in my opinion.
- Lord Nemesis: The developers said that, more than likely, Praetorian Nemesis is a normal person who died a simple and happy clockmaker. Primal Nemesis is really really overdone. Between these two, we're practically out of candidates.
