Le Player Event Resource Committee tient à remercier tous les joueurs qui ont soumis une inscription pour participer au Défi Design - Bases sur un budget ! Nous avons été extrêmement heureux de recevoir 42 entrées. Plutôt que d'éliminer deux joueurs, nous avons jugé préférable de prolonger deux des catégories et leur permettre onze places. Il a été extrêmement agréable de lire les brefs exposés sur les motivations des joueurs et de voir les captures d'écran des bases magnifiques que plusieurs ont soumis. Il ya beaucoup de constructeurs de base passionnés et il sera intéressant de voir ce qui peut être fait moyennant un petit budget !
Les participants ont été invités à classer leurs préférences de catégories parmi lesquelles ils désiraient faire compétition. Le PERC est très heureux d'annoncer que chaque participant pourra utiliser leur premier choix de catégorie!

The Player Event Resource Committee (P.E.R.C.) is very excited to be celebrating the 5th anniversary of this incredibly popular event, starting this year on Saturday, November 5th, 2011 in Pocket D.
Heroes, Villains, and Praetorians will compete for the chance to be crowned the City of Heroes Mr. or Ms. Paragon Universe! Two winners will be selected per server (1 male and 1 female) to represent that server in the finale on December 3rd, 2011.
Wed like to thank you all for four (4) great years of participation in the past and hope you will celebrate it with us again!
Thank you again for all your participation and support. Well see you all on the catwalk!

First Round of Server Wide Competition
Contest Basics:
- Any Hero, Villain, or Praetorian may enter.
- Only one entry per account per server is allowed. You may compete on multiple servers (if you are not chosen as a server winner).
- Characters must be at least level twelve (12) to participate.
- Once judging has started, no late entries will be accepted.
- No member of P.E.R.C. may enter (since P.E.R.C. Representatives will be judging).
- Male and Female characters will compete separately. Huge body types will considered male.
Costume Rules:
- Customized Weapons are allowed. This includes shields, blades, guns, etc. Players are asked to only draw weapons however and not utilize power animations.
- Powers Usage is limited. We understand that there are a variety of power customization options, however powers can affect other players unintentionally and can also diffuse attention away from other character components. Players should limit their use of powers and utilize them for Aura purposes. Examples include, but are not limited to Fire Shield, Rock Armor, Personal Force Field, and Invincibility.
- Be very careful in your power choices and avoid overusing multiple powers. Powers should not hide your costume.
- Powers that affect other players or have a large radius may result in disqualification from the event. Examples include, but are not limited to Steamy Mist, Lightning Field, Hot feet, and Shadowfall.
- Please contact a P.E.R.C. Representative if you have any questions about a specific power.
Judging Rules:
- A panel of P.E.R.C. Representatives from other servers will be compiled to judge this event.
- Players are urged to utilize costume choices, weapons customizations, emotes, and auras in building their concept for display.
- Judging for the contest will be scored based on concept, costume, and creativity.
- Judges will pick a total of 16 contestants (8 Male / 8 Female) at the end of the Server Judging Round to move on to the Semi-Finals Round
Second Round of Server Wide Competition
Semi-Finals:
- Semi-Finals will take place in the Pocket D Arena.
- Each Semi-Finalist group will be taken into the Arena separately. Males first, followed by females.
- A P.E.R.C. Rep will start the Arena Event and set up the teams so that it is Judges vs. Semi-Finalists.
- Each contestant will have 1 minute to show off their powers! Temporary powers will not be considered, only how well customized powers work with the overall concept. We are looking for you to put on a show!
- A "dummy" or "test subject" will be announced for the person to target.
- During this round it is IMPORTANT to listen to all P.E.R.C. Representatives for any additional rules & details.
- Anybody who griefs and / or kills another contestant inside the Arena will be disqualified.
- All attendees, who do not make it to the Semi-Finalists, are invited to observe the Semi-Finals event once it starts.
Final Round of Competition (Overall)
Finals:
- The finals will be based both on concept / costume design (same rules as above) and additionally, contestants will be asked to tell the judges about their character concept.
- The finals will occur on the Test server, players must be present to win.
- Costume scores will be formulated the same way as they were in the individual server contest rounds.
- Power customization and showmanship will be factored in as well.

I thought his post was actually very positive. They are looking for feedback on how to get people to play the other content. He thinks increasing rewards is an option as is the (although undesirable) idea of another currency. I for one am fine with a new currency as long as there is a conversion method.
Also, I think if you want to doom, you need to pay Flux a tax as he's the mayor of Doomopolis :P lol -

I don't think so. If you go by unlock cost we have 10 astrals or 3 empyreans for the same thing. Which means 3.3 astals for 1 emp. If we go by thread cost 1 emp= 20 threads and 1 astral = 4 threads. Which means 5 astrals for 1 emp. Thus I suggested 6, which has 1 as a "sink." Even at 10 astrals for 1 emp, it could potentially be worth it in some cases (chars with bad rng luck or who want to get an extra emp for a recipe or an unlock). -

Been awhile, but do you currently get an extra Emp for doing a complete Master run on BAF? And I would assume if that's the case, also on Keyes/UGT? I do not know if that extra Emp was affected by a cool down or not. Also don't know if it was a one-time reward on a character for the master badge or if it was something repeatable.
I guess my point was, if they are getting rid of the Emps from BAF/Lam if we at least had an astral conversion it would help a bit. -
Out of curiosity... if they made an astral to Emp conversion or even a thread to Emp conversion... would that help people out?
Say 6 astrals- 1 emp or 30 threads- 1 emp. (there has to be some kind of "cost" factor)
If this was put in place, I would feel a lot better about proposed changes. -
I am finding it really amazing that you are all done so quickly! And also I love the breakdowns you are doing. It shows just how difficult the "budget" portion of the challenge was

Die Player Event Resource Committee würde sich gerne bei allen Spielern, die sich bei dem Design-Wettbewerb "Preisgünstige Basen" beworben haben, herzlich bedanken. Wir waren sehr glücklich, 41 Bewerbungen zu bekommen. Statt einen Spieler zu eliminieren, haben wir uns entschieden eine Kategorie auf 11 Leute zu erweitern. Es war höchstinteressant die kurzen Aufsätze und die Bilder der wunderschönen Basen, die viele Spieler reingeschickt haben. Es gibt viele tolle Basendesigner, und es wird wirklich toll sein, zu sehen, was ihr mit bengrenzten Gehalt schaffen könnt!
Teilnehmer wurden gebeten auszuwählen, in welcher Kategorie sie gerne mitmachen möchten. PERC ist äußerst froh euch mitteilen zu dürfen, dass alle Designer ihre 1. Wahl bekommen werden!

Rather than eliminating two players, we felt it best to extend two of the categories to eleven for maximum competition. It was extremely enjoyable to read the short essays on why people wanted to enter and view the gorgeous base screen shots that many players submitted. There are many passionate Base Builders and it will be amazing to see what can be done on a small budget!
Contestants were asked to rank their preference of category they would like to compete it, PERC is very pleased to say that every contestant will be given their first choice to build!

If you are considering making a new character I would honestly avoid an invuln tank for the new high level content.
As mp stated invuln is a typed def set. It also has a psi hole which is pretty common in high level content. Shield maybe a better way to go.
Id also say perhaps the best 'tank' for a keyes maybe a scrapper or a brute. Auto hit powers are auto hit. Damage that is a percent of your total hp means its just that much harder to have a 'healer' refill your green bar. Stacked destinys means anyone can be a soft and hard cap.
I've tried both my shield tanker (with aid self) and my willpower tanker at Keyes. My shield does much better. It has less HP so I am able to heal myself to full and I am able to hold a few oranges for the final battle because I do not need to carry as many greens as the WP does (WP has like 3400 hp). -
6 slotting Gaussian's versus 6 slotting Taunt is kind of silly.
Invuln is a typed defense build with a need for recharge. Mocking Beratement gets you S/l def, f/c def, max end AND rech. Whereas Gaussians's is going to benefit Invuln's def by only 1.25% (not enough in my mind). -

Several servers have individual player run committees that are only on that specific server (CAPE, Justice Events, and Protector Vigilance for example). The Player Event Resource Committee (PERC) is on all servers and this event is a "cross server" event which means it is open to everyone who plays regardless of where their "home server" is. The more events for players the better -

It wouldn't let me put a dash in it when Globals first came out, and by the time I found out they fixed it, I'd already listed my global for an automated tracking service my SG uses and didn't want to go through the hassle of getting one of the operators to fix it manually...
