All I am saying is that there were two incentives to starting a character as a Praetorian: one was, well, being a Praetorian, the other was being able to start any regular archetype as any alignment. The latter incentive disappeared just over a 1 year after its arrival with the addition of i21. The former incentive technically still exists, but again, it only applies up to level 20, before you become just as much a hero or villain as any other character.
With no real incentives existing any more to roll a character as Praetorian, save for RP/personal story reasons, what is to become of Nova Praetoria, Imperial City, and Neutropolis? With Cole being defeated, and the Devs shifting their attention to the arrival of Battalion, it seems to me like they will just remain there, as empty as Boomtown. Which, given how much higher their visual and writing quality is over Boomtown, is an utter shame.
But I guess that's my opinion.
I think the only time I get out there now, sadly, is in a Numi or Synapse. And that's for 1 hunt and maybe 2 missions in a TF. And I really don't enjoy the Synapse TF, so..... -

I also expect to check out and enjoy the new zone, but not expecting it to be a long term great time. I mean, even Cimerora is mostly dead all the time except for the ITF.
I think it'll be a decent issue. Not among the best, but with some luck, not a crushing failure.
On the topic of new zones. I think every new zone should come with at least one full story arc, 1 TF, and perhaps a repeatable mish contact. The story arc to intro folks, and the TF to, hopefully, keep folks coming back and keep the zone somewhat relevant. -

I would totally endorse getting the ability to colour/customize Pool and PPP/APP powers. I would equally endorse adding a few more PPP/APP to round out the thematic choices. -
These all seem like good ideas. Might take some work to find the ideal numbers (high enough to be tempting and worth the power pick, but not overpowered or unbalancing) but I think that in concept they are all quite nice.

In medicine's case I'd probably add a self stim power that works like a break free with a recharge time. I think something like that would be very popular among the non status protection having crowd and to get that cherry still necessitates picking up a second power in the set
In Fighting's case I'd probably add a passive with minor +end discount +defense debuff resistance +status resistance. Not a huge boon at the top of the tree but it's already such a great pool that it doesn't need something uber at the end. With that said even a minor passive like I suggest would be tempting since it allows those without any debuff resistance to get a little, an end discount can be welcome by many especially those running many toggles, and status resistance, while often shrugged at, is still something that increases survivability. As I said MINOR passive so not big numbers but I bet it would still be a popular choice.
In Presence's case (besides making the fears less expensive and have a bit longer base duration and shorter recharge times) I'd add a 5th tier passive that improves the mag on the fear powers to 3 and grants minor (say 2 to 3) taunt and fear protection.
For Concealment, probably a passive that give minor value boosts to perception, stealth radius, to-hit buffs and to-hit debuff resistance. Not an overly huge power but so much of concealment is useful and having a method to improve the stealth radius can be useful against specific mob types like snipers so it has some temptation value. It also adds another debuff resistance method for those without to acquire. From a thematic point of view its more of an "opposite of concealment" power but I look at it from the point of "if you're already this invested in concealment you should logically be good at countering it".
But that's just me. -

This sums up my opinions on Medicine totally. Which is exactly why I think Aid Other has more value than Aid Self. If I'm getting pounded enough to need Aid, I probably can't get it to fire. But, if I'm def capped, or even close to it, my support squishy might very well not be. And might be getting rocked even when I'm not. I might quite plausibly be able to fire off an Aid Other, which could give me time to then kill off whatever is threatening said squishy.
And yeah, the Presence Pool would feel left out. Er, more left out... I have taken Presence only once that I can recall on a non-MM. To have a pool that pretty much only ever appeals to 1 AT is problematic.

It probably would make the Presence pool feel a bit left out, but that is a good pool for MM's so has a place (Since they were designed as tanks and then not given taunts ...). -

Tough/Weave being locked behind attacks are the other one I disagree with, I don't have any objection to say Weave locked behind Tough, because both increase survivability, but there is nothing that says people who want survivability want an extra attack as well, just like there is nothing to say people who want to buff others want a self heal or people who want a self heal want to buff others.
For the record I have one toon with Aid Self (Who doesn't use whichever of the others I picked) and one who has the other 3 powers but not aid self, which pretty much says it all.
It smacks of 'hide the good behind the bad so the good doesn't seem so good', yet for aid self in particular it isn't even that great.
I won't say "And the devs can do this easily" but it sure sounds like something that is as easy as changing some numbers in a database to me, with maybe a little UI work to cut and paste the powers in different orders. It is more worthwhile than a lot of other things I see the dev team doing.
[I agree stopping with the cake thing is a good idea because that one could have derailed this thread seriously lol!]
Edit: I should also say that I thought locking travel powers behind their pre-requisits was a good idea because it was thematic, but really love the gameplay benefits of not having to do so.
I mostly agree with ya across the board. I just don't agree on Medicine. I like the subtle urge to make a melee specialist more rounded as a team player, as I've said before, and always enjoy the surprise of seeing a tank, scrap, etc healing or mez-breaking a team-mate. I think changing medicine would decrease this, with no huge upside, so I'd prefer not to change. As I said, though, I know it all comes to personal preference.
The Fighting Pool I think is a much better case. Having Boxing doesn't increase your character at all in any way, if you aren't going to use it. Unlike Aid Other, you won't ever find yourself in a situation where you suddenly see a great use for Boxing during gameplay, whereas folks that take Aid O just because thy had to might see the need and use it in any tough fight while teamed (or right after the fight).
Again, though, it's all personal preference. And I find Aid Self of so little value (even less than Aid Other) that is most likely colouring my perception. I fail to feel locking a really bad power behind a mediocre power a big deal. Which is why I don't feel your 'hide the good behind the bad' applies in this situation. But, as I don't find the medicine pool all that valuable with the interrupts, I am not going to lose much sleep over it if they do change it.
I agree with ya though, if they decide to do the change, I don't think it should be too tough a change to execute. I won't swear to it, as I don't have enough information, but I'd be sorta surprised if it wa a tough change to make.
And on the travels I completely agree with ya, too. I had no problems with them locked as they were. And I'm also quite happy with the results of the change. -

T1 should have one of stim/aid other plus aid self, and the other of stim/aid other should be swapped to T2.
No real change for anyone who want to help the team, but a great benefit to those looking for a heal.
Well, I don't want cake for free, even though I'd not eat it, because someone ALWAYS pays for the cake, and if it's 'free' than that usually means, paid for via taxes.

And for the record, I, at least, am not trying to give anyone any grief, just stating that I'd disagree with his suggested change to the game.
And having some powers of one type hidden behind others of another is part of the structure of this game. I think it encourages, at least a little bit, builds that are more rounded.
It's not like there is no precedence. I like the strategy of buffs/debuffs over pure DPS. That said, if I play a lot of the buff/debuff ATs I'm forced to pick powers that don't directly help me. It encourages me to build a build that can contribute in more ways than one in both solo and team play. I like that the game is structured this way. I'm not saying it's *better* this way. I'm not advocating for them to go further into making this more prevalent, but nor do I want it reduced. It's just my preference. Just as the OP has a different preference. Neither is better, or right, and neither is a 'bad idea'.
Now, if this game forced teaming so much that one couldn't solo at all effectively, then that would be a bad idea. But it doesn't. This game is VERY solo friendly. With the addition of the DA Incarnate stuff, it's even more friendly. And access to Aid Self without having the prerequisite isn't going to make or break a decent solo build. If it breaks a build, it's a bad build. Therefore, I don't see a compelling argument to take away from some of the games structure that encourages multifunctional designed builds and subtly encourages team play.
And I say this from a position of a person that solos about 70% of the time. To me, if the soloist need any change, it'd be more things like the SSAs and more solo TFs. The story arcs are well and good, but the rewards from them pale in comparison to the TF rewards, and the TFs really do force ya to team. Or force ya to not have access to some content if you're playing at non-peak hours. But, even changes of this sort I'd be pretty leery of even though I'd be an obvious beneficiary; I'm not sure I want the unintended consequences. -

I don't know if anyone knows for certain, but I'd wager it'll be virtually identical (including the reward value) as the Sis Psy. Probably just some of the contact text will be changed.
That said, I wouldn't be annoyed at all of it was a total redux, like the PTF got a while back, and the old Sis Psy was available via Ouroborous. -

Nice catch! I'd say you've got to be pretty m ch spot on, barring some unforeseen technical issue cropping up, which seems unlikely. Still within the realm of possibility, but I think you've called it.
Also, that answers one question I had... Now I wonder who'll be giving out the STF. -
It really is pretty slow by the prime time for the US. That said, I've had a lot of fun there, even late, but, if you are a US evening player, you might not be best served on Union. As someone who plays on Union late, I'd hate to see ya go, but if you'd rather stay just on one server, and US evenings are you major play time, it would be a bit self serving to tell ya to stay.

Frankly, I'd sooner suggest changing Stimulant into something like Stim-Field, a Targeted AoE mez protection/resistance that has a long interrupt period. Basically, if you have an ally, you can give your teammate(s) and yourself some temporary protection before a tough fight. Does it help a Scrapper? Who cares...something like that would actually do the *whole game* some good. -

All that said, if the Devs do decide to make your suggested change, it's not that big a deal, in my opinion. I doubt it'll have a major impact either way. I bet it won't even vastly improve your gaming experience. -

The original statement, to make Aid Self available without a prerequisite, is really unsupported by any of the following arguments except for "I want," or "I prefer," or "I wish I didn't have to..."
OK, you don't want a prerequisite. I can see why you'd want that. I'd like it to stay as it is. I kid of like the idea of making people at least somewhat more capable as a team player, even if only in a tiny way. I love the pleasant surprise of a scrapper or tank healing or un-mezzing me or another teammate. Yes, it might still happen if Aid Self was available immediately, but it bet it would happen less than it does now.
Granted, I find the whole poor pretty uninspired, and have never felt it was worth even 1 power slot for Aid Self, even if it was available without prerequisite, on a melee alt. I have taken it on a few of my more support oriented characters, like Aid Self or Revive on a Shielder type (FF or Sonic). I've taken Stim a few times, too. Often, if I also then take Aid Self, if I have no self heal, but that doesn't mean I think the pool should be changed to make it more, or less appealing to me or anyone else.
If a pool needs real help, I'd say fix Presence first. That pool I'd prioritize WAY ahead of any other. If a pool that is at least somewhat popular needs a 'waste' power removed or changed, or a prerequisite on a t3 removed I'd say look at Fighting. Aftet that, maybe look at modifying Medicine, but I'd still prefer the prerequisitess stay in place, just maybe the interrupts get removed.
And yes, if you find taking Aid Other of Stimulant that distasteful, just skip this pool. Your self healing needs can be fixed many other ways, as others have pointed out.
If any power should be made skippable, I'd say I love to be able to skip a T1 in some secondaries. Gale on a /Storm troller comes to mind... But, should they change that so I can play a /Stormy without being forced to 'waste' a pick on Gale? Not really, but if they did for some reason, I'd be happy. Some people might not, though, and their preferences should hold just as much (as little??) weight as mine do. -

That said, I believe the Performance Shifter +end is a proc, and therefore, the level is irrelevant, unless as part of the set and then only for the set bonuses, which will follow the normal set bonus rule. The proc (all procs) always work normally while exempted, assuming it is slotted in a power you don't lose. -

Also, you get double the merits for the first completion of a WST per character.
On many servers, they run all the time, pretty much, just like any other TF, except that because of the extra rewards, they'll be easier to find or recruit for than normal. -
Another thing to keep in mind when gauging how worth it it is to IO on a given budget of X, is the skill of the build. Saying that you don't get enough out of a 200 mil build so you shouldn't bother is a lot like admitting you aren't very skilled at design, or at least at designs that use frankenslotting.
As others have suggested, I'd try getting Mids and going crazy with that. You can do a LOT more than an SO build without spending much. And the reverse is true, you can spend a landslide worth of INF but if you spend it unwisely, by always trying to BUY IT NOW for example, and then throw those expensive IOs that you overpaid for into a bad build, you may spend tens of billions and not even perform as well as a well crafted all generic IO build.
And that sorta leads me to this....

The other option is to run tfs for merits and then convert to a hero merit. Use hero merit to buy recipes.
I question this test's results. I don't doubt that you may have had these results, just your interpretation of them.
1) Which sets were being used? Were they consistent from SO, to IOs in all the ranges? And were the sets the same among all testers?
And if not, how did the sets mach up vs the enemies in this AE mish? A well built SR will handle lots of things well, but any enemy group with huge +acc isn't among them (I'm looking at you, DE). Invul is very good all around unless the enemy is all psi all the time.
2) The skill of the build design, frankly, has a much bigger effect than the Inf spent on it.
Did the same person design all the builds used in the test, so as to normalize the skill factor?
3) Evaluating the cost of a build is hugely subjective.
When some people that say they have a 1 bil inf build, they mean they spent 1 bil on it, and they completely ignore the 4 or 5 expensive IOs that they got luckily via drops that are in the build. And they ignore the 22 recipes purchased with some form of merits. Others don't.
Add to that, some people give their builds value based on average market prices, which careful shopping can reduce significantly, and careless shopping can drastically inflate.
And average prices change, sometimes drastically. A few months ago, I had an appx 15 bil build on one of my alts. Based on current prices, it's closer to 6 bil. I haven't changed a thing in it, and it plays exactly as well now as it did then. But enhancement converters lowered the prices on a lot of the purples used in it. Also, fixing the exploit in the Enzyme Hamis caused their prices to drop from close to a bil to less the a tenth of that. And, as I was using them in a actual debuff power, not a buff, this change didn't affect my performance, even a tiny bit. So, if someone gives you their build cost, who knows if they are talking current prices, or the cost when they designed the build, or when it was actually completed.
To sum up, you have access to the IO system. Use it. The longer you wait to start learning the more complex the system will be when you start. Because it's a virtual guarantee they'll add another wrinkle soon. With a little practice, patience, help, and time, you can easily improve your build over an SO build without spending ANY more than you would on SOs. Granted, more skill, and more money, means more improvement. But, while you can learn a lot just playing with Mids (and I can't stress enough how strongly I recommend this), you need to actually play the market some, and play in the game some, to really gain skill at the marketing/IO building part of this game. You may love the whole system in and of itself. You may be 'meh' about it, but love the performance results? Or, you may not find the whole thing not worth your time. But you'll never know till you try it. -
