A new powerset doesn't always involve programmers: that's only if it has new mechanics. It does involve power designers, who are not programmers: they are "data designers." They deal in Excel, not C. From brainstorming to initial design it could take dozens of hours just to get the basics down. And I doubt even the first cut at a powerset takes only 60 hours.
Separate from that, and the artwork time to make animations, effects, and other visual elements of the powers, there's also Q&A testing time, design reviews, design reviews, mechanics testing, design reviews, balance passes, design reviews, beta testing, design reviews, and post live support. I would be surprised if there exists a post-launch powerset with less than five hundred man-hours of effort within it, and I'd probably budget 1000 total man-hours for a powerset given what I know about the process (which is incomplete) for design, implementation, testing, and process overhead.
I'm sure Television's eyeballs bugged out of his head when he found out he should be making $100/hour in salary and benefits, but even at more conservative industry standard estimates a powerset is bound to cost between $30k and $50k to implement, if not more.
If it really cost Paragon studies that much money and time to design a set that all I gotta say is cudos my hat is off from them and obviously their Korean overlords are too. With the amount of content they have pumped out since GR released and now freedom **** I wonder where they get the time or maybe they had a new staff influx. Just as I type this It made a light bulb go off in my head all those job openings maybe they where for the Freedom launch and NCsoft has some real good feeling about this, well all I gotta say is them and I both. -

Our PvP has the potential to be absolutely amazing, and I guarantee that after i21, many of the new players will ask about it and help push for a revamp. Heck, they could make pvp accessible from the store if they wanted to. It'd be one way to keep the haters out.
If they do fix it I'll be one of the 1st ones back in the zones. That's a pretty huge if though and I have zero expectations for development for that part of the game any longer. -
so if 400 paragon points are worth $5 how about selling sub time in the store for 1200 paragon points per month.
That's my suggestion it probably wont happen but ehh thought it is worth a shot. -

Initial attack only. For toggles and patches, if they last more than 10 seconds, it will proc on activation and once every 10 seconds, just like an IO proc.
EDIT: When Interface was first introduced, it added it's effects on every tick of every power, making it ridiculously overpowered - people with Reactive and multiple patches, like a blaster with Rain of Fire and Caltrops, could put out nearly continuous nuke-level damage. This was a bug, and has since been fixed. -
I would be cool with that but a bunch of them just seem so generic, you go into middle of mob you go boom, that's what fire, energys, radiation, dark. maybe few others i cant think of. Ya elec blast is kinda unique from range but still.
Maybe make them extra options in the paragon store or something call them power replacers or something. -
OK was thinking up some ideas for new non crashing nukes to make the relevant again. Some names of these powers may have to be changed but whatever.
For dark blast I was thinking the ground becomes like an dark patch which you tp into the ground only to appear in the group of foes and just as your coming out of the ground dark energy comes straight from the ground with you and hits your foes. It would be a targeting recticle like rain powers to aim it. Think the oil change emote from the booster pack only dark energy like this. At 1:16

Electric blast I was thinking something as simple as just giving the lightning rod.
For energy blast I was thinking something like torrent a wave of sorts only much much bigger like tsunami style big and more wave looking.
For fire blast what I would love would be summon meteors from the sky to strike you enemys. Make it a targeting recticle to aim like rain of fire and stuff.
Ice blast I think is ok just get rid of the crash.
Not really sure what to do with the other crashing nukes for rad blast, sonic blast or psychic blast any ideas would be cool. -

Here my Earth/fire dom, S/L soft cap, perma dom, 2 seconds off perma hasten. Only used 1 purple set the hold one so kinda cheap. I went mace cause I hate the ice shield so I had to sacrifice some aoe but I think it was worth it.

And, are there any SoA superteams? On any server, though I run on Freedom exclusively, cause I'd really like to get in on that crazy action.
One thing you can double up though is leadership buffs. I have double assault and manuevers on my crab good stuff. -

The only thing about Freedom being announced is make me want to give Paragon Studios more of my money and I wish it was already here. Ever since GR was released and I was super mad about basically only lowbie content being released(and I did unsub for months) Paragon studios have done nothing but surprise me in a good way since. -
