Well any IO that augments Acc/to hit is always a good thing.
If your Hide power can accept the IO being installed and if you don't have a passive-always on power to install it into instead then yeah Hide should work nicely.

For your Stalker, I would recommend putting it in Hide, that is your most cost effective defensive toggle, correct? Stealth has a higher end cost and can be dropped when end gets low whereas Hide does not drop.
Great guide by the way, although you are missing the 3rd Pet unique, Commanding Presence(?) resistance to taunt, confuse and placate. -

We're resetting the "rename available" option. Your current Global Handle will remain the same as it is now.
For Example:
1) Your Global Handle is "Bob"
2) Before May 30th, you rename yourself "BobSmith".
3) On Friday, May 30th, the Global Rename setting is reset, and you are given another Global Rename option.
4) Your Global is still "BobSmith", and you can now change your Global Handle back to "Bob" (if it's available) or change it to something more exciting...like "Super Bob".

It operates exactly the same as Hold suppression. Initial Cage will take full effect. Any additional cages will not take effect until the "suppression" period ends.
EDIT:
FWIW, we reverted out the "Not affect players" change to TK, and changed Break Frees to 50% Repel Resist, and 100% resist for Medium and Large inspires.

The way toggle powers work is it constantly reapplies very short duration effects. For example, every half second TK puts a 1 second Hold on the target. If he tried to put suppression on TK, then it would end up suppressing after 1 second.

So then would a "repel protection" would be a better scenario, like a "kb protection IO". If Repel was given a mag effect then resists/protection could be applied towards it correct? -

I thank you for addressing all of these concerns from the player base.
My question is would it be easier or less game changing to add "Repel Supression" as you say you are adding "Cage Supression"? I do not know if it is in the form of IO's or buffs to powersets or what, but it seems that the IO route would be a fun way to do it to help offset the break free "cost". -

My daughter plays the game with me as well, she is 5. She loves it especially when she can make my MM and all his zombies go swimming. I let her design a costume on all my guys and she likes that the most. These are the kinds of things I like to read about the most in this game. Bonding through CoX, gotta love it. -

I enjoy I9 quite a bit, I love the many options it brings my characters. the IO sets allow us to take more ownership over our creations and tweak them in any way we choose.
However my problems with I9 are the following:
We need a way to store recipes just like salvage.
I'd like a way to transfer salvage/enhancements/recipes/infamy from any of my characters to another of my characters.
The IO Sets seem a bit underpowered, why are they so much lower than a lvl 53 SO, yet a lvl 50 IO is higher than both?
The price to create recipes seems too high. We pay twice for it, once to purchase the recipe and once to create it, that seems unfair. I think a reduced price for SG tables would be a nice perk.
I9 has all but killed Supergroups. There is no benefit for mid-high level toons to run in SG mode now, unless the leader of said SG provides incentives.

Thats a ton of info. I certainly appreciate all your hard work pulling all that out and cleaning it up for us.....me in particular, because I have a Fire/Fire Tanker.
Great job, I'm curious to see how long its going to take to gain this build. The possibilities that IO's and set bonuses provide will actually allow us to have different types of Fire/Fire Tankers. The diversity of the Inventions feature is going to open up the customization of this game greatly and I for one am excited about it. So thanks for providing the future template of build guides. -
