Axis America did use the Fifth Column logo, though. As has been said already, it was prominently displayed all over the original Axis America map.
All we know about Axis America is it was part of 'a world where America had lost to Nazi Germany'. Note that nothing is said about the rest of the world, just America. The Fifth Column were specifically dedicated to operating within America, which is why they're called the Fifth Column. The term means 'a group of people who clandestinely undermine a larger group, such as a nation, from within, to the aid of an external enemy.'
So it makes sense that an alternate America that fell to Nazi Germany would have fallen specifically because of the Fifth Column, who would then have no further need to remain underground. That's why there is no Fifth Column in Axis America, but their symbol is still revered. -

Here's the first of the two quotes, for the record:

However, I can't find any record of the context for

I think if that had been in response to a question about I16, lots more people would have picked up on it. ParagonWiki certainly hasn't associated DS and DP with Issue 16 at any stage. Most tellingly, it specified they weren't linked to any particular issue back on April 28th, within two weeks of Posi's interview on the EU Training Room. -

You get a very creator-centric mindset. Now we've added on to that with Mission Architect. Now they can become creators of their own stories and everybody wants to be good creators with each other. So it builds this positive feedback where you see all this stuff going. You know, if I ever need to hire a new mission writer, guess where I'm going to look? I'm going to look at the highest rated guys on there. Because that's your resume. You've done it and people love your stuff.' - Positron, Massively interview

Running from spawn to spawn on a map and defeating them?
I can only think of a few ways to add to that...
1. New tilesets, as the OP suggested (a different backdrop is always nice)
2. Changes to the AI so that it's no longer 'dumb as a box of rocks' as someone once called it
3. More ways to interact with the environment while you're running from spawn to spawn and defeating them -

I wouldn't be surprised to see a new meter for Architect XP introduced, which worked a lot like Patrol XP except it would give you full XP in Architect missions instead of half XP (half XP being the new base rate). That way, people could still level from 1 to 50 in the MA, but would have an incentive not to stay there 24/7. -
