Finally tracked down one nugget of info about the whole, "Don't change sides, get extra rewards" thing.
This comes from Orion_Star_EU's Going Rogue Info From Hero Con thread.
About halfway down the first post, it talks about the Going Rogue System. One of the things it says is this:

Yup. Known about him for a long time now. He's marked on the VidiotMaps overlay.

Meanwhile, some poking around showed me that it's not possible to replace the art for those 4 badges ourselves, as they don't have any art period. Seems that the address pointer for their art just uses the Explore Badge address.

Hmm... No, I don't recall having had that happen in the past...
But I'm glad it got fix'd!! -

There's a plugin for .texture files? Huh. I have to extract as .DDS, convert to .PNG, edit, copy, paste over existing .DDS, and then create a .texture from the .DDS file.
Thankfully, I found a .DDS plug-in for PaintShop Pro. -

Unfortunatly, with Radio/Paper Missions, at least half the damned time, you have no idea what group of foes you'll be facing until you load into the mission. VERY freakin' annoying.
And, as you can see, the random text doesn't always fit the random group. In this case, you'd probably expect Council due to the Archon in the text, but instead it gave Carnies. AFAIK, it's been this way since the beginning.
Fortunatly, come I17, this won't be a problem. When you bring up your list of 3 Radio/Paper Missions, if you don't see anything that looks good, you can just grab a random one, and then use Abandon Mission to drop it. Then, you'll get a fresh set of 3 Missions to choose from. Currently, on Live, if you don't like the 3 choices, you have to close the Radio/Paper window, and zone to get a new set of 3.
If you can't handle the Carnies, I'd say your options are to reset the mission at -1/x0, see if you can get a team, or use Drop Mission if it's available. -

BTW if you're going to do some badge art why don't you do up artwork for the Rescuer, Clothes Horse, Fashionable and Ostentatious badges and submit it to the Devs. They've only been dropping the ball on those 4 badges for years now.
