Ok, I assume the two sets of numbers indicates the AOE splash effect which is supposed to be at half strength. If so, where is the resistance debuff portion? Is it not part of the splash? Is the splash portion at full strength? Is this just a text bug? etc

Again, it would be location based, so once the pulse wears off you lose the buff, but it will easily be perma by design, only that you can only have one recovery orb out at a time.

Not sure if you are aware of this either:
Click on your Powers button (not the enhancement management screen) and look in the border. You should see Combat Attributes and now Incarnate Abilities. Check out the Incarnate stuff there under the Create tab. They added an entire end game to City of Heroes after all these years. -

Empathy and Sonic Resonance are no better at self mitigation. I understand however that Poison requires more risk than those sets to do its job. -
The great part of all this is that Mace wasn't proven to be a bad set.

Ok here is what I managed on Live. Many of the items were due to what was available on the market at the time or due to the amount of money I had at the time. If I do make the 8+ day journey to villainside and back to grab Web Envelope and Scorpion Shield, where do I grab slots from - Caltrops and Web Grenade and perhaps Scorp shield could be 5 slotted while keeping the LOTG in one of those 5 - maybe that's what I should do.
What do you think?

Actually Draeth, I think Mace is really good. Bland? sure, but a really good set.

Someone above posted that Time Manipulatin needed a buff because it "only" offers -250% regeneration. I couldn't help but laugh about that in the context of the current state of Poison.
It got many, many buffs recently, and even some power overhauls. Here is what you might not know:
Envenom & Weaken can actually stack if you hit multiple targets that are within the area of each other. They never even used to have any AOE. Now true, the full effect only hits the main target, and the aoe is small, but they are designed to recharge quickly for that very reason. Anyway, you can have a single target debuffed 1 1/2 times this way.
Poison Trap is now pretty good - shocking, I know. Procs are great here too I hear.
The heal is an issue, only because of travel time. It got buffed in healing strength recently also. I share your frustration over Alkaloid - I wish it was also AOE. MANY of us asked for it to become AOE during re-development, but I guess Synapse didn't agree.
Yes, the tier 9 requires you go into melee range, and this is by design to add risk, no doubt to go with Poison Trap toe-bombing. The bugs were fixed so now you can enhance the -tohit in combination with the -tohit in Weaken, which is what you should slot Weaken with anyway. The end cost is high so if you can manage 5 or 6 slots here, that would be good.
It isn't super god-awful but it could use little tweaks. The hold could use a secondary effect too. -

Raising Ball lightning's damage doesn't seem necessary, but definitely Short Circuit damage should be raised. The long animation and the difficulty in slotting this power are such that giving a 33% - 50% damage boost would REALLY help Electric Blast out. -

Well, I didn't come up with any visuals other than animation descriptions, and the shield one emits something more like sonic's not FFs, and the themes are endurance management and location-based powers - the end management part goes both ways and fits the 'Energy' theme.
Please look at Drain and Stun orbs and how they would work together. Drain cuts their maximum endurance in half and Stun drains them, all while they are attacking. This set does not have -recharge, just slow movement. They would be draining their own end at normal speed but have it getting drained on top of having their entire end bar nerfed for the duration.
The Spectral Terror idea isn't much different than what I posted unless I missed something. I want to make sure it is immobile, whatever we do with that. One thing that I am not sure is even possible is to have it grant +MaxEnd - I don't know if anything beyond accolades do that. What about something like that? It would grant recovery like blue Circle of Thorns crystals, and grant a MaxEnd buff - not sure if that mechanic is possible or even worth it. -
