The way I see it, this comes down to how you want to play - would you rather rely on luck and hope that you don't get hit too many times, or would you rather make sure that, no matter what, you can take a good beating before you hit the floor.
I prefer Resistance for Brutes and Tankers due to my playstyle with them, whereas I prefer Defense for Scrappers and Stalkers, as my playstyle varies with those.
My two most played characters atm (aside from my main) are an Elec/Elec Brute - A. Sunder and a Claws/SR Scrapper - Blue-Jay. They both play very differently but are very survivable in their own respects.
Here's one as well. Consider two Brutes, one at the Resistance cap and one at the softcap for Defense:
Toughy - 90% Res
Dodgey - 45% Def
This seems a little biased, as the Def values could be a lot higher, but I'm balancing it using the oft-quoted "2 Res = 1 Def" arguement. I'm not sure about you, but I know which I'd rather have
Even with, say, 60% Def (so DeBuffs and ToHit don't hurt it so much) I'd still much prefer the Resistance on my Brutes. -

As much as I like Force Mastery (or, at least, the idea
) I'd have to say Elec Mastery as well. The Energy/Energy Blaster I regularly team with has gone with it and it's just... great.

Freezeflare - My old Ice/Fire Blaster, fits any Fire & Ice toon, really
Painbound - My first Dominator, I suppose it suits any Dom
Mud Boy & Mud Girl - Originally based around the idea of psychic, healing mud (and made while rather tipsy) they would suit any Earth or Stone toons
Molten Magma & Molten Mountain - Failed attempts at Stone/Fire Tankers, would suit Brutes equally well -
Just out of interest, would that be Energy/Energy or Elec/Elec?

If 16% def made *that* much difference my FF, SR and EA characters would be much, much tougher than they are. Anyway, nothing will convince me to take it if I don't think it fits my theme.

Try one and see if it works. If not, respec into the other
I prefer to focus on the SMASH! and not the ZOMG HEAL! aspect of playing a Brute, so I went the Tough route. -
The other point is "I don't need it so I ain't taking it". SoA teams will likely be as common as any other AT team by the time I get one...

The same can be said of anyone who doesn't take Maneuvers though, even if it is a smaller buff

You can get an extra 4 out of 5 slots. The usual ones at 20, 30 and 40, the Halloween Salvage slot and the new one at lvl 10. No, you can't have 6, but you can pick and choose which ones you get.

Just to throw in my view.
I have the original CoH version that I got imported, I also have the EU Deluxe Edition, as well as the DVD version of CoV, the Collecter's Edition of CoV and the GvE edition. If there was any way to add these pre-order exclusives to my account, be it:
A. Playing long enough - vet rewards like the pre-order sprints
B. Paying for it - like the wedding pack
C. Achieving something ingame - such as epic ATs
D. Being able to add a pre-order code to an existing account - I already have 4 CoX accounts as it is, I don't need a 5th
So, asking for there to be a way to get something I can't currently get in the same manner that those who did not pre-order CoH got those prestige sprints, does not seem entirely unreasonable. -

My Widow will get it (although, I have to first unlockthe things...) so it balances out in my mind. On my Crab build there are far more important things than 16% def, at least to me.
