I believe the resolution thing is for the in-game setting, just so the judges can actually see the image. Anything less than that will be hard to make out. (Although I don't even know if the game does go lower than that, as I've never looked. Anyone play CoH with it looking like Castle Wolfenstein?)
Cropping the image so that it isn't a full-size screen cap is all you really need to do, probably. Getting your character completely in the frame means that there's a lot of wasted space. Trim it so that the picture shows the character and hints at the background. In a 1280x1024 image, that means jettisoning at least 75% of the screen cap.
My character Sergeant Shield in full size screen cap. As you can see, I'm zoomed in as close as I can get while still showing off the entire character. But most of that is wasted space.
Sergeant Shield cropped. It gets the same idea across as the full size shot because it keeps the important elements, but it saves space and makes it easier for the CoH judges to download.

A while back, someone in the Livejournal CoH community made a post about "crafty" CoH-related things. My wife was sitting on the couch, doing some crochet, and I had an idea: a scarf that was blue on one end, sporting the "Hero" logo, and red on the other, with an Arachnos logo (the main villain group in the game). When I told her about it, she just grinned (and probably cringed a little internally), and started thinking about how to pull it off. Last night, she handed me the finished product...

I think either what you read was incorrect or you misunderstood. I'm quite certain the PVE specific changes that were made for I13 will affect PVE, while 95% of the PVP changes have no effect on PVE (I say 95% to hedge my bets, actually.)

Stand about 5-10 feet away from any wall or large object. Facing said object, swing your camera around in front of you. The camera adjust to distance to avoid breaking LoS. This will often produce closer screen shots not otherwise possible in an open area.

another option is Demo Editing. Once you record a demo, you edit the Camera's POS and PYR sets to be anywhere you want it. It is a bit of a pain to do just on the fly so I would suggest getting a friend to stand where you want th camera, then use their toons POS and PYR data to set up the camera. The big thing this will allow you to do is change the elevation of the camera.

And actually you don't even need a friend. Just find someone standing around somewhere, like under Atlas or Wentworths, and set your camera on them, demorecord it, then put your character in place of the person you filmed. Voila.
Standing in the distance with someone between me and the camera is how I got this shot as well as this one.
In this screenie, you can see my character's back, which shows you how I do it. It's obvious, but sometimes a written description isn't enough.
If you don't want to mess with demorecord, the other trick I use is to stand against a building and spin the camera around. The camera distance will be affected by the wall, bringing it closer to your face than the mouse scroll wheel can. Problem there is you still get the "transparent toon" effect at a certain distance, whereas the above solution allows you to get really close.
