They're semi-legal

Longbow are ina bit of a gray area when it comes to the law

Two things - first, when we fight them on the streets, or anywhere else, they're armed and dangerous - not unarmed and in a cell.
And second, we're not police - we're here to deal with problems the police can't handle - we do the arresting, the police do the holding and interviewing.
If we carried out all the duties of the PCPD, then that would make the police completely un-needed.

That's in a combat situation - holding prisoners just so you can beat them is another situation - one that Heroes should never be involved in

What size is the room, and what kind of Telepad are you trying to put in it? If you're trying to put the Raid Teleporter in a 2x2 room, then you will be having trouble

But the suggestion here is to allow us to hold prisoners, and then beat them repeatedly for bagdes
