I don't think it's bad writing at all - it's showing a realistic situation that would happen in a setting like Praetoria.
It's a relentlessly brutal fascist dictatorship - if you decide to resist it, then lives are going to be lost on both sides. -
And I17 was the GR stuff they completed ahead of schedule

I wonder if Mender Ramiel will be the contact who gives the story arc to unlock the Alpha Slot? -
Well, it's been requested on and off by quite a few people, and they might have discovered some way of doing ti that they hadn't thought about before, so it might now have moved from "wouldn't it be nice if..." to "let's see if we can make this work" - but that doesn't mean it's on any kind of priority list or anything.

Something I hadn't heard mentioned before - Positron said that with the first Incarnate stuff being focused on Praetoria, it'll be "growing upon and in some ways finishing off" some of the storylines started in 1-20 content.

By making the modifications to the values themselves, you remove the options of slotting it, and placing more slots in the power.

An important thing to remember with any talk of I20 = CoH2 are these two bits from the PAX panel today:
Old zones may see an update to make them look nicer.
They have looked at taking down the paragon war walls but won't happen anytime soon.
Both of those things would surely be part of any evolution of the curent game into a "2.0" version? -

All we know so far is that at PAX today the devs said that the Incarnate content will be initially Praetorian focused, there was a picture of Apex as a new Incarnate TF contact, wearing Vanguard armor and standing in the Vanguard base, and that GR has shown us that the Vanguard are taking a leading role in the fight against Tyrant, and are willing to accept the help of both Heores and Villains, just like the Resistance does, who they're helping

If you look at the actual description of the Fitness pool powers, they really are so generic that they're the kind of thing you'd expect every superhero to be able to do anyway, even if they didn't have any actual super powers:
Health - You heal slightly faster than a normal person.
Hurdle - Increase jump height.
Stamina - You recover endurance slightly more quickly than normal.
Swift - You can naturally run slightly faster than normal.
So I think it really does make a lot of sense to make them inherent for us. -
I wonder if that will include new morality missions too?
