If you're going by the lore, then the IDF has to be the most powerful, because that's a key part of the GR and Incarnate storyline - the Resistance and Primal Erath need to join forces to stand a chance against them.
The current situation in I19 has Heroes, Villains, Longbow, Arachnos, Vanguard and the Resistance vs the IDF, and it's shown as an evenly matched fight. -

At the anniversary event in Pocket D, I think it'd be totally awesome if we all used our alignment emote at the same time

In fact, the size of the station should make that kind of rescue harder not easier - like why keep valuable political prisoners in cells that are only a few yards down an open corridor from the door out of the detention block? If the station is several miles wide, then put the cells at the end of a mile long corridor that's broken down into separate sections that each need high level clearance to access, and have a different prisoner escort group for each section, with guard rooms full of response squads in each section as well.
Plus, the cell doors should have some kind of lock on them, not just be opened with the push of a button.

So anaimal booster wise, so far we've got an eagle head, a big cat head, possible lizard feet, and a leopard skin texture.
And with just texture changes, that big cat head could be made into a lioness, a jaguar or a tiger - and there might be a lion mane as a hair option too. -

This is just a suggestion, but have the art team thought about making Resistance and loyalist alignment emotes too? Like as a way for Praetorian avatars to show their origin even when they've escaped to Primal Earth?

I think this is similar timing to the previous loyalty program - which was also designed to "defend our world"

Here's a picture from the announcement of the special 7 year reward emotes - but I think the most interesting part, apart from the awesome alignment emotes, are the dragon feet in the 3rd picture, and the leopard head and skin pattern in the 4th picture:
