That doesn't really work for the Heroes vs Villains set up, because both sides are equally strong, and unlike Praetoria, there isn't just one side that totally controls everywhere, forcing the other side to work in secret - so to create a similar situation would mean that Heroes who went to the Rogue Isles would need to pretend that they were helping Arachnos, and Villains who went to Paragon City would need to pretend that they were helping the genuine Heroes. -
With Paragon City being the world center for superheroes, it would need to be dealt with by any villain planning to make it big - even if they're not wanting to take ove the world, villains still run into trouble from Paragon City heroes all the time, even when they're doing smaller crimes like robbing banks - so it totally makes sense for any vilain wanting to become powerful to be focused on the place where all the people who can stop them live.

A couple of years ago, there was an amusing mapserver problem that rolled back any progress you'd made before you crashed - it was left live for a few hours before the servers were brought down to fix it - it made quite a few people weep

This is better than letting a problem with stabiltiy continue - that could cause problems on Trials and TFs

He's not my friend, I don't like him, I won't be inviting him over for dinner any time soon, and I'm not proud to be photographed with him ... but thanks to clueless politically naive dupes like Ms. Francine and short-sighted wealthy terrorists like Manticore, Arachnos needs guys like Phipps.

An interesting thing about the new Undeground Trial is that while it gives insane amounts of both types of IXP, it also has things happening in the final fight that can wipe out an entire league in one go.
Some early calculations from the beta suggested that a player could open both Lore and Destiny with only 4-5 runs of it - but that could be balanced out by the bigger chance of failure, and the fact that the fewer runs there are, the fewer end reward tables there are to give the salvage needed to fill the slots. -

More directly, though, Keyes is a good piece of content to do so you can say you accomplished it. A good thing to have with a badge just for finishing so people who need to brag can do so and people who want to see if they can accomplish something can give it a go.
It is terrible for something you need to repeat a dozen times.
It is designed and operates like an event, not like the grind that it is supposed to be. -
Keyes is already fun - and it's got one of the best cutscenes so far

The new tutorial is way more flexible for Villains than the current one - the intro comic just says that you were in Galaxy City "on business of your own" when the trouble started - so that's like a totally blank slate.
