It wasn't just a reskin - Dr. Kane's mansion is a lot bigger than Manticore's place, and there are a lot more rooms and corridoors in it.

With the amount of work needed to get something to work for an engine it was never designed for, I think it'd be quicker and cheaper to just build a close copy from scratch.

Whether that matters or not is up to you.
Plus, we're getting to see more and more of the red side maps in blue side content, so I'm getting quite a good idea of what a lot of the red side zones look like now

Most of what you've mentioned was I21, and we're two months past that. Given the timetable the devs have adopted in the past year or two, we should be seeing I21.5 pretty soon now.
Two new trials and a new powerset seems like plenty to me for an issue update. You don't need to pad that with stuff they were working on last summer. That kind of arguing just cements your reputation further.
