I am reaffirming my prediction that we will see I16 next week or the following week. Some are predicting as early as tomorrow, but I highly doubt we see an Issue patch on a Friday, particularly since the are patching test again at the moment.
  2. Some people will argue my logic, but here is how I usually slot.

Up until level 12, I slot TOs that I find. I don't actually PURCHASE any though.
    From 12 - 21 I slot DOs
    From 22 - 31 I slot SOs
From 32+ I start moving over to IOs as I can afford them.

The reason for this is that IOs don't surpass the bonus of SOs until about level 35, which you can start slotting at 32. If you slot IOs before level 32 and then decide to replace them with SOs, you're throwing away that money. The ONE exception where IOs would be better below 32 is SET IOs. On the other hand, most of the low level sets don't provide significant set bonuses, so even then, it's iffy whether or not is better to take lower enhancement bonuses in favor of picking up the set bonuses. That's something that you need to consider for yourself based on your own playstyle.

From a farming standpoint though, it would make no sense. XP would be about the same, but ticket drops would be far lower. Don't confuse farming with leveling.

As for the Lv1 farming, though, one can simply create a Lv1 AE mission - one of the recent AE improvements allows the creator to set the exact level range.
For that matter though, they could create a level 45 arc and have access to all their powers. A level 1 arc which actually present them with the least possible number of powers.

First, a possible problem. Consider that a character exemplared to Lv1 will have access to their powers up to Lv5 {or was it 6?}. Now also consider that your average Lv1 NPC will fall over from a stiff breeze. Therefore, the exemplared character will still have a major advantage over an even-con enemy, and still earning XP, so I'm worried we might soon be seeing Lv1 Winter Horde farms.

On the upside, is there any chance this might herald an eventual end of contact outlevelling? Since the characters will now automatically exemplar to the mission level and yet still earn rewards, the whole problem of "this stuff is too low for you, move on to your new batch of contacts" evaporates and reduces the need to fiddle with the XP handbrake to avoid outleveling specific content.
Characters do not exemplar to the mission level. They exemplar to the level of the mission holder. For example, say you pick up your cape mission at level 20, but you're with a team and don't do it right away. By the time you start it, the team has run a few other missions, and you are now level 22. If you run that mission, you and the rest of the team will be level 22 and the mission will still be level 20.

The in-game email has become completely useless. Who wants to wade through pages of spam to get to the one email that you might have from a friend. I don't think anyone uses it anymore because of this. In-game email was once a fun way to contact your friends and packmates. Now it's just another annoying way for abusers to aggravate players. The devs should know by now that these people are using temp accounts. One gets blocked by the player or deleted by the devs and they just make another account. The question is then, why do temp accounts have email privileges? It doesn't take a brain surgeon to figure out that if you take away those privileges and ban anyone who is caught spamming with their main account then you solve the problem. Why hasn't this been enacted? It doesn't make any sense to allow these people to go on harassing paying customers. Please take away email from temp accounts.
As of Issue 16, you can choose to only accept mail from people in your SuperGroup and/or your friends list or can disable in game entirely. Utilizing any of these three options should take care of the RMT spammers.

One more reason I am anxiously awaiting the release of Issue 16 to the live servers.

This already exists. It's called Ctrl-Alt-Delete then select "Lock Computer".
  9. One thing I wouldn't mind seeing is the ability to logout to the login screen from the command line without having to go Menu->Quit->Quit to Login Screen

Yeah, some of the servers were REALLY bad that weekend. Freedom had to be brought down at one point. Virtue was a barrage of map server disconnects for part of the weekend. This is part of the reason we saw the extended maintenances over the past few weeks. My understanding is they were performing hardware upgrades to beef up the servers. Personally, I see the fact that they still need to be beefing up servers after so many years in the market as a good sign. It means they aren't planning to go anywhere any time soon.

    3 Word Story

During one day at the height of summer, six glittering starships appeared out of nowhere. Suddenly everything went dark. It was the curse of the evil monkey that eats cotton candy!

The people all fled in terror at the sight of the sticky-fingered monkey. It hurled large chunks of cotton candy at the innocent Omegatron Zeta Warbot, "Koo Koo Katchoo", who, caught unprepared, pulled up his iron underpants, and ran screaming into a brick wall.

Then the monkey laughed and said, "where's my punchline?" A man named Alfredo von Wigglestein appeared and said, "I think, therefore... I don't care. Now, you need to go to talk to the guy about registering for the special buns and thigh class. After all penguins have anurisms and I wear polyester thongs to school. Where was my jar of Honey Bees? Who will not drag my fat butt? Now what was the price of eggplants and bees again? I forget things quite quickly since I'm old. Although old is relative."

So then my sister Bruce bought a banana from a passing street vendor. He grabbed a dictionary and started to read aloud the definition for monkey curses. He then looked at the crumpled warbot, pointed and said, "Beware! Chaos is brewing beer!"

Then the warbot stood and drank beer.

Then my sister stripped naked and started to dance a sexy dance.

But the police helped her undress. Afterwards they ran in circles chasing Folonius while yelling the words to that pop hit polka song by the Andrews Sisters. That made Folonius roll out barrels of Rikti Monkeys. This proved problematic for the newly created government of the Rikti, for it had finally caged all of the barrel monkeys.

Lady Grey said, "I like to do weird stuff in the nude with the Rikti." So I took out my camera and filmed her from within her secret monitoring station. "I will never spy on her," said blpup pervertly as he passed out from poison. But just as he died, a passing noob stole his influence. Then burnt his body.

Soon the monkey scattered the ashes and ran home crying to mommy he'd been Riktirolled. The momma monkey ate Chaos Creator's little can of sausage to get even. Suddenly, the sausage regurgitated itself out of the monkey and said this, "Let my people go you jerk!" But then the Freedom Phalanx came and revealed that Chaos was happy. This surpised noone.

Then Chaos died a little inside. Later, he got on the interwebs, but got lag when he tried to look up sheep tied onto a kite. This saddened the chickens who wanted to eat sheep.

Suddenly a man wearing a big target on his jockstrap with three arrows on it, all pointing to his third nipple, busted into song:

"I can't get any more funny during this chaotic event, please help!"

Suddenly, Statesman said, "He who laughs first loses their chance to punch Defender in the genitalia! Don't laugh!"

Not laughing, Manticore took off his ill-conceived costume and started to dance like a meandering lama in split pea soup. Swan giggled and got naked before Popeye the Sailorman had a chance to eat spinich. This left him an opening to get Olive Oyl in the mix. Bluto was furious. Wimpy ate burgers.

Meanwhile, back at the hall of justice, Betty Boop was preparing to bath her puppy in a vat of boiling oil. She was killed by a man wearing a yellow sweater with matching socks. He also rode a Harley that did not stop eating Statesman. "Lego my Statesman!", he said. Shortly, a big red ball appeared and killed him too. The ball muttered its disappointment with a spatula.

Ghost Falcon appeared and began to remove his clothes so he could show off his new shiny and improved green toxic suspenders. They not only allowed him to run away with Numina's clothes but also with Positron's sex toy collection. His favorite toy was left behind a pillow so he reached back and brought sexy ' Bulbous Bobblehead Bertha' onto the bed and began to insert it into his very large pillowcase.

Meanwhile in Never Never Land, The Lost Boys, Mr. Rogers, and Arnold Schwarzenegger played City of Heroes and Arnold said, "Let's get naked!". The boys cringed and then took a bunch of underaged girls to Wendy's house for family boardgame night.

  14. I am predicting next week or the week after. I am basing this on a couple of things. First, we know that they plan on doing a Double XP weekend after the launch of I16. Double XP weekends always draw a huge crowd. If they are figuring CO into the mix (and there's no reason they should not be), the optimal time for that Double XP weekend is either the 25th-27th of Sept or the 2nd-4th of Oct.

With some folks making a decision between one game or the other around that time, they want everything to run smooth as silk. They don't want the new issue to be buggy or, even worse, unstable in any way. Therefore, they want to keep a "buffer" of at least a week to get any kinks ironed out.

If they are shooting for the weekend of the 25th for Double XP weekend, they want to get I16 on live next week. If they are shooting for the weekend of the 2nd, they want to get it out the door by the week after next.

Yes. You don't need to rebuy the game, just the in-game item pack for Good vs Evil which you can get from the NCSoft store and apply to your account instantly.

    • Disabling virus protection (Norton)
    • Running CoH/V as Administrator
    • Forwarding required ports to gaming Vista 64-bit computer (hardware firewall active)
He is still able to connection on his old laptop running XP, but the new Vista 64-bit system is not able to get past the launcher. Running both off of the same connection.
One more thing to try. Go into the properties on the shortcut to the launcher. There is an option in there to run in XP SP2 emulation mode. Try enabling that.

There is also a command line option that corrects a problem with the cursor once the client is running. I can't remember it right off hand because I gave up on Vista long ago and rolled back to XP. If you do a search for Vista in the CoH support knowledge base, you will see it there.

Ahhhh... but it very well might. Developers love to data mine. They also love to keep things somewhat balanced, both in PvE and PvP. Now, let's use your example...

Say they offer some booster that provides some benefit beyond what we are seeing now. People buy them and they start running TFs, doing missions, farming, or whatever other playstyle they prefer.

Now the developers start datamining and they see that people are leveling faster than intended (and this DOES matter from a fiscal standpoint, by the way), and many challenges are much easier than intended. What are they going to do? They are going to beef up the challenges or they are going to scale down player powers. If you didn't buy the booster, and things were plenty challenging before the change, too bad. If you can't solo at all anymore without a booster, too bad.

In practice, though, it would lead to an even larger power gap, as we found that a lot of the people with money, also had time.... And, it would also ofcourse have the effect of making the market just that much more screwed up.

.... Now, maybe slightly nicer stuff IN the "fluff" boosters?
I will completely agree with your analysis that it would increase, rather than decrease, the power gap. I will also add one more thing. Do you know what happens if a government just starts printing money indiscriminately? It doesn't stimulate the economy. It cause inflation. If you think the market prices are bad now, see what happens when thousands of people start BUYING infamy and all that infamy is suddenly dumped into the marketplace.

  21. Please excuse me for going off topic for a moment, I only do it in the interest of saving this thread.

There are some (and will likely be others) in this thread who view it as an excuse to flame NC Soft and/or other members of the community. They will bait you into turning this thread into nothing more than a flame war. Don't let them. Instead just click "USER CP" at the top of the screen and add them to your ignore list. Let them spew forth their flames, while you stand safely behind a shield of immunity.

If you feel like this is backing down, it is not. You see, anyone who is capable of having an intelligent conversation or debate, is able to do so citing their reasoning. They don't make up facts and figures. They use real facts and figures. They never result to personal attacks. Personal attacks only display the attacker's lack of intelligence. Show yourself to be better and don't take the bait.

Now... to get back on topic...

I ask for a SOURCE not an opinion. At this point, it's moot. Since you have to result to personal attacks rather than facts, I have to assume you have no facts at all and are here merely to bait and to flame, and have nothing constructive to contribute to any conversation.
