I came up with this. I switched you to the power epic since oppressive gloom and soul transfer probably weren't going to see much use on the type of things you're planning this to do. I was able to squeeze in executioner's shot as a result.

If you're hoping to do x8 then you should avoid sonic blast since it does very poor area damage. Storm/Ice is probably your best bet as freezing rain+ice storm does a lot of area damage once it's procced out.

As far as the IOs go you have a pretty good idea what you're doing. I just have some power change suggestions. Pull out dreadful wail and replace it with screech (keeping the same slotting) since screech is the best debuffing power available in sonic blast and then take out amplify and replace it with chocking cloud (replacing it with full lockdown) since it's a more useful power and gives better set bonuses.

If you're fire or cold blast then scourge is a huge help with defeating minions. Some powersets take advantage of scourge MUCH better than others.

I don't know what powers you normally use, but here's a build that I threw together that will hopefully give you some ideas on what inventions to use. There are a few sets that are much better than the ones I used, but are pretty expensive. For example, luck of the gambler's +recharge global is nice in fortitude and vengeance, obliteration would be much better in irradiate, and the apocalypse damage proc is just amazing in neutrino bolt.

Also, I think I forgot to put knockback protection in the build I posted. You should try to put a karma knockback protection in force field generator. -
I suggest this. If it were me though, I'd drop one of the travel powers and trip mine in order to get one of the armors from an ancillary pool.
