Decided to give my Fire Controller a go today, and noticed that there might be a display bug with "Char" and related particle effects.
Simply put, "Char" doesn't render the smoldering smoke that it used to on the target mob after it triggers. The Player Character WILL throw the smoke plume as is normal, but you will not see the mob smoldering and burning. They will animate choking (sometimes... that isn't a guarantee it seems), but there won't be an active particle as there used to be.
Only started noticing this after Issue 23. -

Stuck with staff mastery. A friend was awesome enough to do some custom sound effects for him that we modded into the game.
That would be pretty damn cool.... -

For what it is worth, I actually held off buying the set as I knew it was coming out with temporary sounds (that I didn't like).
I figured I wouldn't be playing it until they were changed, so I may as well wait anyway.
However, I am sorry that you don't like the new sounds as much, as it's no fun to have something you like taken away!
Hopefully they'll grow on you.
And... yeah, going to reroll him now. Oh well... such is life. Knowing a few folks who work in the gaming industry, I know the tightrope walk it is to please fans with something like this. It's just my own personal preference. That doesn't mean the same for everyone, and I understand that. -

I don't think there's any evidence to support the sound changes in I23 being a mistake. -

I may be wrong, but from what I understand, these sounds were put in during beta and have just been waiting, since then, to patch into live.
I've not heard Staff sounds today though (and I can't remember if the sounds on live had been updated since the set launched or not), so it is possible that something else may be up that I'm not aware of.
However, it sounds to me like you're saying that you liked the sounds that Staff launched to live with... and those were already slated to be changed, as newer sounds were in testing. -

I hope the sound we now have on Live since the patch will remain. The staff sound is alot less annoying to hear now when doing the cone and aoe attacks.
The sound was playing way too loud compared to the other sounds in game. It was annoying for me and for the other players around as well. It did not make sense anyway ( like a light saber sound, ridiculous ).
I am sorry to disagree with you guys but i really hope devs intend the Staff sounds to remain toned down and i will campaign for thatWhich stinks.
If people don't like the volume, that's fine, but there has to be a compromise. That compromise can't be "mute them so much that it loses all semblance of impact."
From what i'm reading though.. this is a bug, and will be fixed. Hopefully.. -
Mistakenly? So i'm guessing then that this IS a bug that they will be fixing, and we'll be getting the more powerful impact sounds again?

I was actually rather fond of the sense of impact that the sound effects had for Staff Mastery before the patch today. While some of them were a little bit loud (hitting multiple mobs with your first cone AE), I think it really did add that sense of "Super" to feeling of it being a super powered set.
After the patch, though, it seems that the pendulum swung to the opposite end of the spectrum. Now, the sense of impact is somewhat muted... the new sound effect doesn't seem to have that sense of speed and power behind it that the old one did.
Yes, like I said before, I do feel that some of the effects were a little too loud. But going to the complete opposite end of the spectrum? Intended? Or is it a bug. Did a sound effect get linked to the wrong spot?
If it's intended.. I might just reroll my staff mastery tanker while he's still young. -
I usually play on my desktop PC, which has a massive monitor and lots of viewing space. Sometimes, however, if I don't want to be confined to this box of an office space, I take my laptop out onto the patio, or into one of the larger rooms to sit on the couch.
Being City of Heroes seems to, by default, save its UI Layouts on the server, it can make for a bit of irritation while trying to constantly re-arrange my UI to just how I like it when I do a computer swap.
I've seen hints that it's possible, but no real big explanation. Does anyone here happen to know how one can get their UI to load locally by default? So that if i'm on the laptop, it loads from my laptop's UI, and similarly on my desktop? Would save me having to re-arrange stuff every computer swap.

There's a black letterbox on the side that isn't filling in where once it did. This is new with the launch of I21.

It's the same thing that causes annoyance with the store itself. Every single thing I've already purchased, already have, or have even JUST purchased STILL shows up in the store!
Poor implementation imo, which leads to countless bugs and errors just like this one. -
This was reported during beta and it was said that we would see a fix for it soon after the launch of I21.
Well.. we're well after the launch of I21, and the aspect ratio still annoyingly downsizes itself to a non-widescreen state whenever you're at character creation/selection, or costume creation. -

THIS IS STILL HAPPENING, AND THE STORE IS STILL MAKING IT LOOK LIKE IT'S DUE TO UNPURCHASED COSTUME PIECES.
This is not only a hugely bad bug for those people who use architect, this is a -serious- misleading of your customers into -paying- for costume pieces that they might not even need, nor want, due to an error that has persisted with your game client now for -weeks- of hotfixes, even after being reported near right after the launch of I21.
I strongly advise that this get looked into near immediately, and I will also be getting in touch with your customer service department by phone tomorrow to be issued a refund for the points that i've been spending due to an error with your client.

Oh no, I remember reading a letter from a dev that had said they were hoping to make the pack larger and had more heads on the table, more other pieces as well, but took them out. I'm not sure if that translates to: "it was nearly done" or "it was just concept", or how that would also translate to possibly seeing it down the pipe.

The title really says it all. I love the options that were introduced with the Animal Pack. Bought every last one of them. I also am practically in love with the bird head. It's wonderfully put together.
But the Animal Pack did have some holes in it. One of which I think is a gaping wound more than anything else; that being the lizard head that is currently in game. It's hideous.
Without really knowing how else to ask this; are there any plans to introduce a better looking lizard snout into the game? To replace that really, really, really ugly costume piece? Something that could be use for a draconic character? Or a regular reptilian lizardman? Without having him look like an iguana? Heh... -

I dunno if i'm alone in this, but i've noticed on my ATI Mobility Radeon HD 4650 and my NVidia GeForce 280 (both cards, one laptop, one desktop) are giving a strange effect that wasn't there prior to the patch of I21. The semi-transluscent model particles are, since I21, completely solid, and near metallic looking.
I notice this happening with...
-Dual Pistols Power: Powers like Bullet Rain which produce particle-rendered models to give a "blurring" appearance.
-The Dimensional Shift Costume Change Emote.
While nothing more than cosmetic, it is still a total immersion breaker, especially being the Dimensional Morph Costume change emote cost some cash, and doesn't work how it did before, at least in terms of appearance. Not sure why this would change, as it's a particle render... but thought I would file a bug report regardless. -
It's attempting to create a brand new character. I can try this and see what happens though.

I'm getting an error in mission architect that is not allowing me to create any custom characters. This particular bug has also cost me money. I purchased the Alpha Set thinking that I needed to buy it in order to make this error go away. However, it does it even with pieces and sets that I already own 100%.
The error is:
"Save Failed. Custom character was not valid. Custom character has an invalid costume."
This needs to be fixed. The character creator makes it seem in some senses like it's because of missing pieces on the Paragon market. however, after spending MONEY on these pieces, it still won't let you create. I just dumped 5 bucks into trying to buy pieces to make the error disappear. However, as stated before, this happens even with common costume pieces that are not for sale. -

For a game thats 7+ years old, I think the VIP subscribers already invested in the game deserve more than just a third of their monthly membership in Paragon points. I think a base 800 points/month is fair, and tier 9 VIPs can earn 1000 free points a month. Frontload that way and I think VIP players will be a little more inclined to be equally generous and spend more money out of pocket than less.
VIP players who already pay to get full access, and have invested in it's development for anything more than a year, should be encouraged to spend more by getting more. 400 pp/month is nice but its also the bare minimum and doesnt go quite far enough in recognizing long time subscribers for their base game +add-on investments.
Premium or F2P members who havent or don't invest nearly as much probably won't (unless they upgrade to VIP status).
-You have access to all the pre-order content that I now have to pay for.
-You have access to all of the retail content and pre-order content for said retail that I have to pay extra for due to the fact that I didn't get it.
-You have access to the temporary tier 9 rewards that I will now never dream of being able to see. Ever.
-You have access to all of the storage enhancements, experience bonuses, permanant discounts on the tailor, Wentworths, etc.
Into the future?
-Continued free access to all new content, as well as the new signature storylines, which Free players have to pay for.
-5 dollars of free paragon points every month, which will pay for... a full costume SET or over a dozen individual pieces. If you save two months worth, you can get a new power. There are also new powers being released for FREE to VIP (Hello Time Manipulation).
-Access to more free costume sets faster as part of the new paragon rewards system, which, even with my piddly year and a half subscription has given me 8 extra salvage inventory slots and a plethora of other enhancements that I didn't have before. Free players? Have to shell out money like you would not believe to even come close to that.
So do you get your moneys worth? Absolutely. There are things that I only wish I could have access to that 7 year veterans do. I'm not complaining about it, however.
I think it's very important to note, though, that a transition to a hybrid model is not only to try to get free players to come into the game. It's another method to try to earn extra cash from its subscriber base as well. There are plenty of subscriber games that use a hybrid model. City of Heroes has been there since the inception of booster packs. 15 dollars a month just isn't a lot of money anymore in this economy, and businesses are looking for new sources of revenue.
The nice thing about the Paragon Market? If you're a subscriber, it's completely optional. You don't have to touch the thing. If you are patient, and you are a VIP, you can get a lot of the things that are listed there for free, and everything that you purchased before in the booster packs and retail purchases is there for you to keep.
I, personally, and I think i'm not alone in saying this, think it's a little ludicrous of people to say that "because i'm contributing less money than it takes to purchase a DVD, see a movie and get popcorn, fill up five gallons of gas, pay for a third of my cell phone bill... etc... I deserve to be treated like i'm some kind of deified individual compared to everyone else." But the fact of the matter is, again, 15 dollars is not a lot of money, and for all those who have been subscribed for as long as they have? They ARE getting a lot for free. They ARE getting to keep everything they had before. They ARE going to continue getting a lot for free, and they are NOW getting quite a bit of stuff, more than any other hybrid game i've played thus far, for FREE.
Complaining otherwise, demanding that you get 10$ of free stuff instead of 5$, saying that we should have unlimited access to EVERYTHING is either tricking oneself, or putting their proverbial fingers in their ears and making loud noises to prevent themselves from seeing the whole picture. -

I really think its in NCsoft's best interests to have VIPs see one price point and F2P see another. If VIPs pay $15/mo, they really should be seeing lower costs or be getting something more than 400 pp/$5.00 as a monthly gift (definitely not both though).
F2P *should* pay these prices because they're not paying the $15 subscription. But current VIP players? No, I think a better arrangement could definitely be had. -

As it is now, I see myself more purchasing one at a time when I feel like I have the spare cash to drop. It feels like a bigger deal purchasing one, if that makes sense. Being they're account wide? Helps a lot. But you still won't see me lining up to throw 50 dollars all at once at you guys. 50 dollars is a lot of money -

There are prices on the market that are a complete and total steal, and there are prices on the market that are too high.
The costume pieces individual and ala carte? Are perfect. I happily dropped 15 dollars today to unlock what seemed like dozens of pieces that I was missing without having to buy the full 10$ pack before for the other pieces I DIDN'T want. This was awesome.
The costume unlocks? Are priced too much. As are some of the storage unlocks. While I wouldn't drop them to next to nothing as some are implying, going down to about 5-7 dollars would seem fair for the current 10$ price point. I would drop 25 dollars for all 5 costume unlocks in a heartbeat. 50? I'm hesitant.
