Yeah, that was just a theoretical maximum defence by taking pool powers. I'd never dream of having most of those powers on my Scrappers.

Regen's major weakness is to alpha-strikes, as it's all about healing back damage after you've taken it rather than preventing it being done to you. Dull Pain is the only real way you can deal with this (quick tip: use it after you take the alpha-strike as you can make use of the heal as well as the increase in hp).
Lets look at pool powers you can take to improve your survivability, with the defence/resistance they give when fully slotted (eg. 3xDefBuff or 3xDamRes):
Concealment
Stealth - 2.9% defence, also decreases your run speed by quite a lot
Flight
Hover - 2.9% defence, forces you to hover, even when slotted with 3xFly it's slow
Fighting
Tough - 17.55% resistance to Smash/Lethal
Weave - 5.85% defence to melee/ranged attacks
Leaping
Combat Jumping - 2.9% defence
That gives you a grand total of 14.6% defence to melee/ranged attacks, 8.8% defence to AoE attacks and 17.55% resistance to Smash/Lethal.
It forces you to get Fly as a travel power, move slowly and you can't get the Fitness power pool. All for a pretty hefty end cost.
Is it worth it? Not really. I used to be a fan of getting Tough for Regen Scrappers, my Claws/Regen has Tough but my MA/Regen doesn't. I haven't noticed any difference in survivability.
You're never going to be able to take as much damage as a Tank, the reason you often die if the Tank dies is because you are almost always the nearest target to the mobs so they all head for you.
There's not really that much you can get out of the power pools, I really think that for Scrappers the best defence is a good offence. -

But he'll still be doing PvE most of the time, not PvP (infact I remember he said on Arena that he didn't intend to PvP much, hence no Focussed Accuracy). MoG will be useful in PvE.
I'm not really sure what you mean by Swipe being PvE god mode... -
With 2xAcc in each attack you don't need ToHit buffs in Follow Up. Put in 2xDamage instead.
Reconstruction and Dull Pain both need a 3rd recharge (especially in DP). Nothing is worse than waiting for a power to recharge when you really need it.
With Strike, Slash, Focus and Follow Up you don't need Swipe, you might as well get MoG at level 38 - it's a decent power, despite what people say about it.
I'm glad to see that you have changed from the Weapon Mastery epic, but the Dark epic isn't much better - you can use knockdown to act as a hold on troublesome mobs, Focus is a far better ranged attack than Dark Blast (which has an annoyingly long animation and requires you to redraw your Claws after using it) and I also don't really see the point of an AoE immob for a Scrapper, it will make Shockwave less useful and you don't really need the -acc. -
It's up to you, but I don't really consider Follow Up as an attack as such since the recharge is pretty long and the damage is pretty low.
And Brawl on auto? Ugh, I couldn't face having to keep redrawing my Claws every time. Still, it's up to you. -

Why do you hate it? It will help you make a far better attack chain when it's up (Strike, Slash, Focus with Follow Up if necessary).

Shockwave is a far more useful AoE than Spin, you can use it with Focus to keep a boss or any other tricky mob (eg. Sappers) on the floor. If they're knocked back, they can't hurt you.
I definately think you should be getting Focus at 18, it's the best attack in the set and it will be painful to go all those levels with only 2 attacks. -
Yep, definately Siphon Life. Dark Regen is such an amazing heal you shouldn't need anything else, and if you do then Siphon Life isn't a strong enough heal anyway.

I might give regen a rest after getting 2 of them to 50...for now at least. Might even take a break from Scrappers (I have far too many), don't want to get bored of them!
And Powernova: I have no idea what you are talking about. -
Immobilises stop both knockdown and knockback. Seeing as Ice Slick is all about the knockdown, Fire Cages will stop this happenning, rendering it useless.

MA - higher burst damage, has build up
Claws - lower end cost and recharge, slightly better AoE potential
I'd be tempted to go with Claws for the reduced end cost - it would go well with the high end costs of DA. -

Actually, I've worked out that by taking FA and 3-slotting it with End Reducers I can take an Acc out of my attacks and replace it with an EndRdx and use less end per attack chain.

wouldn't that kinda defeat the point of getting FA, mainly getting [censored] high accuracy? Personally, I find Body Mastery to be boring, so I'm going with Weapon Mastery as well.

With slotted FA and 1xAcc in my attacks I will have higher acc than with just 2xAcc. -

There's always a 5% chance of missing against minions (1 in 20). And yeah, Rikti drones have much more defence than normal mobs.

To be fair, there's such a huge amount of data which needs to be gathered for Hero Builder they probably just saw the end/tick number and assumed it was end/sec.

Hero Builder is partially correct, it says that the end cost is 0.59 but this is per tick, not per second. Focussed Accuracy ticks twice every second, meaning it has a cost of 1.18 end/sec.

Regen slotting is fine, except you will be missing that extra recharge in Reconstruction while you are hanging on waiting for it to recharge.
Fly need 3 fly speeds in it, and with QR and Stamina it doesn't need any EndRdx.

I'm not entirely sure where you got that from, but it's not right:
SS end cost: 0.25 end/sec
Integration end cost: 0.24 end/sec
FA end cost (when slotted): 0.3 end/tick (this is an example of hero planner laziness, FA ticks twice per second so in fact has double the end cost planners say).
That's a total of 1.09 end/sec. 2 slotted stamina only gives you 0.69 end/sec, so you're still 0.4 end/sec down.
