  1. Hello everyone,

    Was hoping you guru's could help out and give some critique to my newest build in preparation for I19.

    The goals of this build were as follows:
    - Capped Defenses (at the very least melee/ranged/aoe)
    - perma Mind Link
    - as many group buffs as possible
    - a good single target chain
    - a good aoe chain
    - lots of beautiful Psychic Wail
    - fly as a movement mode, for character reasons
    - an 'Oh sh*t' button
    - no purples

    So, to review:
    - With Mask Presence suppressed, Melee, Ranged and AOE are all capped and the others are all in the 30's - check!
    - Mind Link is perma with a 6 second overlap...Hasten is almost perma. - check!
    - She provides 20.6% to hit; 30% damage and 28% def (all) to the group, oh and some tasty, tasty vengence if someone does drop - check!
    - While I wish her single target chain of Gloom, Subdue Dominate had max damage, the quick recharge times combined with the chance for build up in Dominate should do well - good!
    - Her AOE chain does have gaps, ran out of power choices - okay
    - Dreadful Wail up about every 100s - woot!
    - fly and hover - check
    - Aura of Confusion provides the getaway, especially with Aim to ensure it hits. - check
    - Went with Coercive Persuasion in Aura of Confusion, hope it won't break the bank - fail

    All in all, she seems to meet the requirements and hopefully won't be gassed too often. If anyone has any suggestions, please feel free to comment and critique.

    Still, try the Energy Manipulator: Chance to Stun proc, 10% chance for a Mag 2 stun is all kinds of goodness (cheap too).

    Man I'm looking forward to this, slotting challanges included. Looking at leadership to bring more to a team for my Claws/WP scrapper. Between Stamina + Quick Recovery, he should be able to handle the end drain. Plus the Gaussian's: Chance for Build Up will be awesome in tactics.
  4. Came back to City of Heroes a few weeks ago, when I heard about Going Rogue and all the changes that had been implemented.

    Anyhow, for my "refresher" I started playing a Claws/Willpower scrapper just to get the feel of the game again. Slotting him, or any subsequent alt, hasn't been a problem...if you jump right into the world of generic IO's and memorization. The lower level generic IO's don't take many to memorize and I tend to memorize the levels 15-30 of all the standard stuff (accuracy, damage, recharge, end reduction, end mod) as I hope to start putting sets in for 33-38.

    Just designate one character as your IO creator and whenever you need anything send him/her the salvage and have it made. You should be able to get the required salvage for your IO's just by leveling up fighting the right MOBs.

    Market Merge FAQ

    Hmm, so does this mean I can mail recipies back and forth, villian to hero side? If so, there are a few...things that I'll need to procure as they are much cheaper on one side as compared to another.
