  8. Perma-Elude is achieved at 357.5% (recharge cap is 400%)rchg buff, assuming elude is slotted with 3 recharge IOs.

Good luck getting that much recharge.

Let me ask a question, if you are solo and play on difficulty 5, do elite bosses spawn as archvillains? Is this how people solo AV's?

    Yes

Their damage is actually very respectable. Anybody that can get kills on a blaster should be able to get kills on a PB.

    [/ QUOTE ]
I dunno anything about Dawun, as I don't play on Freedom, but truth to the rest of it, PB damage is really amazing, and they'll take out huge amounts of your hp before you're even close enough to attack them.

Cold is better than Dark but worse than Rad for AV/GM soloing

    [/ QUOTE ]
    And your reasoning is.....?

It's easier to soft cap a cold than rad
Cold can dish out /alot/ more -res than rad
Cold has /much/ better -rchg than rad
Cold has better defense debuffs than rad (for whatever its worth)
Cold has much better -dmg compared to rad (50% (80% vs fire) vs the 20% that rad has),
Cold has -special, Rad does not
Cold has equivalent -regen to rad with high amounts of rchg
Cold has heat loss effectively giving it unlimited endurance at high rchg.

With high rchg a cold will melt an AV faster than a rad, easily.

A Rad has a self heal
A Rad has a faster rchging regen debuff (which becomes a nonfactor at high rchg)
A Rad has +rchg in AM
A Rad has mez resist in AM, (but cold can get similar results with benumb)

    [/ QUOTE ]

My reasoning I have done it with both and rad is better. It's easy on a rad to reach 40% ranged defense (equivalent to softcap, RI does the rest), have perma LR and nearperma AM. For a Cold it's difficult to keep Benumb perma, and it's even more difficult to have capped ranged defense (or to S/L if you decide to go with Ice, Earth or Scorpion epic shield) while still retaining such extreme levels of recharge (not to mention 3 or 4 times as expensive)

    [/ QUOTE ]
Which is another reason why I paired it with illusions where you don't need the defense.
  13. [ QUOTE ]
The game isn't build around IO sets.

And they won't nerf entire powersets just because of IO sets. Perhaps they'll make certain sets unslotable, though

    [/ QUOTE ]
    Shields disagrees.
  14. [ QUOTE ]
And aside from AV soloing, Cold brings a lot more to a team than Rad. In my opinion, at least.

Anyways, if I16 in allowing our level 50's to become more powerful grants us more slots I'll be a lot more excited about my PB. Tri-Form is basically human heals/BU with Nova and Dwarf slotted for me.

    [/ QUOTE ]

What now? What is this I hear about adding more slots?

    [/ QUOTE ]
At the Comic Con panel, they highlighted some of what they want to do with Going Rogue, and a few of the things were reinvent the low-level experience, add a real endgame, and make ways for level 50s to get even more powerful. No idea what those entail specifically but I'm not holding my breath.

    [/ QUOTE ]
A little birdie that went to comic con also said they told him something about making the arena cross server

this is downright shocking if true, 189 feet?

    http://boards.cityofheroes.com/showflat....29#Post13579982

My PB runs in nova with her 2 ST blasts slotted with 3 centriole hamis. That brings her 100 ft range up to 156 feet.

Recently I put in 4 sets of javellin volley for a nice 30% range bonus. Obviously I can't say what the range now would be in PvE because the set bonuses only apply in pvp, but my maths show it would be 203 ft range. In the arena in drops to 189 ft range. So DR does not hit range bonuses very hard.

    [/ QUOTE ]
    True? Yes

    elec/wp stalker

    [ QUOTE ]
Ok.......first off...you don't need leadership on a WP. Whoever told you that has down syndrome. Yea, you probay can get away with not taking stamina. But swift and hurdle is really nice on stalker now with all the suppression. Once you play with swift and hurdle.....your never going to want to drop it again. Stalker is all about speed. Try with swift and hurdle and you will not be dissapointed. Ill post my WP build when i get a chance.

    [/ QUOTE ]
You're right you don't /need/ either Fitness or Leadership, but both can help.

Leadership can give you a 14% dmg bonus (10.5 from assault+3.5 from set bonuses in tactics) which can be nice to have.

Fitness does give you more movement and Recovery, It really depends your playstyle here. I usually play in the arena where TS is off, making hurdle less amazing. I'd love to have stamina just so I'd never have to worry about my end bar, though I'm not sure that I would want to give up the tohit and damage buffs for it. YMMV

    elec/wp stalker

    [ QUOTE ]
Dread do you just not like snipes or have they gotten worse since I last played (i12ish) because I remember them being good if used properly (mostly just as an initial burst to follow up with attacks like thunderstrike if you couldnt manage to land an AS in a duel or something)

    [/ QUOTE ]
Snipes are still good for other ATs (Blasters), but Stalker snipes have a 7.33 sec activation time, with a 6 sec base interrupt time. Which is why you don't really want to take it on a stalker.
  20. [ QUOTE ]
I can't use mids, but the only stipulation is that I keep SB on my build cause SB'd imps = more dmg + SB"d teammates also = more dmg.

    [/ QUOTE ]
SB does not affect the rchg of imps (or any pets) anymore
SB *does* affect team mates though, and if you're ever duo farming with someone, it is nice to have SB for them, 9 times out of 10 it will speed up the farm.
  21. [ QUOTE ]
What about Plant? I hear it is comparable to Fire in terms of damage because of Roots.

    [/ QUOTE ]
Plant has good aoe damage, but not single target damage, which is why it is not a prime choice for AV soloing.
  22. This build took like 5 minutes to make, so I'm sure some of you peoples could make a better build if you spent some time on it, this build is just to show Cold closing the gap between Rad.

edit: I chose Illusion over Fire because it is easier to get +rchg set bonuses with illusion, and with illusion you don't need the soft capped range defense.

    This build features:
    Perma Hasten
2.9 secs off perma PA (in place of the need for ranged defense)
4.7 secs off perma Heat Loss (basically infinite recovery)
1.4 secs off perma Benumb (@200% rchg it would be perma)
It can put out resistance debuffs of either -30 (perma sleet) -60 (2x sleet) -60 (sleet+HL) or -90 (2x sleet+HL) depending on what is recharged
