There is a radius of 40 feet for both of those IO's and they will only affect pets.
As for the Soulbound Allegiance proc, my understanding is that it is set to check with each attack. At one point, it didn't affect Imps because they spawn at level 49 rather than level 50. I'm unsure if this is still the case though.
Wonder if there is a way to check into the Soubound proc details... if there is a buildup effect... is there an animation?
Aren't all pets summonned at 1 level less than their summoner ? -

Yes, the imps will be affected by Dispersion Bubble and Maneuvers as long as they are within their radius, that's 25 ft and 60 ft respectively. Speaking from experience, they will go beyond the radius of Dispersion Bubble quite often.
Anyway, let's add it up. This is with the ally shields and using generic level 50 defense IO's.
16.8% from Deflection/Insulation Shield
3.93% from Maneuvers
11.2% from Dispersion Bubble
10% from Edict of the Master and Call to Arms
41.93% total defense as long as they are within the boundaries of Dispersion Bubble.
There are two things I would suggest to go along with this. The first is to avoid Tactics; generally, it's a great power to have, but it also tends to cause the imps to flake out because it increase their perception. When I ran it on my fire/ff, I found the imps tended to over-aggro pretty often. The second is to take Smoke. Its -5% tohit debuff will essentially softcap the imps with that much defense. It also helps to keep the imps from aggro'ing entire mobs when they smack one guy and run back to you.
It says "Aura" on Call to Arms IO, does this effect other players pets? Is there a Radius?
On the soulbound Proc, how often does it test to buildup? Every attack or at set intervals? -

Not true, first I use these weekends to clean up my main account with one of my expired alt accounts. Then use any remaining time using those expired accounts to be prestige mules for my sg. Some of them are nice, the majority are typical French.
However I still don't agree with the Free activation weekend... double xp is always nice but it's the email that obvioulsy gets sent to all old accounts since cancelled saying please come back and try our new content for free... It's a ploy to get paying customers back but what really happens is a flood of l337 speaking, CoX hating, idiots return because it's free.
I usually spend Double xp weekends out because of that reason. -

Basically what the title said, what toon.. Red or Blue would benefit the most from being IO'd with PVP and Purple IO's.

So recently there has been a huge influx of French players taking advatage of the free transfers and invading Union... and out of interest I had a wee check on their pvp forums to see if there was anything being said about it...

La (peut-être) bonne nouvelle, c'est que le 28 février les transferts de serveur redeviendront payants, et que (peut-être) pas mal de persos ainsi que les joueurs qui vont avec vont réintégrer leur serveur d'origine.
Et pour finir, si je suis au courant d'une soirée PvP sur Vigi, sous nimporte quelle forme, il est clair que j'en suis et que je serai pas le seul

So.... as far as I can see they seem to be advertising Union pvp to their community which I guess is fine, more pvp the better, however....
It is frustrating when broadcast chat on your own server looks something like the quoted box here.

It's the only thing I can think of at the moment because to be honest it's getting on my wick ! ! ! !
And if they are going to advertise it to all their French mates, tell them to respect the fact that Union is an English speaking server ! -

But why the reactivation on expired accounts ?? All that happens is all the Aholes that have left the game because of PvP 2.0 come flooding back to moan about it for free. -

Would anyone like to offer me some much desired Blue influence to PL them a toon ?
Villains or Heroes doesn't matter... Last one i did took me about 7 hrs. (guesstimate)

I don't understand why greed runs the market. I sell EVERYTHING for 222. I care less about the "going rate" and that includes such things as Miracle: recovs up to purps. They sell for far above the 222 list BUT that's something i can't help. I've had to become a hoarder to IO my toons. I had to stop a toon at 35 just to get IO's under 50 from tickets and i farm hours per day and craft and keep in a bin what i think i might need in the future. I've even allowed people i know to come look in my bins and sell to them at 1/2 of the market rates because the prices have gotten ridiculous for alot of people.
I guess as you try to greed the inf and market pieces, i'm trying to lower it by listing everything i get for the lowest prices i can. But i'm sure there's more greedy people than there are people trying to think about everyone and not just themselves.
I have many a time suggested there should be no bidding and there should be a single price for each IO. No salvage and no recipes just IO's.... and if they drop you get a set price and if you want to buy they cost a set price....
So don't come into a constructive thread and play your "im a martyr" card on me !
"Your all greedy and I'm trying to lower the prices"......... please! you selling your piddly drop at a low price will not effect the market anymore than me asking how to flip an item.
But if it makes you feel better, do what you want... but at least do it quietly. -
I have been slotting up my MartialArts / Regen scrapper recently...
Now on my WP tank I used numina's to great effect, I have a 742hp Aidself in Rv, making full use of the +heal set bonuses.
So, I wanted to do the same with my scrapper and giver her massive Heal bonuses, however as I slot the IO's I have been saving for... I find that reconstruction has stay'd the same figure even after I have slotted 2 more sets.
Dull pain increased as expected from 1001 to 1140(not exact figures) but Reconstruction seems to be capped at 609.
No extra sets are increasing it....
Does anyone know if Reconstruction has a heal cap?? -

Well here's an idea, is it possible to change the price of an item when people are unsure what the value really is... say there is something with no bids, but a small supply.
20 IO's for example.
What would stop me buying them all, and reposting at a price + 20 Mil over the original...
I would use another toon to buy 5 at the new price so that the sale history was consistant.... and there after all sales would be at the higher price???

It's all so clear now, at the moment i'm only making inf through farming 54's in the Ae and selling what I get from ticket drops... Over the last 2 nights (about 3hrs in total) I made roughly 500M and spent it on a PvP toon just as fast...
Got loadsa IO's to buy for her yet... So is there a faster way to make money out the market? and what's this flipping thing about >.< -

But wouldn't it be easier to have no salvage and no recipes and for IO's just to drop ready to use??
