I noticed pretty quick that you can use the mesh top with the new chest details. Your use of it is pretty good.

If someone wants copper/brass they can color it that color. And if they don't, they can make it something else. Then everyone is happy. You're literally saying that A > A + B (for non-negative values of B). You're saying that brass-only is better than brass plus whatever else. I've never understand this line of reasoning you're deploying and probably never will.

From a balance perspective, a power underperforming is less of a threat to the game than a power overperforming. I can see why they're interested in pushing this out before they fix the targets bug if the alternative is "however long extra with drastically overpowered rains."

It won't be as effective in rains, but it was too effective before. To the point it could triple the damage of damage toggles and make Rain of Fire do more than Inferno. -
Starting off I did a few subtle things. The new belt makes a great sash or "fold" for any sort of dress. Or even as a shirt. I updated an old dress to use it, giving it what I feel is a more realistic style.
Messing around with some of the other options I came up with another dress which is decent, although it doesn't look as good with legs spread.
Using the new boots you can do a pretty decent Carnie look. With the usage of some corsets and a few other pieces I imagine it could be pretty convincing.
I also found that some of the parts mix well with a few martial arts pieces to make some pretty nice combat and martial arts outfits.
I also pieced together some leather and buckles to make a pretty satisfying dominatrix outfit.

Diamagnetic if you're mostly going to be soloing. Paralytic if you're mostly going to team. In a teaming scenario, the best one to have is the one nobody is using. Paralytic is still a great debuff, but everyone is flocking to Diamagnetic. And at the high proc rate, you probably won't contribute much with -ToHit on a team. There's also the fact that teams tend to be closer to the soft cap these days.
Also, Diamagnetic does almost nothing to AVs and GMs, but Paralytic is full strength (besides resistances). -

It recharges in 30s, unlike the GvE pack which recharges in 2m30s. So it's significantly better.
Considering it doesn't add any horizontal movement speed though, I tend to agree it could be a stand-alone travel power without even needing to toggle off at all. Though the devs might be worried about it stacking with things like Ninja Run and invalidating Super Jump or something.

I don't disagree that it should be working on all targets and not one. I do however disagree that it's as dramatic as you make it out to be and people will have to change their Interface slot just because rain powers are no longer nukes. The only way that should be the case is if they made their Interface choice based entirely on the fact that it was making rain powers into nukes. -
Some of the new parts are kinda nice. I was trying to make some additions to or new formal wear for a character of mine.
The new skirt is decent, but it rides up pretty high so and it looks a little silly in an open stance.
I can probably still use the chest details, belts, and jackets if I play with it more. -
Some of this stuff is cool. I like the belts, skirts, chest details, and jackets. However, two things:
Why are these curls only available with a hat? I would really like to have these curls on a standard hairstyle for a regular top. I saw them in the video and immediately wanted them for some characters. But they're only available with the very theme-specific hat. Please make these curls a stand-alone hairstyle without the hat.
This face style comes with its own lipstick stock, which makes it really stupid looking when you try to add your own makeup. Can you remove the makeup so we can do it ourselves?

The vast majority of characters don't even have rain powers so it literally affects them not at all. Anyone who had rain powers and not-Reactive probably didn't even notice the effect at all. Anyone who is using Reactive should be able to continue to enjoy the fact that all their other powers still do a lot more damage than without the Interface.
I would estimate the number of people who feel they have to change their Interface slot now because of this change is not even double digit.
