kind of sad they are going to it....but go figure.
Here are Tips for everyone using this Launcher until these issues get resolved:
1: When you load your game go back and shut the launcher down...it consumes bandwidth and stays running when its not needed.
2: Make sure this launcher is terminated when you stop playing....as this one tends to eat bandwidth while its running in the background....no it doesnt always update but will transfer information like it is....and it doesnt matter if you have the box clicked to say you want to share info or not. -

One feature I'd like to see them add is a context menu on the system tray icon that would let you launch a game directly from the icon. Right now, it just has Open and Exit. It should also have City of Heroes, City of Heroes Test, and any other NCsoft games you have installed, so that you don't even have to hit the launcher icon to play. -

The thing about pads and their ability to use the screen as the input device is that it gives developers the ability to design applications without the need to stick with the boring old desktop / pointer / keyboard set-up of yore. The single biggest mistake Microsoft made with Tablets was trying to force a Windows style interface / desktop onto it. It simply doesn't work. -
Yup, aside from my dislike of the apple brand and it's... ummm... rigidity, I doubt I'd buy a android tablet either.

The tablet computer market was a joke before Apple introduced the iPad. Now there are slews of imitators lined up to jump into the market with comparable products. If you don't grasp how a tablet computer like an iPad can be useful, fine. However that doesn't have any bearing on their actual utility. -

During the early part it only hits for about 100 (50+50 unresistable) per tick and many melee ATs can easily stand there and keep throwing punches. At some point it goes up to 400 damage per tick and it's much harder to stand still.

We had someone with a blue Ice Slick on Tuesday night, which resulted in my stone tank missing a blue warning. We must have had some good healing on that team, or I must have fired off EoE at the right time, not sure, but as the ice slick cleared I noticed the fading blue patch, which I had stood through without even noticing. Made me happy.
Tried it again later... not so lucky.

the balance is already in place, this is just an optional freebie, optional freebies aren't required to survive the game, so they don't require any balance.
you are what you are; your powersets would give you an optional choice to be naturally resistant to the damage type you deal.
it's optional, it's extra, it doesn't require that everybody has equal stats for balance because it is extra.
it might make the game easier for some, but it wont make the game any harder for others. -
I know what you are trying to give, but I disagree it's required as a freebie. If you want it, build for it.
