I came back for Issue 19...which has been delayed.
Since coming back, I went ahead and picked up the bonus packs that have been released since.
Now, everything is going on sale....yeah, I'm a tad miffed. OK, not too much, but I am really glad I delayed starting up my 2nd account right away. Atleast I can save a few bucks when adding all this stuff to that account. -

Not sure where you are getting this from. Currently in game, my BS/DA scrapper has 128 Max end.

Performance Shifter: Chance for +end is just straight up endurance tacked on to your end bar. In Stamina and in Physical Perfection, every 10 seconds, the proc has a chance to go off. It is highly unlikely that both 10 second timers will be synchronized. Hypothetically, if they were synchronized, and both proc-ed successfully, you would receive both. This assumes your endurance bar was sufficiently empty to fit both bonuses.

Making Fitness Inerent has created all kinds of wonky issues with ATs that already had inherent clicky powers. Khelds got the worst end of it. Doms to a lesser degree, but I think it messed up Domination.
EDIT: Clarifycation on the Kheldians. Kheldian cannot respec their characters. Something about Inherent Fitness once you respec causes the respec to fail. It worked initially but then one of the patches broke it. -

I suspect most folks will decide on the Alpha enhancement they want ahead of time and only worry about getting the one. After that, you'll just start stock piling Shards in anticipation for I20. My main will likely end up with every tier 2 Alpha enhancement in about a month. She's not getting them because she has to. She's getting them because I play the character that often anyways. My alts will get them eventually, but no rush.
Ask your self "How many times have I run ITF with this alt?" STF? LGTF? I now most of my alts have run these TFs 2-3 Dozen times...atleast. -

I have no doubt that players wanting to "Alpha out" every character will go this route. 3 Weeks later, things will go back to normal. By April, we'll be sitting around asking "What do I do with all these shards?" Same as I've been asking about the 3000 Vanguard merits I have on 3-5 of my characters.
When I left CoH, 800 million influence was plenty. Now, 6 months later, most of the folks I team with need to move Influence on to their alts because their capped out. Shards will be no different. -

Yeah, I can see low levels getting under played...for a week. Then things will balance out...as they always do after new content. -
I've been going back and forth with CoH Tech support for a week over this. I know they are trying, but I've really good luck finding solutions here; so here goes.

So far, I've attempted the following to correct the problem to no avail. In order.- Updated drivers to version 260.99 (including SLI patch)
Used Driver Sweeper to remove video drivers. (at CoH supports request)
Re-installed Video driver version 260.99 (including SLI patch)
Downloaded and installed OpenGL 4 from nVidia website.
Changed Multi-display/mixed-GPU acceleration to Single Display performance mode (at CoH supports request)
Un-installed CoH
Fresh CoH install using Going Rogue DvD
I'm still working with CoH support, but I'm kind of hoping someone here can offer up suggestions. - My system specs

Desmodas Siazar (DM/DA scrapper) and Desnocta Blades (BS/DA scrapper) will have their Cardiac Radials within 48 hours of Issue 19 release. This will give me one red side and one blue side scrapper to work on.
If I start up my 2nd account this week, I'll then Incarnate Sinllema (fire/fire blaster) and take her red side. Desmagda (BS/WP) scrapper will be next, but not rushing to her.
After those four, I may start leveling up some of my lower level alts. All depends on how easily things go. 18 hour timers are kind of limiting. I could see all of my 50s getting their Alpha slots unless Issue 20 comes out soon after. -

As for the taunt, believe it or not, I do actually like using it on small teams or large teams lacking more than one tank, and perfect zinger does attribute a small amount of recharge, regen, damage buff and a good amount of s/l defense. With or without the set I would still choose the power.

I used 2 slots for 83.32% endurance modification for 45.83. In other words, you used up an extra slot for a an additional 2.21% recovery. You could easily achieve that as a set bonus elsewhere...several times.
In the end what matters is net recovery. Your build consumes 1.77 EPS while recovering 3.41 EPS for a net gain of 1.64 EPS. My build burns more 2.05 EPS but recovers more 3.93 for a net gain of 1.78. Basically a wash. These are pre-alpha slot values of course.

I actually like your idea for slotting S/L defense over melee. The problem/criticism I have for your build is it does nothing for Energy damage mitigation. Many call Energy Damage the 3rd most common damage type in the game, and IMHO a glaring weakness in Dark Armor.
I am posting my Issue 19 Build for BS/DA. I think you'll find many similarities to your build. The primary distinction is I used a lot of Eradication sets to buff up Energy defense. This build has 45% defense to S/L and E/Ne.

EDIT: Sorry, I should have mentioned; I don't think you can swap them out mid mission. You certainly can't swap them mid-fight.

Ultimately, I think folks are placing too much emphasis on which Alpha Slot boost is best. It won't be long before you have all of them. Once you have all of them, they you'll simply swap in the most advantageous enhancement for the scenario you are facing. -
Prior to Issue 19, I would have agreed with that. Post issue 19, I suspect we will see more DM builds with Touch of Fear. Considering opportunity costs, most builds skipped ToF, but with 3-4 new power choices, I'm hard pressed to find a power more useful than ToF.

Not sure why'd you say that. They can get shard drops off regular mobs. Will it take them longer? Sure, but things generally take longer when you don't team.

ATF did not offer a component, but is guaranteed to grant 2 shards plus any you may have picked up off a random mob. -
