Nice ideas, not sure how peeps would take the penalty for not helping out those in trouble, it's still a game, and balance is about making it fun AND challenging. Having to either face or avoid every mob between here and wherever I'm going would drive me, and I'm sure a fair few others, nuts :P
Like the contextual cries for help though, that would be cool, just as I'd like all the civilians in Mercy to Cower or run when I take my level 50 through there.
It has been mentioned that the game relies too heavily on instances, and having a zone based task, much like the rikti assaults, is an exciting and brilliant idea.
Still love the idea of the mob triggered missions though, you dont have to accept them, and you lose nothing for leaving them be, but I like following the stories, and it adds an extra dimension to the mobs

I like this idea very much, giving you deeper insight into the mobs and how they work. Great idea.
As for the OP, again brilliant idea, showing a sense of civic Duty...another signature added. -
Rv gives badges and the robot temp power mainly, and you get to fight some pretty hefty Avs. Warburg is the Nuke territory.
Rep will get you more badges, though it degrades over time. -
Hmm this has turned into a "New Hollows: yes/no" debate :P I like the new Hollows, I could navitage the old one fine, but I usually tried not to go in until I had a jetpack so it was viable. Meh that's just the way I play, I know folks who love leaping into unbeatable odds, and some do get an adrenaline rush when they do it; I hate it though. Yes I love the gigantic mobs later in the game as I'm suitably powered to face them, but when I'm between levels 5 and 14 the powers I have are relatively weak and fairly sparse, plus when you're that level you tend not to be used to the powers you have. You're still getting to grips with the machinations of whatever powerset you've chosen.
I think the Hollows revamp was a great idea, the mobs are manageable by everyone now and knowing your journey to the doorway is going to be short and doable is spot on.
I dont think they'll mess around with the other hazard zones too much, Hollows was a little too intense a challenge for such a young toon, and it's been rebalanced nicely IMHO. Boomtown is crying out for a remodel, it's so tedious, I'm hoping they Sort it out as the did with Faultline...which is (pushing us back on topic again) something I'd love to see in I13.
War Witch is the revamp guru, and she effectively did The Hollows in her spare time, given the extra resources at Norcal I hope she gets a chance to sort Boomtown out. -
With a newly built bigger development team, higher funding, and the time to let Issue 13 really blossom I'd be surprised if it was purely to focus on just one thing. I'm sensing "Base loveĀ", Shields, more QoL (the Devs have truly fallen in love with the QoL concept) more cossies, more missions, and from the sound of things a step up in the pace of the overarcing story. I remember one of the devs (cannot remember the source, could be Hero 1) saying that they hoped we looked back on this and past issues, when we're further along, and saw the planting of clues and the seeds of future events, etc. I'll bet this increases with I13....

I find this with every game, certain albums remind me of certain games when I play them, for instance SYL's Alien reminds me of Half Life 2 when I listen to it, or if I listen to Anoraknophobia by Marillion I'm back on Norath fighting pepper poisoned kitties.....anyway when I'm playing CoX I listen to a mix of heavy (Arch Enemy, Strapping Young Lad, Ayreon, In Flames, Dream Theater, Megadeth, Soilwork, KMFDM...etc) to more sedate numbers (Marillion, Muse, Ayreon (again, *shakes fist at Arjen Lucassen*) Syntax, Devin Townsend (*shakes fist at him too*), Open Hand, Pink Floyd...etc) they all fit in somewhere I just pick what fits my mood at the time. Of course I have to play: "I dont wanna be (a superhero)" by the Roadrunner All Stars every now and again, when I'm on villains, as it synchronises perfectly and is beautifully cheeky.
Oh: "Color your World", "Underneath the Waves", "Aftermath" and "Zen" by ol Devy are perfect for when a fight starts getting frenetic, especcially when the team are meshing well and it becomes a stunningly choreographed ballet of death...with particle effects. -
Ooh I like the sound of this, I'll try to persuade Darlis Elfling to give it a whirl: provide healing goodness for all. Besides she could do with the exercise, she's getting fat :P
