Yes it does supress, but only for about a second or two. That's why ill/emp is so good.

Yes the troller becomes visible while the healing animation lasts, but it cant be targetted (unless, of course, you have +perception and can see it all the time)

Looking better Yeah u are right on tp foe and the pools u need, i'm too used to my regen it seems hehe.
Just a couple of things, ET is never up quick enough, i'd consider skipping the endrdx (it's mainly hp heavy, not endurance really) and putting a rech instead (i also have AS slotted like that, but maybe i'm a bit anxious ).
You dont really need endrdx on phase shift, it would only make sense if you phased to recover end quicklier, and given your build I don't think that's the case, maybe u can find better use for that slot elsewhere.
Consider slotting aid self 3 heal 2 intred 1 rech. The difference in interruption is minimal (you can still heal while being shot by a machine gun mob), but the recharge is quite significant.

Actually it's still a toggle that you can detoggle at will, although it lasts for 30 secs as max (and it's quite end heavy)

Yup looking good, but maybe a little overkill on endrdx? I'd try to get a thrid heal in aidself and a third recharge in placate in possible, instead of, for instance, the third endrdx on invis (u cant attack while on it so although it's an end heavy toggle, you shouldnt notice it much) and maybe the endrdx in energy punch, as it's just a filler and you hopefully won't be chaining too many attacks being a stalker.

Mako's tornado is a must have, for duels and team pvp. Much better than the webnade

For the movement issue, and as a personal choice (you know me) I would and get tp foe, basically for fliers and runners.

For SC only, i'd say spines/sr, but since you dont want to bother with end management, then spines regen maybe

Regen are great for stalkers, both for pve and for pvp. True the quick HP recovery is not that great due to the little hit points they have, but having dull pain and reconstruction, besides IH, your survavility is greatly boosted. I found my em regen much easier to play than my spines sr for instance, that's why my em regen is lv50 and the spiney still 43

Being Mind/Emp probably good, as you can afford it due to mind's low dmg output, and RA available, but for trollers in general it's a poor choice imo for the reason i stated
