Sorry that I missed this in your earlier post.
While early inconsistencies in the icon pack's construction might have meant that it worked better using High Textures, that's certainly not the case anymore. You should be able to run the game in what I call the "South Park" graphic settings and still see the same shiny icons on your power trays.
However, given the practical choice, why would you want to run in anything other than Ultra Mode???

I can answer this for you. All of my Ui update packs include the data folder, so you don't need to create it beforehand. As a matter of fact, it might be less confusing if you don't create it beforehand. Just open the zip file and copy the "data" folder directly into your City of Heroes programme folder.

MISE A JOUR IMPORTANT: Maintenant, nous avons des images nouvelles pour les enhancements! Ces images sont crée pour correspondre à l'apparition des icônes des puissances. En outre, il y a des modifications certaines aux symboles des icônes. Il s'agit principalement pour faciliter la visibilité avec contraste.
Par example, nous avons inversé la couleur du symbole de la réduction de la recharge, pour le rendre visible sur le fond brun. En outre, nous avons aussi changé le symbole de l'icône de la réduction des coûts d'endurance, pour permettre plus de visibilité du couleur de fond. Il n'y a pas des modifications des symbols générale; les mêmes symboles sont utilisé pour les enhancements entrainement.
Cependant, nous avons pris la liberté de modifier les symboles de deux ensembles des icônes:
1, Pour l'ensemble d'icône curatif qui s'appelle "Miracle": nous avons recréé à l'aide de peinture de Michelangelo "La Création d'Adam".
2, Pour l'ensemble d'icône de dommage qui s'appelle "Maelstrom's Fury": nous avons créé une nouvelle icône qui est meilleure que l'icône original.

Premier, merci, Arckont, pour l'introduction de mon pack d'icônes à ces forums (et pardonnez mon français, car il est vraiment terrible).
Deuxième, merci beaucoup, tout le monde, pour tous les compliments sympa! Je n'ai pas réalisé que mes icônes étaient utilisé par joueurs Français/Belges!Donc, ça c'est une très bonne chose (j'ai trouvé cette discussion par hasard pendant utilisant l'outil de chercher sur les forums anglais)!
Ensuite, il y a une update pour le pack d'icônes. Le plus récemment, à 1er juillet, je publiais l'update, trouvé au lien ici.
Ce zipfile contient les icônes plus récents, et aussi il contient une update pour corriger le couleur du powerset "Régénération".

"/em facepalm" is a must, we've gone too long without this one.
"/em cough". It's not as good as facepalm, but I can still see some uses for it.
"/em sitbook". Basically, sit down on a chair and read a book.
"/em holoscreen". The character creates one or more holographic control pannels/screens, and starts to interact with it. The pannel could look somewhat like the display of the police radio heroes get. The motions could be more or less the "/em touchscreen" emote.
"/em holoscreensit". Same, but sitting down as if on a chair.
"/em rose". The character pulls out a rose and offers it to someone. Bonus points if you do "/em redrose", "/em whiterose", ect.
And finally... "/em kickpuppy". The character pulls out a small dog, gives it a small toss/drop, and kicks it away. Make it comical.

Here's a patchwork-like sampler of the icons in this set:
These graphics are magnified 1½ times for increased clarity/visibility.
The gold "planet-with-stars" icon and the seven colour-matched icons further down are the Mystic Fortune icons.
The second icon on the top row is the new Cyborg Self Destruction icon
And notice the actual axe in the Ghost Slaying Axe (both temporary and veteran power).
Any success with resolving the misbehaving Leaping Power Pool icons, folks? -
Okay,
I have just re-zipped the icons into a new zip file (link in OP has been updated). This zip file is uncompressed, just on the off chance that the compression was responsible for the glitch. Of course, this file is larger, but it's still only around 5 or 6 MB.

I feel that I do have to say that I have some misgivings about duplicating icons we know for a fact are inaccurate. Let me think on it some.
I should add that there is one icon in my set which I believe differs from Vanden's: Plant Control's Carrion Creepers. In my set, it is a Summon-4 symbol, rather than the Knockback symbol (or whatever he is using there).
Those of you having difficulties with some of the icons: if you haven't done so already, try deleting the texture files (all of them), and re-downloading the zip file and re-extracting them. If that fails, I should have a non-compressed zip file of these icons available later today. -

Additionally, those orange teleport and mystic fortune icons aren't mine. Those are Vanden's designs, but everything else seems to be mine (nearly, see below).
By the way, the AE power icon is the default (one I missed when I listed the icons I haven't gotten done just yet). Also, several of the Veteran power icons in your preview don't appear to be mine. -

By the way, do we have any sort of official permission to use our own designs such as these for in-game screens from the devs? Just wondering about this. I have heard all sorts of hearsay about not modifying the gameplay or game content in any way. -
Sorry for resurrecting this thread, but I have some loading screens which I would like to share!
These aren't all that original, but I and I presume many other players enjoy this game on a wide-format (16:9) display, but all the loading screens in the game are optimised for olde-fashioned 4:3 displays.
My current display configuration is twin 22" WSXGA+ (1680×1050) LCD flat-panel monitors, so my login screens are sized accordingly. I just didn't care for the manner in which the default splash screen was being distorted because my display happens to be of different proportions :\
As one might notice, I tweaked the background a bit on each one, making the hero splash screen brighter and less saturated, while making the villain splash screen darker (also less saturated) I think :P
I have found that foreground content is easier to read and/or discern when the background is less saturated.
The only thing I would change on them at this point is the fact that I omitted Lord Recluse's arachnoid appendages (which honestly, on the splash screen, only appear as fuzzy and out-of-focus dim areas in the background.

Before you consider replacing your graphics card, I thought to ask about this.
You mentioned that you have had problems for the past "few weeks". I noticed that your graphics card driver version is dated 10 JUN 2009. Could your problems in-game possibly coincide with this relatively new driver release?
Even if you feel this may not be related, my first suggestion would be to try either rolling back this driver or else uninstalling then reinstalling your graphics card and using the previous driver version and date for it. See if that makes an improvement or a difference at all. If the previous driver version/date is also fairly recent, try rolling back to the driver release prior to that. If this works, then it is a far simpler (and less costly) solution to your problem than the purchase and installation of a new graphics card.
Sometimes, when graphics card drivers get updated, the change(s) incorporated in the new driver release don't necessarily mean an improvement in performance all-around.
Oh, and if you don't already have your computer thusly configured, be sure you don't have Windows set to automatically download AND install updates before you try any of this, because it could certainly foil your troubleshooting efforts. -

Sorry if this was already asked. I haven't read the entire thread yet.
Just curious because I didn't notice it in the notes, but was there a reason why free Tailor sessions were granted with this issue? None of my characters received any, and I was kinda wondering if we weren't supposed to expect them.
