If you're playing villainside, GL HF trying to find someone to play with. Back when free transfers were up, most of the villain player base move to Freedom.
If you're not a hero player, you won't see much action on the Rogue Isles. -

Funny, almost every day I log in, Champion has had two gold dots on its population rating. This in contrast to the one green dot I'd always see a year ago. The population has clearly grown.

Once DCUO comes out there might be players who will migrate to that game.

I'm goin' to go out on a limb here and say that you probably incurred the attention due to the sweepin' generalizations, negative connotations, and ego-inflatin' self compliments in your original post. Those, and maybe that you alluded to the idea that there weren't events for lower level characters, which there clearly are.

The Eternals first week in game - accepted by accident, left to form the SG below.
Formed a Pirate SG on my first character which has since been dissolved.
Formed the current solo SG to keep from gettin' spammed SG invites at Hami Raids.
League of Extraordinary Superheroes - brief stint to see what large(r) SGs were all about.
Two characters are currently stashed in a small SG to help out with Events.
Edit: I did forget two in there: League of EPIC Superheroes (heh, another LES years prior and much smaller), and another whose name eludes me after only one cup o' coffee. I just remember managin' it on my DM/Regen after the leader took a hiatus from the game. -
