Agreed. This should be rule of thumb for Brutes if you're ever unsure.
Scrapper is the way you want to go. For all of the reasons everyone has already touched upon. Higher base damage helps more than Fury, regardless of whether we're talking about Against All Odds or Shield Charge. True Grit may distract you but, although awesome, it doesn't justify Brute as a choice. Like Kinetic Melee, some power sets just benefit more from the crit %. I'm not certain if Street Justice applies, though. I don't have it.
The only reason I would take Brute over Scrapper for Shield Defense is If I really wanted Super Strength. Just because it's awesome and hilarious - Knockout Blow's alternate animation looks like a shield bash. I most certainly would not choose Brute for its Shield Defense synergy, because there isn't much, really. -
I didn't start playing until i21, so a lot of names I had planned, I had to add hyphens to get, so I don't think that counts. These are the names I got, as intended:

First off, thanks for taking a look.
I have questions about the changes that you made, because I don't completely understand all of them.
I'm open to the idea of Entangling Arrow having it's uses, but could you elaborate on, or give an example of it's usefulness? I've never used it, but I don't really use single target immobilizes. I'm used to playing Controllers, so I typically skip them.
The slotting on Acid Arrow...was my slotting overkill? Is that the thought there?
I'm also interested in seeing what your solo/team builds look like. Maybe we do play on the server. I'm on Virtue. -

I'm new to setting up builds and I've been wanting to try a Trick Arrow Build. Right now, the character is at level 23 or so, but I was looking at what my options were for end game content.

I'm not sure that the verisimilitude offered by the concept of Radiation Armor is even the main issue, here.
I didn't see a post stating which ATs would have access to this power set. Sounds like it'll go to Tanker/Brute, but the implications of melee ATs having the capability to grant -HP/-DMG debuffs, is a little worrisome. Hopefully the other ATs will get power sets that bring them back to a state of relevance. (see blaster)
Don't get me wrong, it's great on a certain level...Tankers needed something, but it seems melee classes are getting a lot of attention right now.
