Hey, it can be really difficult for a PR firm to edit together one paragraph when translating from a source of 20 pages of evil cackling, insults and profanity carved into the flesh of crying infants.

It is not, as I mentioned, available in the store. There hasn't been a change made to the store since before August 30. -
NO. NOTHING NEW WILL BE ADDED TO THE STORE. PERIOD.
Anything that shows up in game is the result of an automated system, but with nobody in the studio to tie it to the store, it can't actually be accessed. Later this month, SSA 2.5 will come out, but only VIPs will be able to access it--like SSA 2.4, it won't show up in the store.
And the Space Pirate stuff is tied to the new Super Packs, which again, were never released on the live market. -

Okay, from memory here, since I don't have any 35+ villains who haven't already chosen a patron:
1) Talk to Arbiter Rein, get his mission
2) Go inside the building, read all the plaques below the patron statues... maybe talk to Arbiter Daos in the center of the room?
3) Return to Arbiter Rein to complete mission
4) Go downstairs and talk to the patron of your choosing.
Hrm... Are you perchance a Kheldian? They don't get to have Patrons as I recall... -
What level are you? You have to be at least 35.

Debt caps are now set by your character level (and have been since like Issue 4 or 5). I think prior to that, there was a universal debt ceiling that basically amounted to "any more debt than this would require switching data types."

Exactly.
My first impression was, as I said, that he does not seem to be the sort of person who would go out of his way for a kindness unless there were something in it for him. I met him and acted politely--if nothing else, I was meeting somebody who was actually famous on the internet, so there was some small level of awe there--and he shooed me away because I couldn't afford his autographed thing (I think it was a DVD?) right then and there. -

As far as today's Penny Arcade strip goes, I'm pretty sure it was written as satire... though unfortunately the mark of good satire is that it is indistinguishable from seriousness by its target audience. The people who have no connection to City of Heroes will see it and say to themselves, "Yeah, what IS the big deal anyway? It doesn't affect me."
Worse, it could potentially be viewed by NCSoft as being serious--famous internet personalities actively do not care about City of Heroes.
