The force field dropped, at least it did from Chimera, the multiple bodies of Giant Killer, were still encased in their protection bubbles. The assault bot stood with its arm held forward, devices humming as it kept its most powerful attack charged, just in case.
I will be writing to the F.B.S.A with a report of the goings on here, firstly a flamethrower? Are you mental, youre firing off such a device when civilians are present? What type of tard are you?. Then weve got the so called hero who deliberately aimed for a killing blow, on a sentient life form, you dont hit something in the temple, if youre intending on bringing it in alive. Of course the general failure of everyone who just rushed the beast, come on people its hero 101, you evacuate the civilians before you even attempt to fight the villain... sheesh, its people like you guys who make for ten issue angst fests while the hero whines about his mistakes. Mister Rogers lectured through loud speaker. -
So what the heck is it that our heroes register for with the F.B.S.A ?
From what I understand, there was some sort of act, which allowed people to avoid being sued for their actions when fighting crime. You know for broken bones, phones and other property during the arrest.
But how does this actually work, is it for this legal protection that our characters register with the F.B.S.A?
Do we lose this protection, if we are proven to be in violation of the terms of the act?
From what I understand, heroes are supposed to be limited to what the police can do, so if a hero goes too far, are they punished like a police person would be?
Do they lose the protection, meaning that the government will no longer bail them out when they are sued?
Or is it an outright ban, like Doctors and Police Officers encounter?
Or will Uncle Sam always be there to bail out a hero, as long as they are being lawful this time? ((Assuming they continue being a hero, after prison and so on.))
Or is it something we dont know about and it might get explained in Going Rogue? -

If done well, multiple toons for the same character can work out nicely. Done to extremes it's ridiculous.
A serum that changes their meta-human abilities, with different chemicals creating a different power set?
Having to ask for a particular set of powers from some higher being, who gets very cranky if bugged too often?
The dial from Dial H for Hero?
Could even go for a timer being there on switching and using power sets, like Mol Diver, or some of the more recent Sentai series. -
Changing powers, requires him to leave meditate somewhere and then return, that's hardly plot breaking.
I mean in most situations, buggering off some where for a five minute chant, is going to count as a loss any way.

If he's willing to put the hours in, and he's already used an IC idea to explain why he can't use all the powers at once, then what's the problem?

You can stomp around and make up a dance, or pound some clay and make things out of clay, and sing a song or write a poem. That's what it means to grow. The new hologram mused to itself, as it shone a laser pointer over Chimera.
It placed one hand on the floor, and a strange pyramid like device teleported in, directing wave after wave of healing energy in a heartbeat like pulse. For most creatures the energy would trigger natural healing at an accelerated rate.
The forcefield generator span in place, as it attempted to erect a force field over Chimera, the beast now added to Giant Killers acceptable allies list.
This is your final warning heroes, the target is just a child, either you stand down or you get put down the voice was loud, transmitted through the speakers of the six machines. -
The assault bot dropped it's hologram disguise, whirring and twisting outwards as it unfolded to it's full imposing height, it took a few steps, widening it's base, lowering its center of gravity, as Giant Killer targeted the wall.
With a might KRAK THOOM!! the Assault Bot launched a spinning wave of missles at the wall, blasting the closest people to the floor with a concusive shock wave, the missles designed to project their force in a forward manner.
The net result was a large section of the halls wall was gone, exposing but not damaging the support struts normally hidden from view, additonally a new way out had been opened for the panicing civillians, a way out that would become more tempting, once people's heads and ears cleared fro mthe blast.
The other bots continued to harass the civillians attempting to herd them out of the room with warning blasts of Stunning laser blasts, of course these blasts were delibretly aimed at the Humanity First members among the crowd, designed to cut out their nervous system for a few moments and knock them out. -

The hologram wrapped robots posing as a married couple with kids remained where they were sat as people began to panic and run around them, then their children began to rise in the air, spinning as they flew towards the monster and attacking heroes, at the last moment their holograms vanished, the children were in fact Seeker Drones.
The two parent figures Protector rank robotic minions.
((AoE flash -Accuracy, -Damage, -Perception, Disorient attack from the seeker drones. Rolled a 2 ))
The bookish looking woman headed to where the slightly pudgy man was sitting, her hologram vanished, she was in fact a force field generator, putting up a bubble around the man as he tossed a web grenade onto the stage, in an effort to prevent the speaker from running.
((Rolled a 4 for web grenade))
The rabbi and two road workers, dropped their disguises revealing them to be Battle Drone class minions, they began to shoot stun lasers into the crowd, in an effort to make it more difficult for Humanity First to escape the hall.
((Rolled a 4 just random shooting, not directed at any other player characters.))
For the moment the body builder remains seated. -
Not long before 7.30pm, Crowne Memorial Hall, Kings Row.
Seven bodies walked into the hall, their arrival spread out over twenty minutes or so, the first to arrive were a couple, man and women obviously married and carrying their two young children on their shoulders, the children looked around in a generally polite but wide eyed way.
Next to arrive was a Rabbi, then several minutes after him, two men dressed in road workers clothes, a body builder arrived ten minutes after them, soon followed by a bookish woman and finally a slightly overweight African American man, each of the hologram disguised bodies took position around the room, trying not to draw attention to themselves. -

Admittedly my recollection might be a little off, but I can't recall ever being one hitted by anything, even GM's and bosses even when trying to do level 1 runs to Crotoa for double the costume goodness.
Been group one shotted though where a spawn turns on you and WTF owns you in a wave of hits. -

Otherwise the custom boss in the AE mish I was testing out wouldnt have been able to use BU+Headsplitter to one shot me. Which he msot definately did.
Unless PvP mechanics stop one-shotting, which is more than possible, given how wierded up they are.
I'm pretty sure all attacks in the game are incapable of reducing a players HP by 100%
I think the same mechanic is why you can plummet and drop down to 1hp, but never be killed no matter how long the fall is.
I suspect this is more to balance Giant Monsters, how unfair would it to be one shotted by a giant monster as you're loading out a mission? -

Eh, I'll not say more about the whole psionics thing.
Oh sure IC I say the bullets missed, but by the logic of 'I can do/survive that in game' then I can say a normal human can be filled with lead and just kneel down and be fine.
Also, a gang of powerless thugs are the most powerful force in the universe.
Thugs aren't that powerful on their own, it's their Masterminds secondary that makes them powerful.
They'd obviously have experience fighting Meta-humans since they aren't dead, crippled or in prison, in a world with Meta-human gangs that would be attempting to take their turf, that's not counting the local deadly flora and fauna like the snakes.
So we've got a bunch of people who have experience fighting dirty against 'stronger' targets, backed up by support from gadgets or some other source.
Starting to sound a lot like Malta, who are one of the high threat groups in the game.
As for the kneeling thing I'd say there are more than enough CoX canon technoligies to allow for some one to heal over time, heck if we are going for the flesh wound idea, then they could be kneeling down while rummaging through a first aid box for some iodine and bandages.
Psionics I don't mind the idea of, some subset of human or an entirely different species that can breed with normal humans, only those with pure enough blood gaining powers and thus being such a rare thing through history.
According to some one else, the events in Crotoa were caused by the Banished Panthelon who are likely to have their own power source, rather than the one massively toned down by the box. -

Giovanni Scaldi (the spirit which possess the mask Vanessa DeVore wears and gives her psychic powers) and Brother Abelard turned up during the Renaissance some 400 years ago (the specifically mention Brother Abelard as a "special agent of the Inquisition").
So that was long after the last opening of the box (back in greek times) but well before the 20th century opening of the box.
Nemesis as well is older than the current opening of the box but long after the Greek one, he's been around for "atleast 180 years" which again was well before the modern opening of the box.
Nemesis and the Banished Panthelon are what I'd class as inter dimensional beings, so why would they be affected by the box?
Perhaps there wasn't even a box on Nemesis's home Earth?
Do the CoT predate the Greek era though, or is that unknown?
Warshades are alien, so why would they be affected by an event on Earth?

Back to the game play versus mechanics thing, if they wanted guns to be dangerous they could of made it so that only boss level characters use them, then a few hits would finish anything that's not resilient power set.
Of course IC you could just say the bullets that didn't trigger your medi-port were just flesh wounds or really close misses. -

It's possible that some how you could be hit hard enough that the D.O.T component of an attack could take you down, but that mechanically counts as two hits.
In an in character sense, I've always explained it as the medical systems stabilizing a person prior to teleporting them.
Of course that's just my opinion on the IC/GP mesh, others are likely to disagree.

I'm not sure of the lore for that zone, so I don't know how long the Red Caps and Witches have been fighting, just that they recruited two sides of a mythical war to aid them.
Likewise I'm uncertain if the pumpkin and moosemen war is a new occurrence in the CoH time line, or if it was still occurring before world war one.
To be older than Statesman, Lady Grey only had to be like ten or twenty years older than Marcus Cole when he was a soldier. She definitely needs more explanation though. -

I've never liked the Science vs Mutant designation. Shalice is right. Why did Synapse develop super-powers when other humans would have just plain died? Because he had a mutation which allowed him to survive? Quite possibly. Because the experiment mutated him? That's an artificial distinction between Science and Mutant origins.
OTOH, the arc suggests that all the distinctions are artificial and the actual source of power may well be just one thing.
I actually really like OTOH arc, sure it's used to explain the rather BS powerset proliferation things, but it does make a kind of sense.
A little of the power was there and it affects every one in the world, sure when the box was closed we didn't get Statesman level heroes, or Positron level geniuses, but we did get people eventing electricity or people like John Henry folk lore heroes who were just a little stronger, tougher, smarter or more stubborn than others around them.
Then this power is unleashed and the scales go up, people who would of become a folk lore legend can now bench press buses, a man who might once of invented a light bulb instead creates a flying suit with laser blasters attached to it.
That said I also like the theory that mutants exist because when we split the atom we broke something very important with reality. -

Seriously, that's not a reason which has validity in a multi-player setting which does not generally feature characters with Superman's level of power. It's an ego trip.
A chance to be something more than we are in our everyday lives, if there wasn't an aspect of ego fulfillment in it we'd all be role playing characters who are essentially 'us' in Paragon city, a bunch of students and office workers.
