To the OP
I love Scrapper. Brutes are my second favorite AT. When I want to make a new Scrapper/Brute It is mostly a toss up to want I make. I will only make /SD Scrapper because /SD is better for Scrappers and I already have an SS/SD at 50. I will also only make a /Fire Brute. I can't make an /Fire Scrapper anymore. /Fire is way better IMO for a Brute and I don't find /fire Scrappers as fun. -

Well I'm the opposite of you I guess. I like the 30's better because of the slots. The 20's are cool because you are getting new powers and all but the powers are not that good because you don't have any slot in them. I like getting new powers but I love to slots way more because I can make the powers even better.

with brutes getting Katana I would say a Katana/Willpower should be very relaxing.

For me I have a leveling up build and a level 50 build. The leveling up build will have powers that I might not want to keep for the final build but they are nice to have when leveling up.

I would need to split them in to three groups
First groups is the one that I love to play and play the most. weather it was solo on groups play.
1 Scrappers
2 Brutes
3 Widows
4 Blasters
This next group I like to play mostly on teams.
5 Defenders
6 Corruptors
7 Dominators
This last groups I don't like to play that much.
8 Controllers
9 Tankers
10 Soldiers
11 Masterminds
12 Warshades
13 Peacebringers
14 Stalkers -

*Alternately, make Assassin's Strike hit harder: Right now Total Focus hits for a scale damage of 3.67, for a critical of around 7.32 scale damage, or actually higher than Assassin's Strike itself. Now, probably for this reason, Total Focus doesn't score a full Critical and Energy Transfer (base 4.5 scale damage) doesn't have critical hits at all, but instead just removes the self-damage on a successful critical. Now I hear that a Street Justice power has the potential to out-damage an Assassin's Strike on a critical hit. If we're this careful of having Assassin's Strike outshined, perhaps it's time to up its damage, and somewhat significantly. Not enough to one-shot AVs, obviously, but enough to do serious harm to an even level boss, and close to one-shot the thing if used with (a possibly stronger) Build Up.
*Make Assassin's Strike AoE when out of Hide, or possibly AoE with a critical hit occurring on just the selected target: One big complaint Stalker players always have is that they lack AoE of any kind, having given up an AoE from their ported set to accommodate Assassin's Strike. So make the thing uninterruptible and give it a lower-strength AoE component when used out of hide. Assassin's Blade/Sword/Blades/Claw could cause a Head-Splitter-like narrow cone where you shishkebap multiple foes with a single stab while Assassin's Shock/Blow/Squat/Whatever do an AoE around the target. This doesn't have to deliver full damage, but having SOME AoE to it would be nice, and would give Stalkers back some much-needed AoE, especially on sets like Martial Arts.
Like you I hate seeing a power just sitting there and not being able to use it. So the AoE out of hide would be awesome. It gives Stalkers an AoE power, which is one of the big thing people complain about.

That is one of the things I have had trouble with Demon Summoning is coming up with a good concept for a character. -
Fire and Electric are the two best AoE that goes with /Shields. As to which one is better...it is hard to say both are great for AoE. I like my Fire/Shields better than my Electric/shields because it feels like I'm doing the same amount of AoE damage but the ST damage for Fire is way better.
