I know that feeling. I have that feeling almost everytime I look at my main's build and go...I REALLY REALLY REALLY WANT this Power Pool for the concept, but I can't fit it in! If I want to be up to my other points...
Ie...I have to have Leadership, Fitness, Fighting and Fly! Now I could skip Fly, but even then, I'm using just Hover, and for my concept to really work, I need Phase Shift, which could be covered by a temp power, but then it doesn't feel like my concept to me. It feels like a temp power.

Okay...why is the fact that Rage works on all powers that big of a deal?
Last I knew, Soul Drain, Build Up, Follow Up, and Blinding Feint ALL worked on any power used while their buffs were up.
Now with Follow Up and Blinding Feint, I guess one would argue, you wouldn't want to add in the redraw, as that would lower your DPS (curious though, is Gloom a great attack for a Claws Brute to take?), but Build Up and Soul Drain are less likely to worry about redraw (as long as Build Up is being used by a non weapon based set/spines).
Second, while I love Billz chart, because it gives an idea of what the sets are capable of, his test was more about Brute/Scrapper disparity than anything else.

I look at that list and my thought is...hmmm...Super Strength came in 4th place, but really it's SO CLOSE to Dark, Martial Arts, and Warmace...that the fact it's not NEARLY as overpowered as anyone thinks it will be. That's less than 1 DPS difference between Martial Arts and Super Strength. MARTIAL ARTS! The set everyone usually thinks needs a bit more tweak.
So you go into the other factors of...AOE. What does this make me see...BUFF DRAGON TAILS AOE! Give it the same numbers as Foot Stomp for END/RCH/DMG and increase it's Radius to at least 10ft if not 15ft like Foot Stomp. I'm thinking 10ft, and just say Footstomp gets the extra 5ft for it being a Tier 9 AOE.
If it's ported, will it become a popular Scrapper Primary? Well...OF COURSE! It's not going to be popular because it's OP. If it's ported over unchanged, with Scrapper Mods, it's going to be popular because SCRAPPERS WILL BE BETTER WITH SUPER STRENGTH THAN ANY OTHER AT.
That's no different than now with Elec/Shield being considered better on Scrappers than Brutes.
I also don't think that list took into consideration, Rage's NO DMG period. With no damage going on, wouldn't that lower the DPS a bit? Billz would have to answer if he did that or not, as I just don't know.
Biilz also didn't include a Scrapper Super Strength version on first list, so no idea how it ends up there with high recharge, but then, that first list also used Gloom in the chain, which Scrappers don't have access to.
And I still can't help but agree with Billz. If it's not OPed on the other ATs, it shouldn't be OPed for Scrappers.
It'll be a top performer for Scrappers, but it won't be THE TOP PERFORMER for Scrappers. It may turn into the TOP ALL AROUND SET for scrappers, but some set has to take that spot. -

If that's what you want, you build for it. Can you do it without Stamina? Yes. Is it tougher? Yup. Is it doable. Yes. Is there costs to it? Maybe, depends on how you build. -

I've said repeatedly what I'm after. In this thread, it's less onerous endurance management. That's ALL.
Example...
Ignoring Debuffs...and mind you this is a bit off since the recent added damage to Defenders in i17...
Defender is using Attack 1 which does 100 damage to target for 10 END.
Corruptor is using the SAME attack which does 150 damage for 10 END.
Now Attack 1 is the same for both ATs when it comes to END/RCH/DMG formula, but the Corruptor has the higher DMG MODIFIER...so the Corruptor basically has better DPE than the Defender.
So, to take out 300 Hit Point Target, the Defender has to spend 30 END, while the Corruptor only spends 20, using the next 10 END on a new target and thusly keep on moving.
That's what it seems you want. Am I mistaken?
Well, it's the damage mods, between the different ATs, that change the DPE. And that's balanced by what the AT brings to the table for the team. You pick a defender to solo with, you know this going in.
And since this is talking about solo. With the recent damage buff to Defenders now, their solo ability has been brought up to par. I mean really, I never really heard alot of people complain about soloing Corruptors. Defenders sure, but not Corrs. And now Defenders are equal with Corrs on Soloing.
Or is this about a Scrapper soloing a mission faster than a Defender? At which point, I have to think duh. But put them into a team enviorment, that Defender is adding so much more to the team, the team moves faster.
If you don't like teaming, then pick an AT more suited to soloing.
If it's because of powersets, why not instead suggest new ATs...maybe a middle grund Ranged/Buff set, that does more damage than a Corr, but who's buffs are even weaker than a Corr.
I've played every AT except Kheldians to a significant level (Dom is at lvl 32, MM is at lvl 47, every other AT I've played to 50 except Kheldians)...it's not that hard to manage END. The reason people PL to 20, is because they don't know how to manage end, want an easier time of it (face it Stamina makes it easier), or they're tired of low levels.
If I can run my Defenders (before the dmg boost) unslotted, keep my end up, and solo with them (be it slowly), non stop in a mission, anyone can. I'm just not up to Billz skills at this game. -

Quicksilver - Can't really be done. Or rather, can be done with one power pool and 3 powers total (Hasten, Flurry, Superspeed).

...for those in RP SGs that are suppossed to be more hero and less anti-hero style, how do you handle it when a character in the SG becomes a killing machine?
Is your RP SG even cannon based? I mean, lets face it, cannon wise, any and every wound/death can be fixed cannon wise in RP. Yet, I've yet to see an RP SG that sticks to this.
IE...OMG! You can't just instantly heal me! You're a godmodder!
When cannon speaking, this is indeed what happens.
What if the morals of the SG is suppossed to be not killing. Slicing up a criminal doesn't mean you HAVE to kill them (even the devs have said the animations are more of eye candy thing as well as the names just sounding cool)...and the players start going all kill happy.
Do you kick said player from the SG? I'm curious how other SGs handle such a situation. -

If you're less worried about AOE, you could skip the Cone, PBAOE, and Taunt, and possibly DA if you have enough Recharge.
In my own experience with Electric Armor, I prefere to slot Lightning Field with ENDMOD to help keep the end bars of enemies drained with the use of Power Sink, over damage.
So, it's a possible way to build.
However, I LOVE Katana's PBAOE attack (Lotus Drops) because I just love the animation. So I find it hard to passup the attack.
That said, I've made purely single target focused toons, and it hasn't bothered me with soloing or teaming. Even if PvE is more about AOE. -

Team based ATs are team based meaning they don't solo as quickly as the ATs that are designed to solo because they are given tools that are more beneficial to teams. Tools that soloist ATs lack.

There's a reason I get torn between my solo oriented toons and my team oriented toons.
I can solo my team oriented toons. In fact, I've soloed 0/0 content on different versions of Defenders/Trollers with no enhancements slotted. So I know they can solo. And with slotting, I can solo, and it still doesn't seem as fast as my more solo friendly ATs.
This is one of the reasons I've had a hard time with my main (and namesake) when it comes with concepts. Team friendly ATs you can build to make extremely tough and kick some serious butt, but I never find them to be as tough as my Scrapper.
But no matter how tough I build the more team oriented ATs, they never seem to compare to how tough I can build a scrapper. However, when I play a scrapper on teams, I can't help but think I'd add so much more to the team as say a RAD/DP Defender with the debuffs, at the cost of being a bit more squishy feeling (some of this is due to a lack of mez protection). -

Characters in this game go through endurance way, way too fast. It's especially bad for characters that rely on toggles, such as Defenders and Tankers, but as a general principle, endurance use is prohibitive. That means we spend a lot of time standing around, either waiting for our endurance to recover, or using one or two powers for fear of running out and detoggling (which usually means instant death, at least at higher levels).
As a rule, it's more fun to be using your powers and fighting the enemy than it is to be standing around, often as a punching bag for the NPCs because you lack the energy to fight back. In no other game is this problem so pronounced. Other games have power usage, but it's prohibitive here.
I've said it before, I'm saying it again. Endurance use needs to be recalibrated. It should still be part of the game, but it should not be so prominent. It's not in keeping with the source material (when was the last time you saw the Thing gasping for breath out of exhaustion), and it's just not fun.
(All comments reflect my opinion. You may disagree, and I welcome any thoughtful posts that do so, but try to avoid flaming. The point here is to see if there is a significant percentage of the population that feels as I do, and if so, to be able to show that to the devs for consideration.)
If you want a game where you you can just go attack non stop, then maybe a MMO isn't your type of game.
Every MMO I've played has some sort of END use style mechanic in play. I've played CO, WoW, FFXI and CoH.
You want to attack non-stop and never rest, then work on your build, take stamina. CoH is no different than any other MMO. People want to keep attacking non-stop. This isn't a CoH exclusive gripe.
And for those who want more realism in the game, it's even more annoying to see this complaint coming from them (not saying you the OP have this complaint just making a point).
"I want realism in the game! And I want more ENDUSE!"
Then grab Stamina.
"I don't want to grab Stamina! I'm tired of taking Fitness on every toon!"
Then from a realistic point of view, your toon isn't fit, and is thusly sucking wind.
"Nu uh...they have such and such power in use"
Oh well then, build better to show it that way. Right now, your robot is low on energy or you mutant concept really just isn't meshing with in game mechanics.
...and tedious? This MMO is really no different than any other MMO i've played in terms of repetitiveness. The question becomes, do you have fun playing it. If you're not. Then take a break from it. -

Just because you've played every basic AT to 50, doesn't have anything to do with how good they'll play the epic ATs.
Matter of fact, the VEATS imo are the easiest Epics to play. They're ranged scrappers for the most part, who could be made to hold aggro if built for it.
Unlocking them at lvl 20 means nothing, other than "I had to wait to 50 so everyone else should." when this is brought up. -

Looking more closely, using my old Super Reflexes DPS template, Katana is pumping out 242 DPS while Claws languishes at 226 DPS. However, a different chain with 225 DPS keeps Follow Up triple stacked maybe 2/3 of the time. Let's say triple-stacked full time for our first pass, so 3*37.5%*12.5 = 14 damage per tick added by Follow Up, and ticks every 2 seconds. Nope, not going to be enough to make up the difference, and that was exaggerating the buff. Plus Katana has more -resistance going on. So on closer examination, I'm going to change my mind and say that I would expect Katana/Electric to be capable of higher top end DPS.

I went my Dual Blades/Electric Armor myself. My only question is, can I get by without Stamina and still never run out of END. -

Okay, they may not exactly be a necessity however they are contributive, just because you don't attack and blow stuff up doesnt make you not contributing. You are merely contributing in some other way.

Neutronic Girl is only known for her empathy output, one of the notable empaths on the Union server within certain circles. Some of the points raised in this thread, I do disagree with. But heh, thats just opinions.
Yes, there are times you'll be focusing on the healing aspects of your toon.
But for many, at least in the later levels, this becomes less needed.
Yuo see, the team also has a Cold Dom Troller on the team, shielding everyone and then locking things down.
The tanker's holding aggro.
Scrappers are going nuts.
Even the blaster hardly seems to need the use of the Empath's heal.
So now, the Empath is basically throwing out Fortitude and the Auras (maybe AB), then standing around waiting on one of the blasts to recharge.
Now, its whoevers toon it is, but I have to say, I know when I see an Empath with just one heal in the late game, while I don't kick them from the team, I cringe a bit, even more so when I start teaming and realize the heals aren't really needed.
I cringe even more when I see an AR or Archery Defender with the tier 1, but no tier 9. I mean really, no tier 9?
I have yet to see an Emp/DP with just the tier 1, but I'm sure someone made one.

So having Aid Self as your emergency back up heal might be useful, at least if you can pick it up without major sacrifice. On the other hand, if you can make room for Aid Self, you can easily make room for Hasten instead, and get Energize back faster, which might be a better overall choice. So you're probably right.
My Elec/Elec Brute could take on Cims if she could get them drained fast enough. You relied on the resists to get them drained, then recovered as they stopped doing lots of damage.
That was before the heal.
But I also find it alot tough to drain AVs. So PS might not go far enough on AVs to do that. *I dont remember* -

I had a EM/WP brute I liked to play before the nerf (and I dont think it was my most powerful character from far), now she's not fun anymore but feels slow as hell in the single target department, while being totally worthless on the AoE side. My SS/ and SM/ brutes deal the same kind of single target dmg, in a more fluid way, while being much better on the AoE side.
- The ET nerf was really horrible to the set. I wish they would have lowered the dmg a bit, or even better, raised the dmg done to oneself (as it's supposed to be the reason behind such a high DPA attack). And I dont dislike the new animation from a graphic point of view. But the set now has its main 2 big attacks around 3 sec animation time and thus lost most of its fun and fast pace.
- There was no reason to remove the mag 4 stun on TF considering how long is the animation (a very fast seismic smash still holds at mag 4).
From my point of view, it's just one set less to play with. Sad story.
But what you say in the first comment is really it. the set feels slower. I'm hitting dead enemies more often (two attacks versus one).
I even suggested raising the damage done to self to make up for it even more. No go. :/ -

The main reason they went there in the first place was a praetorian attack on Portal Corps and the theft of a device to navigate while dimension hopping...which Tyrant wanted for some kind of conquering plan.

With ELA's end recovering ability, I can't help but think END just won't be as big of a concenrn for a Katana/ELA, so it comes down to defenses and DPS.
GC-SD-GC-GD-Repeat I was able to get to, except for a 4.5 second downtime on Hasten...add in roughly 30% defense to melee/smashing/lethal, to stack with the resists and heal, and likely end drain...I can't help but think one wouldn't need the use of Divine Avalanche all that often.
But it's an extremely expensive build...and possibly better can be made...but my goal when looking at it was trying to get the best DPS, and as much Defense as possible.
But another consideration with the build is that to keep the END up to keep running the DPS chain, means redraw and using Energize and Power Sink (And again, I only think the end is sustainable...haven't done the true math on it).
