I'd try to soft cap defenses without the use of Energy Absorbtion (while still using EA), then build on +RCH and +HP.
Hoarfrost coming up more often is great, and the +HP so you won't need it as often. -

I had the taunt toggles going (CE and Icicles), using taunt when it was up, and laying in with the single target attacks (Ice Blast, Freezing Touch, Ice Sword, and Epic Ice Hold).
Sometimes he'd turn his attention back to me, but he was pretty fond of the Shield Scrapper (who I think was Fire Melee). -

If it helps, all the armor sets, do better on tankers and brutes, than Scrappers and Stalkers

As mediocre as dual pistols is/was, at least it's a fun set to play and has lots of aoe, and on top of that, has a cool 'gimmick' that adds to the fun factor with changing ammo. Despite all that, I still see FAR less people playing dual pistols nowadays, I expect we'll see a similar dropoff with KM if it's as gimpy as it seems to be.
I'd love to be proven wrong on my intitial feelings about KM, because I was really looking forward to a new melee set, but I'm not overly optimistic. Time will tell I guess.
At least, I know, that what I really want out of a Dual Pistols. Like I said before (in other threads), that's the hero I envisioned making when I bought the game over 5 years ago.
I'm not to sure it's all about whether the set is top tier or not. Though, I do think people want every new set to be the best of the list. -

Hmmm...and like I just stated, even then, aggro can be stolen, as it was taken from me quite easily.

Citadel,Manticore, Numina, ITF are all being run in a similar manner and I have seen Master of Khans virtually soloed at high speed by tanks the team being mostly superfluous except for the final encounter.
Its not a really good situation for the game. I have to think the HVMs are an attempt to devalue speed tfing but that is a little like Ben Tre destroying the game to save it.
Or do what I've done when you have that toon on the TF who can solo most of it, go off and attack things yourself.

I've made more than one scrapper who didn't use the Epic Pools. So no, they aren't needed.
However, Conserve Power (or Focused Accuracy) and Physical Perfection are powers that fit easily into pretty much any concept. -

I was thinking of going with an Ice/Dark tank, since Dark Melee seems to be the only secondary that has some form of mitigation against AV's, mainly the -tohit debuffs. I was just hoping that stacking -tohit debuffs along with my own defense would help me survive and that Siphon Life would be a nice 20% heal whenever Hoarfrost is down. Is there a better secondary for me to go with besides this?
Edit: Just another question. If Chilling Embrace debuffs a critter's damage by 14%, how does this stack or not stack with your own resistance? For example, if a critter does 100 damage, then Chilling Embrace would cause it to deal 86 damage instead. However, if I have resistance against the critter's damage-type, would my resistance kick in base on the critter's base damage of 100 or would it kick in after Chilling Embrace's damage debuff, which would mean that it'll work off the 86 damage instead of 100 damage.
First off...with Chilling Embrace, Icicles, Taunt, and punchvoke...I noticed on my last run with my Ice/Ice Tanker, that the ??/Shield Scrapper was grabbing aggro off me from Romi. I was not happy. :/
That said, grab Tough for added Resistance (at least to Smashing Lethal).
I think what would help you more with Dark Melee, is Siphon Life, with it's additional +Health. Though stacking the -tohit for sure to lower their chance to hit you a bit more.
However, with GR coming out, you may think about Kinetic Melee. Stacking all the -DMG, which Tankers do the best at compared to all the ATs with access to KM, could very well turn out to be helpful, maybe more so. -

Regardless, KM will get lots of play early on due to the fact its a new powerset and it looks nice. Some will play it later on for the same reasons. But that does not speak to the sets performance, though a sharp drop-off in usage after release certainly would.
I think the complaints coming about with KM are the same ones coming about with Dual Pistols.
That the set isn't THE BEST OF THE BEST!
The numbers on Dual Pistols were run, and the set didn't fall at the bottom of the list, infact it came pretty much in the middle.
And yet, it's OMG a terrible set and yet, people were playing the other bottom half of the list before Dual Pistols came along, over the top half of the list. -

So using that before jumping in could make a huge difference.
I'm pondering if it could even allow some AV soloing for whatever/dark. It makes me want to play some older characters again, too.
Now the question would be, what offensive set gets the most benefit out of it ? I'm thinking a set with a natural gap in the best attack chain, able to deal some high dps even with a 3sec "hole", while allowing for high recharge slotting to get the most uptime on Shadow meld, but which one ?
For the alignement change, i don't see that as a big hurdle. 2 days to vigilante, 2 days to villain, then 4 days to come back. And the patron storyarc on a low setting can probably be rushed in a very short time. Looks totally worth it. -
Body Mastery/Energy Mastery Epic Laser Beam Eyes...I'd like a 1 handed or 2 handed blast away at the enemy with energy attack (Power Blast would work).
Total Focus and Thunderstrike to get an Eagle Claw animation (obviously with more hand time than EC currently has, due to longer animations).
Charged Brawl to get Thunder Kick or Storm Kick as an animation.
Fire Sword to be given the Barrage Animation (maybe with fire blades formed ont he hands or fiery claws to account for the lethal damage). The 1-2 punch shouldnt require the DOT style of Barrage, as I don't think Slash has the DoT component of it.
Sonic Attack sending out blasts through the hands would be great too.
[EDIT] Havok Punch getting a Jump Kick animation would be awesome too! -

Not everyone is going to leverage Shockwave as well as the top tier claw users.
And I can't help but think for the fringe player, KM will be seen as a great set. With hearing it's a really good DPS set, combined with the -DMG effect stacking with a well built secondary, I think those fringe players would enjoy it.
I also think it's going to turn out to be a popular set for the masses.
