Allow me to explain. A global bonus like defense is just that a benefit that is on all the time that requires no input from the user, is not contingent on your AT or powersets. It does something regardless of what powers you have chosen. Now no matter how inconsequential or useless you think that defense bonus might be (whether cause you aren't stacking defense or your powersets arent really defense focused) is irrelevant. You are getting a defense bonus. You are getting something that does something however useless that something might be.
A healing bonus does nothing. For the healing bonus to do something it requires the player to activate a power that heals either themselves or another target. Let me clarify that HEALING and REGENERATION are two different animals. A +healing bonus does not benefit a regen power. A +healing bonus non functional if the player has no powers that grant healing.
You still don't seem to get it. Your point about how useless a s/l defense bonus is to this or that at/powerset is IRRELEVANT. Those bonuses DO SOMETHING whether you want to acknowledge that or not. A +healing bonus DOES NOTHING if you have no powers that heal. Now when you couple that with a set of IO's designed for a specific archetype and that archetype has primary and secondary powerset combinations that can result in no healing powers being available to choose you have a problem. This set bonus isn't bad for these powersets... its non functional. It doesn't work. It does NOTHING.
Now you have to understand there's a difference between a bonus that is inconsequential or not useful vs. a set bonus that relies on you having very specific powers to gain any use out of.
We already have set bonuses like that. Debt Protection for 50's is useless.
Want to make it useful grab Aid Self.

Storm
Empathy
Pain
Kin
Dark
Rad
Thermal
Time Manip
So only Traps, Sonic, Force Field and Cold don't make use out of it. 33% may seem like a lot, but I guess you're right, immobilize resistance would be oh so much more useful. It's doing something for you, even if you never notice it, or it's so inconsequential as to not matter.

It's one bonus out of 5. You're getting worked up over something that hasn't been released yet, and may never be released. -

How hard is it for you to understand?
Imagine as a scrapper that the 4pc set bonuses is +10% stun duration... thats a nice bonus... IF you have any powers that can stun
Now the defender set 4pc adds 8% healing... that's a great bonus... IF you have any powers that heal.
This is an archetype specific set.
All powersets should be able to get SOMETHING from each bonus. Even if it was something as "useless" as 4% immob resistance. An 8% healing set bonus does NOTHING if you have no healing powers. And since these sets are meant for a specific AT then ALL the powerset selections for that AT should get some benefit from each set bonus. Currently for defenders this is not the case.
AGAIN this is not about whether a set bonus is good or bad.
It is about a set bonus that DOES NOT FUNCTION for specific primaries of the AT intended to use the set.
Seriously, I wouldn't mind it changed, but I think all the sets need change. You say no use out of +Heal, and say no use out of S/L Defense unless building for it. Really, 1.2% S/L Defense is akin to nothing. -

There's a difference between stepping into a burning building to rescue people and just watching it burn. If my hero's involved, I expect something to come out of it.
Why not? My hero should be the main character in the game once I log in.
The Signature Contact refers to the 7 episodes as Book.
My problem here is that my hero character was a spectator in an episode where villains are rigged to succeed. Why can't we have it both ways? Play a hero, save the girl. Play a villain, kill the girl. That's what was so great about Praetoria, you could either save or kill Aria and Zane depending on your ambition and bloodthirst. The game engine allows this.
I haven't done Redside yet, Manticore's poison arrow wasn't dissipating, meaning I couldn't kidnap Alex. Admittedly, I'd have the exact same problem if my villains did manage to murder her only to have a textbox cutscene undo my work.
Point is, whoever it is that logs in should be the main character in the game, not a sidekick or a witness, and story arcs that are rigged from the start to fail should be avoided. Heroes save the day. Villains get to rule the world. Everyone's happy.
That's what you're refusing to look at.
For this storyline to go anywhere, things will have to be done. What? Give the villains the story arc to kill her, but the heroes to save her? Then is she alive or dead in future plot lines?
Like I've said in other threads like this, if you don't like it for that character, don't play it on that character. My main would ever put Katie back into the network. So, I haven't played it.
And as stated already, your character only thought they witnessed the ordeal. They didn't.
So the correct mindset on this would be "Wait a minute, how did this mental trick get pulled off when I have 75% Psi Resist and 45% Psi Defense" or whatever (for those with concepts that say they are without the numbers...well that's how Malaise did it
).
It's like playing any fighting game. Street Fighter 2. You beat it with Ken! \o/ Whoot! You get the Ken wins the tournament ending! YAY! Only to see in Street Fighter 3, the storyline progresses with Ryu as the winner of the last tournament.
This is a MMO...multiplayer game. The story has to advance. She's going to die. Be happy that the outcome was your character didn't make it there in time to stop it. Over, you beat the bad guy, saved the victim, but oh wait...she died somehow and it still went off.
As for where they're going with the current stories...they're following many a comic writers lead. Killing off characters! Joss Whedon did it. Others have done it.
As for which of the surviving eight will die. I still don't think it'll be Statesman, because if it is, it'll feel like a cop out. That would be the biggest let down. -

And the Defender one, with the +HEAL is better imo than the Positron's Blast set, so, as long as it can go into any attack and not limited to ST blasts, eh, that's still more +RCH.
Let's look at some other sets as well.
Increase S/L Resist on the Tanker set. What does my INV Tanker need that bonus for? :O Or that Tox/Psi Resist bonus, my DAr and WP Tanker doesn't really need that one.
My point being, is there are a lot of useless bonuses in those sets.
Not going after S/L Defense, looking for positional on your melee AT, the sets are wasting your time, unless you can use that +RCH bonus.
So it's not only Defenders getting a set bonus that doesn't help every build, it's all of them.

Really, I don't see the problem with it. Out of 12 sets, only 3 (FF, Sonic, TA) can't make use of the bonus.
Not to mention, I have plenty of melee builds that can't make use of the S/L Defense bonus, and the Melee Defense is half that, making it worthless. Maybe not as worthless as the +Heal for sets with a heal, but worthless is worthless.

It's not like the melee sets getting a S/L Defense bonus is all that helpful to most builds either.

By contrast, what villains have needed since villains have existed in this game is independence. A truly interesting, cool villain is independent, free to plot his own schemes and through his cunning, audacity or success is he a great villain. Murder doesn't have to enter into it, not intrinsically, at least.
Example: Let's look at the Teen Titans animated series and resident bad guy Slade, aka Deathstroke the Terminator from the comic books. I'm struggling to remember, but I'm pretty sure that at no point did he actually kill anyone. Excluding that one Zone Sama flash animation, he mostly just manipulated people and ran a sinister organisation which came close to success on multiple occasions. Granted, it's for kids, but it still manages to be very dark at times, very powerful at others, and still have a cool villain I'd play as in a heartbeat. And all of this without needing any "mature" themes.
Pushing your rating once is a sign of an edgy idea. Pushing your rating all the damn time is a sign of pretentious writing.
They give villains the chance to be the killer and you gripe about it. When that's what redsiders have been wanting.
Wait, you werent the redsider who wanted to kill people? Well then, select "No. I won't be the one to do it."
What to be the villain who does occaissional good deeds? Well look! It's called rogue alignment

You can start a DFB with as few as four people. I've run it with four and it was very easy. Yet time and again, I see people broadcast "DFB lf4m!" for half an hour, after having sat in Help for a while and know that this DFB team already has four members. They have enough people to start, but they're willing to waste another half hour looking for the remaining four.
I'm not sure people need much coercion to look for max size teams when said people are inclined to look for teams to begin with.
4 members = chance to fail it.
8 members = 100% success!
And that's why you see people making sure they have full teams.

Sadly,they're doing what Charlie's Angels, Starksy and Hutch and basically all TV shows made into movies...turning them into comedies.
Which basically makes these movies in name only. :/

The first thing I thought when I read this post was a Plant/Cold corrupter. They get the signature power from their primary at level 8, in time to be fully slotted for a Posi run, and they bring a good mix of buffs and debuffs to the table at all levels. On down side is that they spend a lot of time just spamming their AoE immob and ST hold at low levels; there just isn't much else for them to choose from. Things get better as they mature, but they're very team friendly and useful at any level at all.
However, you're right on not many people want to play the roll of meat shield. The best ones at it, tend to be the suckiest damage wise. :/
Time doesn't have the best -Regen, but it has enough to do the job on a team. But yes, there is things to be said about Traps, and I should of added them in.
However, I often times see Trappers faceplant often, and I simply forgot it, as it's just not one of my favorite sets

SISTER PSYCHE - Her husband has just failed to save the life of their group leader's wife. I hope their marriage is a stable one, because otherwise she'll never trust him to save HER when push comes to shove.
NUMINA - Reinforcing yet again that she can only bring someone back to life within a short time. (Time to level up, or slot that sucker with a few enhancements for range/duration.)
Next interesting question - with Alexis dead and Statesman potentially on the verge of deserting/losing it/whatever... what happens to the leadership of Freedom Corps? There goes the moderating influence on Longbow (and the likes of Ms Lib and Captain Dietrich)...

The whole WIR trope is coming down to "don't kill female characters"
When in CoH, males are being killed just as much (Aaron Walker).
Not to mention, this SSA gives the villains the chance to do what they say they've wanted to do (kill people) then complain when they get the chance to? o.O
You often here the request to beat up/kill civilians. Well guess what half the civilian populous is.
this thread is starting to look more like a "I don't like the story so I'm going to cast these terrible tropes on them" than anything else. -

It was a PvP change. :/
However, for Tankers it's on a 120 second Recharge, and with 1 lvl 50 SO, it recharges in 90 seconds.
For everyone else it's 4 minutes.
My suggestion would be to allow Ice Armor users with Hibernate to use it every 30-45 seconds. -
If you join in on Hami Raids, LGTFs, Id suggest the hold over the pet. At the very least, the hold can be 1 slotted for ACC and still be worthwhile. If you have slots to spare, then it can be made better or add more set bonuses (Basilisk's Gaze for an additional 7.5% +RCH)

The other option, which I think is still far better than the current state, is to put Hibernate on a 45 seconds hard recharge and make it unaffected from recharge enhancements and such. But that is not what we had. I really would just like the Devs to give us our own Tier 9 the way we had it. Again, keep the "no phase" condition on us, but keep Hibernate unaffected by such condition for us Ice tankers. -
