The mechanics of Patrol XP being what they are, I wouldn't expect to ever have more than ten full bars of Patrol XP stored up. So, I wouldn't use the power until your remaining Patrol XP is equivalent to less than 5 bars of XP.
Unless claiming the reward is more like claiming SG base items (infinitely renewable) than claiming a respec (one time and it's gone for good.)
Edit: Duh. For some reason I got 0.5 levels and 5 bars mixed up half way through posting. Fixed. -

I have family visiting this weekend and I'm not entirely sure when they're leaving on Sunday just yet. But, if things work out I can offer either an Inv/SS Tank or a Ninja/MM Mastermind for the run.

You might have some issues trying to get those. Shortly after I18 went live, a group of us made a run on the tree and found that not all of us were awarded with a badge. (Link.) Might want to hold off on those until there's a fix in for that issue.

I honestly couldn't tell you. I IOed my Tanker and Mastermind out back when IOs first came out in '07 and haven't modified either of them much at all since then. Every other character has had their fully-IOed builds planned out either since then or since they hit level 40. I initially slot with just generic IOs, but I keep track of what each character still wants for set IOs and craft them if/when a recipe drops for me. I don't go out of my way to buy sets, haven't slotted any of the purple IOs I've crafted, and haven't even bothered to craft any of the few PvP recipes I've gotten (I just put them on the market for 1 inf and see what they sell for.)

In a word: Time.
Not enough time had passed at that point for people to figure out all the tricks (i.e. stacking Vengeance, Phase Shifting and Super Speeding back to the base) or which power sets made you a PvP god even if you had no idea what you were doing. We were all pretty much on even footing for a little while there. Once a few people decided they were going to get serious about PvP, it stopped being fun for people who weren't serious about it and built their characters for PvE.
Even if the PvP elite clique isn't around anymore, the stigma they left behind is.
Doesn't matter what it is, if I so much as mention anything involving a PvP zone or the arena to my SG, I can't get another message into the chat window before they log out of the game for the night.
As unfortunate as it may be, the people who around that like PvP today are stuck with the consequences of the reputation built by the old PvP elite crowd. I know that (most of) you guys don't PvP that way these days, but I still have a hard time getting that out of my head when I step into a PvP zone. It sucks for you guys, but that's what needs to be torn down to get more people to PvP. -
I'm normally in-game by 9:00 pm Eastern (6:00 pm Pacific) M-F. I usually log out around 11:00 pm (8:00 pm) M-Th, but might be able to stick it out until midnight (9:00 pm) if needed. Not that I couldn't stay awake later, but that would start to impact my ability to wake up for work the next morning. (Fridays, of course, I don't have to get up the next morning.)
Saturdays I might be able to work in somewhere between noon (9:00 am) and maybe 5:00 pm (2:00 pm), but I have other standing commitments on Saturday evenings. I don't really have a set time that I log in on Saturdays, so I can only really be counted on if I know about the run in advance.
Sundays are pretty open - especially now that we're getting into the part of the year where I don't have as much yard work to do. Again, no real set login time on Sundays, so at least a day or two of advanced notice is best. Just need to make sure I'm off by 11:00 pm for work the next day. -
Unfortunately, Saturday's my bad day. I'll keep watching here for future runs, though.

That's also likely why my SG doesn't have the Fusion Generator Plans unlocked. While I'm willing to step foot in a PvP zone if it's necessary to get a badge, the rest of my SG isn't as badge-happy as I am. There's just nothing of interest for them in those zones.
