Shields
With all this talk of shields coming in i13 i thought i would post my ideas for what i think the set should be like.
It is designed to be well balanced with a mix of resistance, defense and a heal, as well as a couple of perks.
This is the defensive set for melee charactors (stalker/brute/tank/scrapper) the defender set is below this.
Hide
<standard description of stalker hide>
(non-stalkers get spikes instead of this)
Shield of steel
You pull out your steel shield which grants defense to smashing and lethal damage
end cost 0.26/s
Spikes
You cover your shield with small spikes, which damage foes in melee range
(For stalkers this power is replaced by hide)
end cost 0.26/s
damage minor
Insulation layer
You cover your shield with a layer of insulating polymer which grants high resistance to fire and cold damage.
This auto power costs no endurance but is only active with your shield of steel out.
Dampening Field
You fit a dampening field in the centre of your shield which grants protection from mez effects, as well as dispursing mental attacks (grants defense)

Reinforce
You reinforce your shield, thus increasing your maximum hitpoints for a while

Shield of light
You surround your shield with a barrier of light which grants defense to energy and negative energy damage.

Blockade
You can place a shield down that grants a large defensive bonus, as long as you stand behind it
Mirror coat
You cover your shield with a shiny material that grants stealth, additionally any attacks that land have a chance to reflect back half the damage done to you.
(For stalkers this power does not grant any stealth but other effects remain)

Withdraw
You crouch down and withdraw behind your shield, making yourself invulnerable. While in this state your regeneration and recovery are boosted and you cannot move or attack.
You cannot remain withdrawn for more than 45 seconds.

If you wanted a defender set you could modify some of the powers to be granted onto allies and perhaps throw a few weight related debuffs in there. -

It looks like some of the powers a getting nerfed (Quantum flight comes to mind) I want to know how you all feel about this and how it will affect the game etc.
Another note is the customizable power trays which can be placed anywhere on the screen! This means no more tricky binds or switching between power trays for different forms! Huzzah! -
And thank goodness the scrapper set doesn't have combustion.

Can anyone think of any use for this build? Apart from shocking people in sirens. -
If you check out the descriptions of the tarantula mistresses you can see it says they were all originally fortunatas. Perhaps this could be a final upgrade for a future issue update? It would be cool as an epic powerset upgrade thingy (like heroes get EPP and villains PPP at level 41)
Something to think about? -
Invoke panic only fears minions so you are gonna have lieuts shooting your face while you activate rain of arrows.

I was thinking of making a farming corruptor, but as i have not had much experience with farming on villains i am stuck for powersets.
Fire/dark seems best (tar patch/fire AoEs) or maybe i should run off to the dominator forums instead? -
I wouldn't take it myself, you are better off using slots to enhance your other powers.

An interesting idea there, this should also bypass your opponents defenses as you aren't actually attacking them. -
From what i can see you are going to find that extremely hard to level at low levels without a team. This is best left to a lvl 30 or so respec in my opinion.
