If you could have ONE, count 'em ONE, of your characters made in-game lore, and a contact for missions (Or possibly a Hero/AV in a mission), but at the cost of never being allowed to play that character any more, would you accept?

I believe that, as soon as the symbol gets small and grayed out, THAT'S when the recharge starts. So, if the power has a 6 second recharge, and a 2 seconds activation time, it would be eight seconds before you could use the power again after using it. I could be wrong, but I think not.

I see it as an attempt to make an "Invasion" by using the Trick or Treat mobs. The invasions are so durn slow anyway, you may as well try and mix it up a li'l.
