That is exactly why it will never exist, either.
"Plan Z" is being dreamt up by players who can't let go of this game.
Case in point? I went over to the Titan Network forums, where they have an entire area devoted to it.
There's design documents, enemy group ideas, powers, character customization... it all screams City of Heroes.
Now, I don't want to see CoH shut down either.... but.
I doubt a game from Plan Z will *ever* be made. Sure, you can brainstorm all you want.
You know what really shows your dedication though? Something concrete. Until then, it's all just words, really.
So yeah, when Plan Z exists in a playable form, I'll be there. -

Almost sounds like you're bad at video games.
But I digress. I've stated my dislike for CoH's combat system earlier, but I'll go about it more indepth this time.
A system where you can "freely" attack with your gear, ala TERA, is fluid. It's fun, and makes combos extremely easy.
Look at the Dual Blades powerset we have. You have to chain several different powers together for combos, where as in a free attack system, you could chain efficiently and quickly, all at once.
In CoH, having to select an enemy, then sloppily fire off my powers... was always pretty bad. Especially if I was being attacked by more than one dude at a time, which was commonplace in this game.
I'm not ashamed when I say I've been playing since 2006, but only have one level 50, and that it's a Merc/Force Field MM.
It's because, going to the max level.... gameplay just got stale for me.
Regarding the Incarnate System and their god like abilities. This is related to my opinion of the combat engine, you see. That only made things even worse for me, a relatively simple guy, who plays games to have fun and enjoy it, not to delve into some crazy **** system where I become some sort of ultrabeing.
I never really "got" into Enhancements, either. I used all the standard ones for my Origin, which was technology. The closest I got to making them "fancy" was double or triple slotting them, with enhancements of the same type in them. I didn't use I/Os, and all that stuff.
Fighting didn't make me feel like I was my character, it made me feel like I was controlling an experiment, or managing phones like a secretary does. Watching toggles, watching my end rate, popping off my powers, checking buffs, sizing up the enemy mobs, and so on and so forth.
So yeah. There you go.

Brilliant story.
I'm afraid I won't be attending the event though, being on Beta recently caused my graphics card to crash a lot unexpectedly, almost fatally. I'd rather not take the risk, although it hurts me almost as much as the sunset itself does.

The system is just plain terrible, IMO.
I'd have preferred a system more akin to TERA's combat (yeah i went there), but now we'll never get it.
Sure I could always just play TERA, but it's not the same.
The entirety of TERA is worse, far worse than I want to deal with. -
This surprised and depressed me at the same time.
I loaded up a mission architect mission, with the Zig Outbreak old villain tutorial map.
I went to one of the villain tutorial's objectives, clicked it, and this happened.

The only architect objective I had set up for this was to defeat all enemies.
I believe this is residual coding which was built into the map itself, not taken out. -

However, at this point, NC Soft is really, *really* EA-terrible levels.
So, yeah. I just woke up two hours ago, so I don't feel like really making a huge post here, just.... believe. In the game. In yourself.

Having no developers to manage the database could be a problem though. -

Why should we even bother fighting crime, then, if a villain can murder countless people but will only get a slap on the wrist?
And no, no other major villains have been redeemed because it'd be a dumb idea to do so. All the prominent masterminds and archvillains are pure evil or have killed far too many people to ever have their hands washed clean. This includes Tyrant. Out of everyone in this game, Scirocco's the only villain that would ever make sense to be redeemed, purely because he's been written as the reluctant villain since day one. If they tried it with anyone else it'd be just as awkward and silly as when they were going to redeem Marauder, a man who slaughtered countless people just for being weaker than him, and make him Paragon's next big hero.
As for Tyrant and general villain redemption, it is a very thorny area.
Heroes are not supposed to harbor hate.... which is why, if a guy like Tyrant wanted to be redeemed, it'd have to be a big, winding road.
In my opinion, Heroes should be all about tolerance and forgiveness.
Tyrant would have to do something of good nature in a tremendous way, as much as he has done bad acts, to balance that or something.
Maybe he could've just stepped down from power, started helping out the common people of Praetoria... yeah this doesn't sound very believable or lore-integrable at all does it?
Scirocco though, totally different story. Perhaps only his redemption shoulda went through, if it were ever going to be. On the level of villain redemptions. -

For one, "a million new levels and powers to make us godly and all powerful" is called "new content" or possibly "character development"
As for your second point, I don't know much about Tyrant being redeemed to be honest, but why make a fuss about it?
Have any big name villains even *been* redeemed in the current lore? On the level of the ones you mentioned there, anyway.
