this is a carryover from i12 and such, but right now, with DR in play in zones and most sensible arena duels, villains, when played by capable hands (rare), have a huge advantage over heroes.
why?
well, the nature of DR is to favor generalists and damage dealers and villain ATs are just that.
yeah. elusivity in its i13 state throws this off completely by actually allowing tanks to be threats in 1v1 situtations, but after the elusivity nerf and the melee ranged damage nerf (coupled with the tk blast nerf), you'll start seeing corruptors at the top of the food chain.
basically, my fire/cold at this moment only has issues with blasters with broken tk blast that spam it (there's like 5 people that do this in the whole game. because this game is full of unskilled players), sonic/ems (top outliers. :-D) and high elusivity toons that can't be debuffed adequately.
i14 takes away the psi/ems, nerfs the high elusivity toons, but still allows for an achilles heel in the form of sonic/em blasters (and /elec doms, even though as of this moment i know of only two capable players that have discovered the wonders /elec in freedom).
so yeah.
